New CP seeks better case disposal, soft skills, help desks at police stations

Time of India2 days ago
New Delhi: SBK Singh, who has been given the additional charge of
Delhi Police
commissioner, has expressed dissatisfaction over the disposal of cases and asked officers to pay special attention to the issue.
In a letter to the city police brass, Singh wrote that during a review, he observed that the disposal of cases within the stipulated periods of 60-90 days, as prescribed in the new criminal laws, was below satisfactory, which required their personal attention. "The status shall be reviewed in the next crime review meeting," he wrote.
Sources said Singh also emphasised the need for skill and etiquette training for officers who regularly interact with the public.
This includes duty officers at police stations, station staff engaging with citizens during patrolling or at crime scenes, and traffic police, PCR and special branch personnel involved in passport or character verification processes.

Another key point highlighted was the setting up of integrated public facilitation desks at police stations. These desks should be manned by two personnel, including at least one woman officer, and be equipped to address queries not only related to traditional crimes but also cybercrime, and grievances concerning women and children.
Sources added that the two key proposals, skill and etiquette training for personnel and the establishment of integrated public facilitation desks, would be taken up for discussion in the upcoming meeting of senior Delhi Police officers.
Earlier, in his first briefing, Singh allotted them monthly assignments, sources said. The DCPs were asked to enforce crime prevention measures in their jurisdiction and enhance patrolling ahead of Aug 15.

From The Hindu, August 6, 1975: Police raid ‘bogus' crossword puzzle firms

New Delhi, Aug. 5: The office premises of 12 'bogus' firms allegedly cheating a large number of innocent persons through false crossword puzzle contests were to-day raided by the Crime Branch of the Delhi Police in different parts of the city. 'Proprietors' of two such firms, Chander Prakash of Rani Bagh and Sarinder Kumar of Anand Nagar were arrested on charges of cheating, according to a press note issued by the Delhi Police. The modus operandi of these rucketeers was to collect the postal addresses of a large number of people, the press note said. The 'firm' would prepare a complete list of these people with their postal addresses and despatch literature regarding the crossword puzzle contest. For the first second and third prize winners, attractive articles such as motor cycles, tape recorders and transistors were offered as prizes. The puzzle contest would be so simple that anyone would be able to solve it without much mental exercise. Once the contestant despatched his puzzle entry he would fall in the trap of the racketeer. In due course of time the firm would inform all the contestants that they had won the first prize. All the winners were asked to send Rs. 50 as licence fee package and postal charges to enable the firm to despatch transistors to firms. In fact, a very inferior quality locally manufactured transistor would be sent to each one of them by VPP for Rs. 125. Invariably, the contestant would have already shelled out a sum of Rs. 48 to take delivery of the prize. He would thus be cheated by over Rs. 100 as the cost of the transistor will not be more than Rs. 70 to 73.

Wildlife crime cases in India decline significantly: Govt

India recorded over 2,700 wildlife crime cases from 2020 to 2024, with West Bengal, Uttar Pradesh, and Haryana reporting some of the highest numbers, according to government data. Responding to a question in the Lok Sabha, Union Minister of State for Environment Kirti Vardhan Singh said the responsibility for conservation and protection of wildlife, including prevention of illegal trafficking, lies primarily with the state governments and Union Territories under the Wild Life (Protection) Act, 1972. The Wildlife Crime Control Bureau (WCCB) collects and shares intelligence, coordinates enforcement and issues alerts to combat organised wildlife crime. The data shows India recorded a total of 2,701 wildlife crime cases from 2020 to 2024. The country registered 820 cases in 2020; 632 in 2021; 546 in 2022; 349 in 2023 and 354 in 2024. Between 2020 and 2024, West Bengal recorded the highest number of cases at 349, followed by Uttar Pradesh with 297 and Haryana with 243. Tamil Nadu logged 200 such cases, Assam 178, Uttarakhand 15, Andhra Pradesh 153, Madhya Pradesh 145, Odisha 143, Karnataka 84, Maharashtra 77, Himachal Pradesh 76, Meghalaya 71, Telangana 51, and Punjab 49. Singh said the WCCB works with state agencies, customs, border forces and international organisations like INTERPOL and the UN Office on Drugs and Crime to tackle wildlife trafficking. India is also a signatory to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), with its provisions incorporated into the Wild Life (Protection) Act through a 2022 amendment. In the last five years, the WCCB conducted 806 training programmes for government officials and 128 awareness campaigns and community outreach initiatives to curb wildlife trafficking.
