TN government fined Rs 50L for hiding hiring of non-teaching staff in aided college
CHENNAI: Upset over the deliberate action of the higher education department to 'burke the truth' from the court by concealing records in connection with the granting of approval to the appointment of non-teaching staff at an aided college, the Madras High Court has imposed costs of Rs 50 lakh on the state government.
A division bench of justices R Subramanian and G Arul Murugan passed the orders recently while dismissing an appeal filed by the state government against a single judge's order for granting approval for appointments on 12 posts which included sweeper, scavenger and gardener at GVG Visalakshi College for Women, Udumalpet in Tiruppur district.
'We dismiss the appeal with cost of Rs 50 lakh to be paid by the government,' the bench said in the order, adding this cost is imposed only because of the non-cooperative and adamant attitude exhibited by the officials of the department of collegiate education.
It directed the government to pay Rs 1.50 lakh each to the 12 employees who were not paid the salary; of the remaining amount, Rs 16 lakh shall be paid to the Cancare Foundation, Gandhi Nagar in Chennai, and another Rs 16 lakh to the Nethrodaya within eight weeks.
The bench ordered the government to recover Rs 25 lakh of the costs from C Poorna Chandran, the then director of the collegiate education, and the remaining amount from all the staff members of the directorate of collegiate education responsible for 'screening away' the records from the court 'with a sole object of burking truth' from the court.
Further, it ordered the secretary of higher education department to immediately initiate departmental action against them.
GVG Visalakshi college was sanctioned with 35 non-teaching posts. It had appointed 12 non-teaching staff members. The director of collegiate education Poorna Chandran approved the posts in 2022 but the salary was not paid. The college filed a writ petition which was heard by a single judge who ordered grant of approval, on April 2, 2024 to give approval for the appointment. However, the government filed the appeal.
It said only 11 posts were sanctioned and the remaining were ordered to be outsourced as per two G.O.s issued in 2019. However, the division bench pointed out that the high court had already ruled that the two G.O.s issued in 2019 shall not be applicable to private aided colleges and directed the government to grant approval within eight weeks.

Three thefts in two weeks on metro rail network
Ahmedabad: Infocity police in Gandhinagar registered a theft case on Wednesday after materials worth Rs 3.81 lakh were stolen from the GNLU metro station at Koba village. This was the third theft reported on the Ahmedabad-Gandhinagar metro rail network in the past two weeks. Ravindrasinh Bihola, a 27-year-old security guard, filed the FIR with Infocity police. He stated that he was posted at the GNLU metro station for the past three months. He was on night duty from 8 pm to 8 am. According to his complaint, the theft occurred during the intervening night of May 30 and May 31. Bihola said that the stolen items were stored by the Omega Lift Company in large and medium wooden boxes under the elevated track at three locations near the station. At about 6.30 am on May 31, he noticed that the wooden panels of the boxes were broken, and the materials inside were missing. He informed the incoming guard and his supervisor, Kailash, who then contacted the lift company officials. The stolen items include 480 non-standard base gaskets, 456 anchor bolts, 912 spring washers, and various trimming gaskets. Omega Company representatives inspected the location and confirmed the theft. Earlier, on May 22, around 500 metres of copper cables worth Rs 9 lakh were stolen from near Shahpur metro station, which caused a disruption in service for nearly 7 hours. Another case of service disruption was reported on June 2, when 700 metres of copper cable worth Rs 17.85 lakh was stolen between Koba Circle and Old Koba stations. With regard to the latest case, Infocity police registered a case of theft against unknown persons and began an investigation. Cops are also probing if there is any link between the present case and the two earlier incidents. Metro rail authorities are yet to issue a statement regarding the latest theft reported on Wednesday.

New flyover to be named after Kartik Oraon: Hemant

"This flyover stands as a symbol of progress and dedication. We always aimed to ensure that development does not come at the cost of hurting anyone's sentiments. The public's support boosts our morale to work more sincerely," Hemant said after the inauguration. The inauguration of the flyover came a day after several tribal outfits had called a 12-hour bandh to protest the construction of a ramp of the flyover near a Sarna site, which was founded by Kartik in the 1960s. Interestingly, the agitation was being spearheaded by former state minister Geetashree Oraon, who is Kartik's daughter. Hemant also offered prayers at the Sarna Sthal after the inauguration. The Rs 355.76 crore project, built by the road construction Department, is aimed at reducing traffic congestion for commuters headed towards the railway station and airport. It features Jharkhand's first extra-dosed cable-stayed spans over a railway line (132 metres) and the Harmu river (94 metres), along with a monolithic mono-pile foundation technique, a first for the state. Other advanced features include precast pier caps and girders, and pylons rising 42 metres high. The project's foundation stone was laid in 2022. "Despite space constraints and high-density areas, we ensured both safety and efficiency," said Sunil Kumar, principal secretary of road construction department. The flyover will reduce commute time from 30 minutes to five minutes.
