WASHINGTON - The Philippines is hoping to acquire fighter jets like the F-16s being offered by the United States, but will prioritize land-based weapons that are more affordable for its national defense, Philippine Ambassador Jose Manuel Romualdez said Tuesday.
The Philippines is working with the US and Lockheed Martin Corp., the Bethesda, Maryland-based aircraft manufacturer, to determine how it can finance the major F-16 acquisition.
Romualdez, however, said, 'We're really looking at other items that are, in view of our national defense strategy, more important than the F-16s.'
'The F-16 will continue to be part of the overall plan, perhaps, in the future. But as of now, as I said, our priority is more on land-based type of defense capabilities,' Romualdez told selected journalists from Japan and the Philippines on a reporting tour of the US funded by the US State Department.
The Philippines is the oldest treaty ally of the United States in Asia and both have boosted defense ties under former President Joe Biden and the current Trump administration in the face of China's increasing aggressive actions in the disputed West Philippine Sea.
The U.S. has helped in efforts to modernize the Armed Forces of the Philippines for years aside from staging large-scale combat-readiness exercises every year, including the Balikatan military exercises that has increasingly focused on strengthening the Armed Forces of the Philippines' capability to defend the country's territorial interests in the disputed waters.
'As I said the F-16, it's an aspiration that we've had for many, many years. There are other offers from other countries like the Gripen, which is actually made in Sweden. But there's a question of affordability,' Romualdez said.
The US State Department announced Washington's approval of the major F-16s sale following the visit in Manila of Sec. Pete Hegseth, who announced the Trump administration's support to help modernize the AFP's firepower and military capabilities to help deter China's growing aggression in the South China Sea.
Hegseth also reaffirmed the Trump administration's "iron-clad" commitment to its obligations under the 1951 Mutual Defense Treaty, which obliges the allies to help defend one another in case of an external attack.
Washington's assistance is crucial to Manila's efforts to modernize its armed forces, one of Asia's most underfunded, as it seeks to strengthen its maritime capability amid an increasingly aggressive China, which has repeatedly harassed and threatened Philippine vessels and aircraft in the West Philippine Sea.
'That's the reason why we tell our friends here in the United States that our economic prosperity and our economic security are tied into our defense security,' Romualdez said.
'If we have the wherewithal we will be able to bring our country's armed forces into being a real partner to the United States, which I think is what the administration of President Trump would like to see - that countries should be able to defend themselves in partnership with the United States,' he said.
Defense Secretary Gilberto Teodoro is conducting an overall study to determine 'what is really the best in terms of the capabilities that we need,' Romualdez said.
'At the end of the day, of course, depending on our resources, and the capability to be able to finance these purchases in the long-term, that's what's important,' Romualdez said. –NB, GMA Integrated News

LOS ANGELES, California — The United States has imposed sanctions on a Philippine-based company that provides critical computer infrastructure for alleged scams involving virtual currency. In separate advisories dated May 29, the United States' Department of State, Department of the Treasury, and Federal Bureau of Investigation (FBI) flagged the activities of Funnull Technology Inc. Also sanctioned was its administrator, Chinese citizen Liu Lizhi, according to the State and Treasury Departments. "Fraudulent virtual currency investment scams cause serious financial harm to the American people. Today's targets are directly connected to over $200 million in losses reported by U.S. victims, with an average cost of over $150,000 per individual," the US State Department said in its advisory. It added that the US will continue to hold accountable those who use virtual currencies and online services to commit fraud, as well as cybercriminals who exploit the United States' financial system. Meanwhile, the Department of the Treasury's Office of Foreign Assets Control (OFAC) said Funnull's alleged acts of providing infrastructure to numerous websites involved in virtual currency investment scams is commonly referred to as "pig butchering." "Funnull has directly facilitated several of these schemes, resulting in over $200 million in U.S. victim-reported losses," the OFAC advisory read. Majority of virtual currency investment scam websites reported to the FBI, the OFAC said, are linked to Funnul. Citing a 2023 alert by the Treasury's Financial Crimes Enforcement Network (FinCEN), OFAC said pig butchering scams are largely perpetrated by criminal organizations based in Southeast Asia. These groups exploit victims of labor trafficking to reach out to unsuspecting individuals worldwide. Scammers use fictitious identities, the OFAD said, under the pretense of potential romantic or business relationships, and elaborate storylines to deceive victims. They then steal the victims' assets by convincing them to invest in virtual currency through fake websites designed to look like legitimate investment platforms, which falsely show significant returns. Once a victim is unable or unwilling to invest more, the scammer abruptly cuts off communication—taking the entire investment with them. US Deputy Secretary of the Treasury Michael Faulkender said the action taken against Funnull underscores the government's "focus on disrupting criminal