
Central govt. officials petition Cabinet Secretary, PMO on career stagnation
The Central Secretariat Service Forum, a body of Central government officials, on Thursday appealed to the Prime Minister's Office, urging expeditious action on long-pending cadre restructuring, delayed promotions, and the denial of benefits of Organised Group A Services (OGAS).
In its appeal, the forum urged the Prime Minister to direct the Department of Personnel and Training (DoPT) to finalise the fourth cadre review, initiate time-bound promotions, and restore service parity with other Central Civil Services.
The CSS, which provides the administrative core to nearly all Ministries and Departments, has not seen a cadre review for at least seven years. The last cadre review was implemented in 2018 with a five-year delay. The fourth cadre review, due in 2018 has not yet been implemented with a delay of 7 years and counting, said the forum letter to Cabinet Secretary T.V Somanathan.
The letter said that post-2014, there has been inordinate delay in finalisation of report, let alone implementation adding that there are nearly 2,500 vacancies in the CSS.
The forum highlighted that Under Secretaries who are eligible for promotion are facing acute stagnation as they are waiting for promotion even after completing 12 years of service in the grade against the prescribed residency of five years.
Similarly, officers of the 2014 batch of Assistant Section officer Grade in CSS are awaiting for their first promotion even after completion of 10 years of service.

Both sides blame the other for the clashes The fighting first flared Thursday after a land mine explosion along the border wounded five Thai soldiers. Both countries recalled their ambassadors and Thailand closed its border crossings with Cambodia. Despite the diplomatic efforts, fighting continued Sunday along parts of the contested border, with the two sides refusing to budge, and trading blame over renewed shelling and troop movements. Thailand also reported death of another soldier, bringing its total number of fatalities to 21, mostly civilians. Cambodia has announced 13 deaths on its side. More than 131,000 people in Thailand have evacuated to safe locations and over 37,000 people fled from three Cambodian provinces. Many border villages are mostly deserted, with many schools and hospitals shut.

PM Modi expresses grief over loss of lives in Mansa Devi stampede
New Delhi: Prime Minister Narendra Modi on Sunday expressed grief over the loss of lives in the Mansa Devi stampede in Uttarakhand's Haridwar that claimed six lives. PM Modi extended condolences to the bereaved families and wished for a speedy recovery of the injured. He said that the local administration is assisting those affected, the Prime Minister's Office (PMO) said in a post on the social media platform X. "Deeply saddened by the loss of lives due to a stampede on the route to Mansa Devi Temple in Haridwar, Uttarakhand. Condolences to those who lost their loved ones. May the injured recover soon. Expressing grief over the incident, Uttarakhand Chief Minister Pushkar Singh Dhami earlier in the day said that extremely distressing news was received about the stampede. He said rescue and relief operations were underway, and he was closely monitoring the situation. "Extremely distressing news has been received about a stampede breaking out at the Mansa Devi Temple in Haridwar. Uttarakhand SDRF, local police, and other rescue teams have reached the spot and are engaged in relief and rescue operations, CM Dhami said in his post on X. "The death of six people in the heart-wrenching stampede at the Mansa Devi Temple in Haridwar is deeply saddening. I pray to God that the souls of the departed find a place at His divine feet and that the grieving families are granted the strength to bear this immense sorrow," the CM further said. CM Dhami announced Rs 2 lakh ex gratia to the families of the deceased and Rs 50,000 to the injured. He also ordered a magisterial inquiry into the incident. Authorities confirmed that relief work is still underway, and the situation is being closely monitored. Further details regarding the Haridwar incident are still awaited as authorities continue to assess the situation. Every year, Haridwar sees a massive influx of pilgrims during the month of Shravan, especially at the revered Har Ki Pauri and Mansa Devi Temple.

PM Modi, Maldivian President Muizzu Inaugurate New Defence Ministry Building In Male
