The Bureau of Immigration (BI) on Friday inaugurated its new warden facility inside the New Bilibid Prison in Muntinlupa City, according to the Bureau of Corrections (BuCor).
BuCor said the facility, which can accommodate 450 foreign nationals, will serve as another detention site for foreigners undergoing deportation proceedings.
'This facility arrives at a crucial time as we intensify deportation proceedings, especially against foreign nationals involved in illicit POGO operations,' Immigration Commissioner Joel Viado said in a statement.
BuCor said the facility will be further expanded to accommodate 700 people.
'This milestone underscores our whole-of-government approach to border control and immigration enforcement,' he said.
'It is a concrete response to the President's call to protect our borders and safeguard our people from criminal elements, especially those abusing systems like the POGO scheme,' he added.

1,422 foreigners deported from Jan-June for immigration violations

The Bureau of Immigration (BI) said Friday it deported more than 1,400 foreigners from January to June this year for violating the country's immigration laws. Data from the BI showed a total of 1,422 foreigners were expelled from the country for violating immigration laws—a significant increase from the 717 deportees reported during the same period last year. Of the deportees, 231 were Vietnamese, 41 were South Koreans, 41 were Malaysians, and 37 were Burmese. The majority of the deportees were foreigners found to be working in Philippine Offshore Gaming Operators (POGOs) firms despite the ban. 'Our strengthened deportation protocols follow the directive of the President to act swiftly and remove foreigners who abuse our people's hospitality,' said BI Commissioner Joel Anthony Viado. 'We will continue expediting the deportation of foreign nationals who violate our laws,' he added. Viado earlier reported improvements in deportation protocols, including fast-tracking clearances in partnership with the National Bureau of Investigation, immediate resolution of cases suspected to be filed under the ''demanda me'' scheme, regular coordination with embassies for swift issuance of travel documents, and opening of a new holding facility for arrested aliens. 2 Sudanese nabbed Meanwhile, immigration authorities apprehended two Sudanese in San Carlos City, Pangasinan, for violating the country's immigration measures. Identified as Moneeb Ahmed Mohamed Yousif, 32, and Zaki Azhari Elzubair Basheer, 41, the suspects were arrested in a residence along M. Soriano St. on Tuesday, July 22. They are now detained at the BI detention facility in Taguig while awaiting deportation proceedings. An initial investigation showed the BI intelligence personnel launched an operation against Moneed after he was found to be staying in the country despite allegedly failing to update his visa. Zaki, meanwhile, was accused of harboring the illegal alien, violating the Philippine immigration laws. The suspects failed to present valid passports or travel documents during the arrest, rendering them undocumented foreign nationals. ''During the arrest, Basheer resisted and hurled expletives at the operatives. While in the premises of the San Carlos City Police Station, he requested to use the restroom but attempted to escape through the back of the building. He was immediately pursued and recaptured by BI agents,'' the BI said. —VBL, GMA Integrated News

