The number, released in Statistics Canada's June Labour Force Survey, refers specifically to 'returning students,' full-time students aged 15 to 24 who intend to resume studies in the fall. It's a significant jump from 15.8 percent in June 2024, and even further above the 11.9 percent recorded in 2023.
'That's really concerning to me,' said Viet Vu, economic researcher at Toronto Metropolitan University. 'Youth unemployment is a leading indicator of what could be a recession.'The data reflects a labor market that, while posting headline job gains, 83,000 new positions in June, according to Statistics Canada, remains uneven beneath the surface. The national unemployment rate stands at 6.9 percent, unchanged from the previous month, and long-term joblessness remains a concern.
The broader youth unemployment rate, which includes all 15- to 24-year-olds (not just students), was 14.2 percent in June. That's well above the pre-pandemic average of 10.8 percent (2017–2019), suggesting younger Canadians are disproportionately affected by current economic pressures.
Students typically rely on summer jobs for income, experience, and savings to support their education. But this year, those positions are vanishing.'This has been a brutal summer for students to look for a job,' said Jim Stanford, director at the Centre for Future Work. 'The openings are just not there.'

Ludhiana: Micro industries, which account for nearly 99% of India's total industrial base, are on the verge of collapse due to what industry leaders describe as "discriminatory policy changes" and "unrealistic definitions" under the MSME framework. Representatives from the World MSME Forum have warned that unless a separate ministry is created for micro units, nearly one crore micro industries could shut down within the next two years. In a letter to PM Narendra Modi, World MSME Forum president Badish Jindal stated that despite being the largest employment provider after agriculture, micro industries remain constrained by finance, infrastructure gaps, delayed payments, and lack of institutional support. "The sickness is increasing in the micro sector. If the govt does not intervene with a separate policy, crores of industries will close down," he warned. According to the Forum, 90% of govt procurement benefits meant for MSMEs are cornered by just 0.3% of enterprises, leaving the vast base of micro industries excluded. Even raw materials are cheaper for bigger players due to bulk buying, making their products more competitive," the letter highlights. One of the key issues flagged is the govt's decision to align India's MSME definitions with those of Europe and England. In Europe, a micro enterprise is defined as having a turnover of up to 2 million euros (around Rs 20 crore), small industries up to 10 million euros (Rs 100 crore), and medium enterprises up to 50 million euros (Rs 500 crore). "In India, where the currency value is 100 times lower, applying the same definition is unjust. This has been done under a conspiracy that dilutes the identity of micro industries, pushing them into unfair competition with much larger enterprises," Jindal said. Until June 2020, the investment limit for micro industries was Rs 25 lakh in plant and machinery and turnover up to Rs 5 crore. However, the govt revised the limits multiple times. From July 2020, the ceiling was raised to Rs 1 crore in investment and Rs 5 crore in turnover for micro units. From 2025, the thresholds will increase further to Rs 2.5 crore investment and Rs 10 crore turnover. Similarly, the upper limit for small industries has been expanded from Rs 5 crore investment and Rs 50 crore turnover to Rs 25 crore investment and Rs 100 crore turnover. Medium enterprises now enjoy a ceiling of Rs 125 crore investment and Rs 500 crore turnover. "In five years, the govt has inflated the MSME definition by 10 times, leaving genuine micro industries to compete with much bigger players under the same bracket," Jindal said. Data cited by the Forum shows that India has 6.57 crore registered micro industries, 4.77 lakh small industries, and just 35,760 medium industries. Collectively, MSMEs provide 18.36 crore jobs, of which 16.3 crore are generated by micro enterprises alone. Despite this, exports from micro industries remain negligible. Out of total small industry exports worth Rs 29,876 crore, micro industries account for just Rs 4,547 per unit on average, compared to Rs 1.41 crore per medium enterprise. The financial stress is also visible in bank loan defaults. The NPA of 6.57 crore micro industries stands at Rs 52,519 crore, or Rs 7,993 per businessman, while small industries account for Rs 19,677 crore in NPAs (Rs 4.12 lakh per businessman) and medium industries Rs 8,553 crore (Rs 23.92 lakh per businessman). The Forum has urged the govt to create a dedicated micro industry ministry to address the specific concerns of the sector. "Your govt calls itself a well-wisher of small industries. It is your responsibility to prevent crores of enterprises from closing down," the letter to the PM states. Without immediate corrective measures, industry leaders caution, India risks losing the backbone of its employment generation base. Air Canada had said it planned to resume flights on Sunday evening, a day after the Canadian government issued a directive to end a cabin crew strike that caused the suspension of around 700 daily flights, stranding more than 100,000 passengers. Thousands of Air Canada flight attendants walked off the job on Saturday for the first time since 1985, after months of negotiations over a new contract. The Canadian Union of Public Employees said in a statement that members would remain on strike and invited Air Canada back to the table to 'negotiate a fair deal.' Air Canada and a Canadian government spokesperson were not immediately available for comment. The country's largest carrier had said some flights would still be canceled over the next 7-10 days as the schedule stabilizes and returns to normal. It had started cancelling flights on Friday in anticipation of the stoppage. The Canadian Industrial Relations Board ordered Air Canada to resume operations and all Air Canada and Air Canada Rouge flight attendants to return to their duties. The CIRB was acting on a directive from Jobs Minister Patty Hajdu as the government moved to end the strike and require binding arbitration to break a contract impasse, an action that Air Canada had previously sought from Prime Minister Mark Carney's minority Liberal government but unionized flight attendants fiercely opposed. The most contentious issue in the contract negotiations has been the union's demand for compensation for time spent on the ground between flights and when helping passengers board. Attendants are now largely paid only when their plane is moving. CUPE had pushed for a negotiated solution, saying binding arbitration would take pressure off the airline. Air Canada said on Sunday that the CIRB had ordered the terms of the collective agreement between the union and the airline that expired on March 31 be extended until a new agreement can be reached.
