Cleveland schools spent nearly $1M on travel before tax hike: I-Team

CLEVELAND (WJW) – A FOX 8 I-Team investigation uncovered Cleveland Metropolitan School District spent nearly a million dollars in a year traveling, sending teachers, administrators and secretaries around the country on your dime.
The spending was made just months before district taxpayers were asked to approve a levy that resulted in higher taxes.

We found last year the district sent well over a hundred people to one conference in Florida.
The school CEO, Dr. Warren G. Morgan II, has gone on trip after trip and we asked to talk to him to find out what he gained at those conferences that helped school students. Morgan, however, declined to meet with us. We even went to a school board meeting hoping to talk to him but were told he was going to be late and would not be available.
Records the I-Team obtained after filing a public records request show the district even sent secretaries around the country.

Cleveland taxpayer Patricia Crutchfield is frustrated by the amount school district officials paid on travel. She explains that she is swamped with bills, on a fixed income, and now must pay more for school taxes.
'That's unacceptable,' Crutchfield said. 'Travel should be the first thing cut when you're looking at cutting your budget.'
We asked district officials about the spending.
'The district just said to taxpayers, 'We have no money,' why is the district spending so much money to send people around the country,' asked I-Team Reporter Ed Gallek.
We specifically asked about sending 118 people to Florida for the Model Schools Conference.
'So, I think of that 118, about 16 were principals and assistant principals,' said Lisa Farmer-Cole, Chief External Affairs Officer. 'And about 100 teachers went. So that is a conference that is chock full of best practices. School districts from all over the country go to the Model Schools Conference because this is about model schools.'

The I-Team reviewed records from out-of-state trips for the school system for a one-year period. We added up expenses, such as airfare and hotels. A total cost of more than $855,000.

A lot of travel appeared to be for conferences. Kevin Stockdale, the district's chief financial officer, suggested grant money can help pay but he could not tell us how much. When we pressed him, he said he couldn't tell us, 'sitting here talking to you right now.'
The district set up the interview a week in advance and Stockdale and Farmer-Cole knew we would be asking about the travel expenses.
One person who traveled was a substitute secretary.

'In Cleveland for a while now, we've said that all staff are educators,' said Stockdale. 'Anyone that is working in the school or central office plays a vital role in making sure students get the most that they can.'
Our findings even alarmed the head of the teacher's union. School officials told us many Cleveland teachers have traveled, but the union president argues most have not. She added that many schools do not have supplies or sports uniforms.
Farmer-Cole stressed that 'our families and kids' are our primary focus. She said the district has put new spending controls in place . She also added that there were controls in place last year as well.

A former National Security Agency intelligence analyst has suggested China may be placing devices in 'strategic places' after mysterious communication devices were recently discovered in Chinese-produced solar power inverters used in U.S. electric grids. Two sources recently told Reuters that U.S. experts who check for potential security issues with equipment used for power grids have discovered that rogue communication devices not included in the official documents for the products have been discovered in Chinese solar power inverters. One of the anonymous sources told Reuters that cellular radios and other undocumented communication devices have also been discovered in certain batteries from various suppliers in China over the past nine months. According to Reuters, the two sources explained that the rogue components discovered in the Chinese solar power inverters allow undocumented communication channels that could potentially be used to remotely bypass firewalls and cause significant harm. Rocky Cole, a former National Security Agency intelligence analyst, told Fox News that it was 'very conceivable that China was using the solar power inverters to secure access to America's infrastructure. READ MORE: China labels US, Japanese destroyers as 'enemy vessels' Cole told Fox News, 'It very much fits into the model of China implanting hardware in American critical infrastructure for the purpose of planning cyberattacks against the United States in the event of, say, a conflict with Taiwan or something along those lines.' While the sources did not tell Reuters which Chinese companies were responsible for the production of the solar power inverters or batteries discovered with communication devices, Fox News reported that Chinese companies are required by law to provide assistance to China's intelligence agencies when needed. 'There are communications devices in these really strategic places that you can imagine could theoretically be used to disrupt U.S. commerce in the event of some sort of conflict,' Cole stated. 'It's difficult not to view Chinese-made hardware in the realm of critical infrastructure as a national security threat in my mind.' In response to the allegations regarding the Chinese-produced equipment, Liu Pengyu, a Chinese Embassy spokesperson, told Fox News, 'The goal of China's pursuit of development is to enable its people to live a better life. We oppose the presumption of guilt under unclear facts, the generalization of the concept of national security, and the distortion and smear of China's achievements in the field of energy infrastructure.'

Ted Thatcher, president of Bright Lake Wealth Management, explained in a recent program on Schwab Network why he is bullish on Alphabet Inc (NASDAQ:GOOG) and mentioned some of the key growth catalysts for the stock: "At least from a price to earnings ratio, you know, Google's trading around 18 times earnings. If you look at that compared to the other mega caps, it's like at a huge discount. And I understand we've had these concerns about whether Gemini versus Chat GPT usage is competitive or not. But we have to remember, you know, look at Google's revenue. Look at what happened out of their earnings calls. Even their blue link search revenue was up 10%. And then you look at Google more broadly, they have 270 million users, paid subscribers, between their YouTube platform and their Google One platforms. And so when you look at that level of user control that Google has and then you pair that with everything that they just announced at I/O with all these essentially AI apps, some of them authentic, some of them are AI mode with Google Search, you know, I think Google is going to be able to absolutely cram down Gemini through those users' throats, essentially, and absolutely compete with the Chat GPT user growth." Alphabet posted strong quarterly results, but the market remains reluctant about the stock amid threats to its search business due to the onslaught of AI tools like ChatGPT. However, Alphabet Inc. (NASDAQ:GOOG) bulls believe these concerns are overstated. Google has an edge over competitors because it's easier for the billions of users of its search engine to switch to Gemini instead of opting for a completely new model. Google has over 1.5 billion monthly users interacting with its AI-powered Search overviews. OpenAI, Alphabet's biggest competitor now when it comes to AI search, has less than 5% of its users paying, and its business model is still developing. Google's first-quarter results showed continued strength in its cloud unit, with revenue up 28% year over year and solid operating income growth. This supports Google's broader AI strategy and underscores the scale advantages of its cloud business. RiverPark Large Growth Fund stated the following regarding Alphabet Inc. (NASDAQ:GOOG) in its Q1 2025 investor letter: 'Alphabet Inc. (NASDAQ:GOOG) shares declined in the first quarter despite solid business fundamentals. Investors reacted negatively to the company's AI product rollout relative to peers, expressing concern about potential market share loss in core search and cloud segments. Nevertheless, Alphabet continues to deliver strong cash flow from its dominant search and YouTube platforms while investing aggressively in its next-generation AI and cloud infrastructure.