PH, China tackle consular issues, safety of nationals in Beijing meeting

'Law enforcement is one of the areas where bilateral cooperation can continue to flourish and where information-sharing on law enforcement can be further strengthened,' said Mendoza-Oblena, who met her Chinese counterpart, Director-General for Consular Affairs Long Zhou. Senior diplomats from the Philippines and China met in Beijing this week to tackle pressing concerns involving their respective citizens in each other's territory. After six years, Manila and Beijing resumed their Joint Consular Consultation on July 22 in the Chinese capital, where they discussed the "safety, rights, and welfare of their respective nationals, as well as law enforcement cooperation, trade and investment, and tourism," the Philippine embassy in China said Wednesday. 'Our relations have faced challenges, but we continue to cooperate in protecting our nationals and persist in aspiring for more people-to-people exchanges,' said Foreign Affairs Assistant Secretary Maria Antonina Mendoza-Oblena, head of the Philippine delegation. Both sides acknowledged the ongoing cooperation in addressing transnational and other crimes in their countries, including illegal gambling, but the embassy declined to say, when sought for comment, if the case of the three Filipinos who were arrested last year in China on suspicion of espionage was discussed. There was also no mention of China's recent travel warning urging Chinese students considering enrolling in Philippine schools to exercise caution due to an unstable security situation in the country. Manila protested China's advisory, calling it "incorrect, inaccurate" and a "mischaracterization" of the situation in the Philippines. Several lawmakers and groups have raised concerns about the influx of Chinese students in the northern Philippine province of Cagayan, which hosts two military bases that can be used by American troops under the Enhanced Defense Cooperation Agreement (EDCA) between Manila and Washington. It was not clear how many Chinese nationals are enrolled in Philippine schools, but previous media reports said the number could be between 400 to 4,600. The Chinese embassy could not confirm this. 'Law enforcement is one of the areas where bilateral cooperation can continue to flourish and where information-sharing on law enforcement can be further strengthened,' said Mendoza-Oblena, who met her Chinese counterpart, Director-General for Consular Affairs Long Zhou. President Ferdinand Marcos Jr. in 2024 ordered the banning of widespread Chinese-run online gaming operations in the Philippines, accusing some of venturing into crimes including money scams, human trafficking, kidnappings, torture, and murder. While some Philippine Offshore Gaming Operations or POGO have decreased over the months, dozens continue to operate on a smaller scale across the country and have evolved into scam centers. The embassy said Philippine and Chinese officials highlighted the importance or engagement through the consular dialogue "to achieve improvements in managing consular cases which facilitate people-to-people relationships." –NB, GMA Integrated News

Escudero on online gambling: It cannot go on this way

Senate President Francis "Chiz" Escudero on Monday committed that the proposed Senate measures seeking either a total ban or strict regulation of online gambling in the Philippines will be discussed in plenary. 'Kung ipinagbawal nga natin ang POGO kaugnay ng pagsusugal ng dayuhan, hindi ba dapat lalo 'yung pagsusugal na Pilipino mismo? Definitely, it cannot go on this way,' Escudero said in an ambush interview. (If we banned POGO that is connected with foreign gambling, shouldn't we prohibit gambling among Filipinos themselves all the more? Definitely, it cannot go on this way.) 'Three bills or four bills have been filed to either ban or regulate Philippine inland gaming. We will pursue those bills and make sure that they lead to a floor debate and plenary vote on the matter,' he added. In March, Escudero called for a review of Philippine Inland Gaming Operators (PIGOs), expressing concerns over their impact on Filipinos following the ban on Philippine Offshore Gaming Operators (POGOs). He warned that while POGOs have been shut down, some may have simply rebranded as PIGOs to continue operations. He thus urged the Philippine Amusement and Gaming Corporation (PAGCOR) to conduct a thorough and transparent review of PIGOs to assess their true costs and benefits. Several lawmakers have included in their priority bills for the 20th Congress the legislation for the total ban of online gambling in the country, while some are only pushing for restricting access to it. As for the Executive, Malacañang said that President Ferdinand ''Bongbong'' Marcos Jr. will study the calls to ban online gambling. ''Ang mga pagpapasyang ganito po ay talagang pinag-aaralan kung ito ba'y makakaapekto sa ekonomiya, makaapekto sa mamamayan at hindi po tayo maaring magpadalos-dalos po dito,'' Palace Press Officer Undersecretary Atty. Claire Castro said. (Decisions like this are being studied to see if they will affect the economy, affect the people, and we cannot rush this.) ''Dahil minsan po, kapag po mismo ang legal at license ng mga online gaming sites ang iyong iba-ban, mas dumadami ang mga illegal na online gaming sites at iyan po ay mas nakakaapekto sa ekonomiya, so pinag-aaralan po iyan ng Pangulo,'' she added. (Because sometimes, when you ban legal and licensed online gaming sites, the number of illegal online gaming sites increases and that has a greater impact on the economy, so the President is studying that.) —LDF, GMA Integrated News