enterprises," which enable cyber scams and deprive Americans of their savings. "The United States is strongly committed to ensuring the continued growth of a legitimate, safe, and secure digital asset ecosystem, including the use of virtual currencies and similar technologies," he added. The OFAC online statement provided a link to a cybersecurity advisory by the FBI, which indicates technical details about Funnull's operations. GMA News Online has requested comment from Funnull through the email address and Telegram contact number listed in its company website. GMA News Online has also emailed the official addresses indicated in Funnull's corporate document with the Philippines' Securities and Exchange Commission. Responses to these requests for comment have yet to be received as of posting time. Under US sanctions, all property and interests in property of the designated or blocked persons described above that are located in the United States, or in the possession or control of US persons, are blocked and must be reported to OFAC. Additionally, any entities owned—directly or indirectly—individually or in the aggregate, 50% or more by one or more blocked persons are also blocked. The Commission on Elections (Comelec) Second Division has disqualified reelectionist Porac, Pampanga Mayor Jaime 'Jing' Capil in the recent May midterm elections over an Ombudsman decision, dismissing him from service over alleged ties to illegal Philippine offshore gaming operator (POGO) activities. In an eight-page order, the poll body division granted a petition filed by mayoral bet Michael Legaspi Tapang, which sought to disqualify Capil from Eleksyon 2025. This came following a ruling of the anti-graft court in April, which found the re-electionist mayor guilty of gross neglect of duty and dismissed him from public service. The Comelec ruled that the Ombudsman's decision bars Capil from seeking any elective local position as stipulated under Section 40 (b) of the Local Government Code. It also declared the votes cast in favor of Capil as stray. 'To permit a candidate who is administratively disqualified to run for office would render the constitutional and statutory sanctions imposed by the Ombudsman inutile, effectively frustrating the ends of administrative discipline and making a mockery of the electoral process,' the Comelec decision read. 'The Comelec, as a constitutional commission, is duty-bound to protect the sanctity of elections and ensure that only qualified and eligible individuals are allowed to run for public office. Hence, this Commission must exercise its administrative authority to cancel the COC and disqualify any candidate suffering from the accessory penalty of perpetual disqualification imposed by the Office of the Ombudsman, even if the decision is pending appeal, unless judicially restrained,' it said. 'To do otherwise would be an abdication of its duty to uphold the rule of law and the integrity of the electoral process,' it added. Asked about the ruling, Capil said he would file an appeal. "We will file an MR (motion for reconsideration) to Comelec . The Omb (Ombudsman) case, which is the basis of the Comelec case, is not final so Comelec cannot DQ (disqualify) me on this basis. I am presumed innocent. My votes cannot be considered stray," Capil told GMA News Online. Capil has secured a third consecutive term as mayor in the 2025 May elections despite facing controversy over alleged links to Lucky South 99 — a POGO facility in Porac that drew national attention and triggered a broader government crackdown on illegal operations. He garnered a total of 39,939 votes, successfully fending off challengers former Vice Mayor Atty. Charlie Santos (3,744) and Michael 'Mike' Tapang (23,063). Running alongside the reelectionist mayor was his daughter, Jen Capil, who clinched the vice mayoralty with 39,342 votes as against the 25,926 votes of Vincent Lusung, the running mate of Tapang. Meanwhile, the Comelec Second Division has ordered the Porac Municipal Board of Canvassers to reconvene and make necessary corrections in the certificate of canvass of votes and proclamation; and to proclaim the candidate with the highest number of votes. According to the Comelec, voter turnout in Porac reached 84.97%, with over 80,000 registered voters participating in the electoral exercise. After two years since the killing of Negros Oriental Governor Roel Degamo, former lawmaker Arnolfo 'Arnie' Teves Jr., the alleged mastermind in the case, was deported back to the Philippines from Timor-Leste. The Philippine Air Force plane carrying Teves landed in Davao City for a stopover early Thursday night. Justice Secretary Jesus Crispin Remulla earlier said that Teves will likely be detained at one of the facilities of the National Bureau of Investigation (NBI) amid concerns for his safety. Following this, he said Teves will be brought before the Philippine courts to be arraigned. The former lawmaker is facing murder, frustrated murder, and attempted murder charges over the alleged killing of Degamo and 10 others on March 4, 2023 at the Degamo residence in Pamplona, Negros Oriental. Teves and others have also been charged with the alleged killings of three individuals in Negros Oriental in 2019. He and 12 others have also been designated as terrorists by the Anti-Terrorism Council, citing several alleged killings and harassment in Negros Oriental. He was expelled by the House of Representatives in August last year for disorderly conduct and continued absence. His legal counsel, Ferdinand Topacio, previously maintained his innocence, saying that his camp will avail all legal avenues. 'Nananalig po kami na wala siyang kasalanan and that kami po ngayon ay maaari na mag participate sa hukuman with the other co-counsels in order to take an active role in the proceedings,' Topacio previously said.—LDF, GMA Integrated News
