
NDR 2025: New homes, better connectivity for Kranji, Sembawang among plans to rejuvenate northern Singapore
Making his annual National Day Rally speech on Sunday (Aug 17), Prime Minister Lawrence Wong highlighted the importance of making the most of Singapore's limited land through redevelopment and innovation.
He referenced the Urban Redevelopment Authority's Draft Master Plan 2025, released in June, which charts land use plans for the next 10 to 15 years. Among its proposals are more than 80,000 new public and private homes across more than 10 new neighbourhoods.
'In the past, we have spoken about our plans for the west, the east and the central regions. Some people say the northern part of Singapore is more 'ulu' or remote,' said Mr Wong, speaking at the Institute of Technical Education College headquarters in Ang Mo Kio.
'I assure you it's not. So tonight, I will focus on the north.'
KRANJI: NATURE AT ITS DOORSTEP
In Kranji, the former Singapore Racecourse – spanning about 130 hectares or roughly the size of 200 football fields – presents a 'rare opportunity for a major transformation', said Mr Wong.
'For the past 25 years, when you speak of Kranji, you think of horse racing. But over time, the popularity of horse racing has declined and the land hasn't really been well-utilised.'
The government has since taken back the land, and it was earlier announced that the site will be redeveloped into a new housing estate, with around 14,000 new public and private homes.
A neighbourhood centre will be built near Kranji MRT station, while a new interchange station at Sungei Kadut will link the North-South and Downtown MRT lines.
Mr Wong noted that the former Singapore Racecourse is unique for its natural surroundings, including a new Mandai mangrove and mudflat nature park to its north and the Mandai Wildlife Reserve to its south.
The area is also near the Rail Corridor – a former railway line that has been transformed into a recreational and community corridor – and the Sungei Mandai waterway.
'It's a site with all the right ingredients – ample space, good connectivity and nature at its doorstep,' Mr Wong said.
'This will be a new housing development combining urban living with our rich natural heritage. It's something we can all look forward to in about 10 years' time.'
SEMBAWANG: FROM SHIPYARD TO WATERFRONT COMMUNITY
Plans are also underway to redevelop the Sembawang Shipyard site, which has roots dating back to 1938 when it was built by the British as a naval base.
After the departure of the British Royal Navy, the naval docks were converted into Sembawang Shipyard and officially declared open by then-President Benjamin Sheares in 1971.
'Sembawang Shipyard played a key role in our early industrialisation and powered the growth of our maritime industry,' said Mr Wong.
The area's maritime heritage will be preserved, including its dry dock, which was once the world's largest. Ideas being considered for the space include community spaces for concerts, sports and performances.
The government is also exploring waterfront homes, dining, shopping and recreation along the coastline.
'When you put it all together, this can become a new vibrant waterfront destination in the north – rich in heritage, yet reimagined for the future.'
WOODLANDS: SET FOR TRANSFORMATION
Woodlands, described by Mr Wong as the 'northern gateway' into Singapore, is also set to undergo major changes.
In January, Singapore and Malaysia inked an agreement to develop the Johor-Singapore Special Economic Zone (SEZ), which aims to merge Singapore's R&D capabilities with Malaysia's industrial base and land resources. The zone targets 50 cross-border projects and the creation of 20,000 skilled jobs over five years.
To support the SEZ, Woodlands Checkpoint will be redeveloped in phases over the next 10 to 15 years, expanding to five times its current size.
'That means more efficient and secure clearances, shorter waiting times and less traffic congestion,' said Mr Wong.
The Johor Bahru-Singapore Rapid Transit System (RTS) Link is also expected to start operations by the end of next year. In Singapore, it will connect directly to Woodlands North MRT station on the Thomson-East Coast Line.
'There will be seamless transfer between the RTS and the MRT,' said Mr Wong, adding that passengers will be able to 'clear both Singapore and Malaysian immigration at the point of departure'.
Around the RTS Link station, new 'flexible' industrial spaces will be developed for businesses seeking to tap into the SEZ.
New public housing is also planned, including 4,000 flats near Admiralty Park and additional homes along the Woodlands waterfront.
The prime minister cited how plans to redevelop Punggol were first made nearly 20 years ago, and it has now become a 'thriving, beautiful town'.
'Tonight, I have shared our plans for Kranji and Sembawang. Just as we transformed Punggol, these plans will take shape in the years ahead and they will become reality,' he said.
'When they do, Kranji and Sembawang will flourish as even more vibrant towns – full of life and opportunity.
'That's how we make sure every part of Singapore shines – each with its own character, and a place we can all be proud to call home.'

In its response to the 2025 National Day Rally, the opposition party said Singapore should 'leave no stone unturned' in collective efforts to build a truly resilient nation for the future. The WP issued its statement following Prime Minister Lawrence Wong's Rally speech at ITE College Central on Aug 17 , where he called for Singaporeans to unite to write the next chapter of the country's history and outlined new schemes to support workers and independent living for seniors, amongst others. PM Wong also spoke extensively about the challenges Singapore faces, including an unstable global economy and the rise of artificial intelligence impacting jobs and businesses. The WP addressed some of the new initiatives, and added its suggestions and concerns. On government efforts to address economic concerns, WP said it agrees that Singapore's economy needs to 'keep up with the times.' Responding to a new scheme announced by PM Wong during the Rally where Community Development Councils will match workers with jobs near their homes, it said: 'We agree with the approach of improving jobs matching efforts for Singaporeans, and ask that the relevant organisations accelerate the setting up of this programme with the economic uncertainty ahead.' It added that in the party's experience, many residents referred to NTUC's Employment and Employability Institute (e2i) receive career counselling, but 'not the direct job-matching support they truly need.' 'The new approach reflects what many job seekers are looking for: not just advice, but real opportunities and connections to employers who are hiring,' it added. It urged the Government to also tackle 'present concerns surrounding businesses and employees,' including rising rental costs, skills-related underemployment and 'slow rate of real income growth of 0.7 per cent per annum over the past five years.' The WP reiterated some proposals from its GE2025 manifesto. This included having JTC Corporation, which oversees industrial infrastructure, expand its market share to offer low-rent options for small and medium-sized enterprises, and for a statutory minimum wage to be established. The party also responded to PM Wong's announcement of a new government-funded traineeship scheme for graduates from the Institute of Technical Education, polytechnics and universities. PM Wong said the scheme will begin as a 'focused' one which can be scaled up if the economy worsens. The WP said it recognises the importance of helping young graduates and mid-career workers find their footing, but urged the Government to ensure the programme is designed with safeguards so that it is effective and fair . It said: 'State-sponsored internships and apprenticeships must not be used by companies only as a source of cheaper, subsidised labour. 'There should be clear performance metrics and a transparent commitment from participating companies to consider trainees for full-time employment once the training period ends.' It is also essential that all trainees receive basic workplace protections including paid sick leave and safe working conditions, it added. The party will advocate for fair, transparent and sustainable employment pathways, especially for younger Singaporeans and those navigating mid-career transitions, it added. On the impact of artificial intelligence on schools and the economy, the WP said it agrees with the importance of preparing students for life, not just exams – which PM Wong said the Government is doing more of . It called for an increase in the number of allied educators, which can lead to a 'meaningful reduction in class sizes' so students receive the attention they need to develop essential soft skills such as empathy and adaptability. The opposition party also called on the Government to improve social safety nets in light of the ongoing disruptions caused by AI adoption, and reiterated its call for Singapore to introduce redundancy insurance. The WP said it looks forward to championing these ideas and others in the 15th Parliament. The party will have 12 MPs in the House when Parliament reopens on Sept 5, its largest-ever contingent. Progress Singapore Party (PSP) chief Leong Mun Wai also released a statement following the Rally, where he welcomed immediate support for new graduates but raised concerns that these proposals 'risk being mere band-aid solutions that do not address our country's deeper structural issues.' PSP also said the new government-funded traineeships raises the question of whether tertiary education is adequately preparing young people for the workforce 'if graduates are increasingly expected to settle for traineeships instead of full-time jobs'. Singapore must confront some fundamental questions in the years ahead, and the PSP believes these are not questions the Government can answer alone, added Mr Leong. 'Ultimately, the National Day Rally provided some ideas, but many critical questions on key issues such as housing affordability and cost of living were left unanswered,' he said. 'The PSP will continue to push for more fundamental reform in these areas and provide alternative policy proposals.'

SINGAPORE - The manager of CapitaLand Ascendas Reit (Clar) announced on Aug 18 the proposed divestments of five Singapore properties. These divestments are being proposed at 'healthy premiums' of about 6 per cent over the properties' total market valuation and 20 per cent over the original purchase price, for a total sale consideration of $329 million, said the manager in a bourse filing. Three of the properties are logistics properties, while the remaining two are industrial properties. The proposed divestments are in line with the manager's 'proactive capital recycling strategy' and aim to 'improve the quality' of the Clar portfolio and optimise returns for unitholders, said the filing. To date in 2025, Clar has announced a total aggregate value of $355.5 million of divestments. The Business Times understands the five assets were acquired by an EZA Hill-led consortium. The portfolio transaction was brokered by CBRE's industrial and logistics team who declined to comment on the specifics of the deal. The manager is entitled to a divestment fee of 0.5 per cent of the sale considerations of the properties, paid in cash. Following the completion of the proposed divestments, Clar will own 226 properties in total – 93 properties in Singapore, 34 properties in Australia, 49 properties in the US and 50 properties in the UK and Europe. Clar posted a lower first-half revenue on Aug 4, which was down 2 per cent year on year at $754.8 million. This was mainly due to the divestment of five properties in Australia, Singapore and the United States, as well as the decommissioning of a property in the UK for redevelopment in June 2024. It also announced the launch of its first logistics developments in the UK at an estimated total investment cost of $350.1 million on Aug 11.
