Egypt urges equitable funding in global plastics treaty talks - Foreign Affairs

Egypt's environment minister, Yasmine Fouad, has called for greater fairness in financing a proposed global treaty to curb plastic pollution, warning that the burden must not fall disproportionately on developing countries.
Fouad raised the issue during a meeting with the European commissioner for the environment, Jessika Roswall, on the sidelines of the third United Nations (UN) Ocean Conference (UNOC3) in Nice. The discussions come ahead of significant treaty negotiations scheduled for 5-14 August 2025 at Geneva's Palais des Nations.
Egypt is concerned that 'financial resources would become a burden on developing countries or be placed on the private sector, it must stem from a shared responsibility,' Fouad said, according to Egypt's environment ministry.
The treaty, which aims to establish a legally binding agreement on plastic pollution, including marine waste, has emerged as a key focus for international environmental cooperation.
Fouad said progress would depend on consensus over contentious provisions, including financing and implementation.
She proposed Articles 3, 6, and 11 as particularly important and called for changes to ensure that developing countries are not sidelined in access to funding or technology.
Fouad also advocated creating an independent funding mechanism to support the treaty's goals rather than relying on existing bodies such as the Global Environment Facility (GEF).
She said this would ease pressure on limited multilateral funds and mirror Egypt and the European Union's (EU) shared approach to financing the new global biodiversity framework.
She also stressed the importance of technology transfer as part of the treaty, particularly for countries transitioning away from single-use plastic, which struggle to transition effectively due to the lack of viable alternatives.
Egypt has introduced several domestic measures to address plastic waste, including its first waste management law in 2020, which contains specific provisions to regulate single-use plastics.
National awareness campaigns, including the recent Qallelha (Reduce) initiative, have also been launched to curb plastic consumption.
According to UN data, less than 10 percent of the seven billion tonnes of plastic waste produced to date has been recycled globally.
Much of the remainder ends up in landfills or in the environment, damaging ecosystems and public health. The estimated annual economic costs are between $300 billion and $600 billion.
Egypt's plastic consumption was estimated at around five million tonnes in 2022–23.
According to a report from the cabinet's Information and Decision Support Center (IDSC), the sector remains one of the country's largest employers, supporting more than 550,000 jobs across the value chain.

By Ahmad El-Assasy On 15 June, the European Union and the Government of Egypt will launch the EU-Egypt Investment Guarantee for Development Mechanism. This platform will attract investments to high impact projects in areas such as clean energy, water and wastewater management and sustainable agriculture. It will also support digital transformation, and the development of small and medium-sized enterprises (SMEs). The platform aims to mobilise up to €5 billion in investments by 2027. This includes €1.8 billion announced as part of the EU-Egypt Strategic and Comprehensive Partnership. To achieve this, the platform will leverage EU resources from the European Fund for Sustainable Development Plus (EFSD+). It will also draw resources from European and International Financial Institutions (IFIs) that implement EU guarantees in close coordination with Member States and the private sector. Environment Minister chairs closing session on Mediterranean Sea protection at UN Ocean Conference

Egypt's Minister of Environment, Yasmine Fouad, chaired the closing session marking the 50th anniversary of the Mediterranean Action Plan and the 30th anniversary of the Barcelona Convention. The high-level event was held on the sidelines of the 3rd United Nations Ocean Conference (UNOC3), co-hosted by France and Costa Rica in the city of Nice. The session convened 11 environment ministers and 3 deputy ministers from across the Mediterranean region, alongside Tatjana Hema, Coordinator of the UN Environment Programme's Mediterranean Action Plan (UNEP/MAP). The event featured two thematic sessions. The first showcased member state success stories in areas such as marine protected areas, pollution prevention, regional cooperation, monitoring and evaluation, and integrated coastal zone management. The second addressed strategies to combat single-use plastics, promote sustainable financing, and enhance synergies for plastic pollution control. Minister Fouad described the event as a timely opportunity to reflect on five decades of shared environmental action. 'This gathering embodies the spirit of Mediterranean solidarity and ambition. It is not just about preserving the environment, but safeguarding our culture, identity, and shared humanity,' she remarked. She commended the French Minister of Environment for an 'inspiring address' highlighting 15 years of fruitful partnership, expressing hope that this cooperation would continue to the 60th anniversary milestone. Fouad also stressed the urgency of intensifying efforts to achieve a pollution-free Mediterranean, particularly amid rising plastic pollution threats. With the next session of the Intergovernmental Negotiating Committee (INC 5.2) on a global plastics treaty set for August, the Minister underscored the importance of concluding a legally binding agreement that could 'mark the beginning of the end for plastic pollution.' In her remarks, Fouad highlighted the importance of sustainable financing and international collaboration. 'The Mediterranean region offers a valuable model of governance, with 22 countries working together on issues ranging from pandemic response to biodiversity and sea level rise,' she noted. She also praised the successful case studies shared during the session, applauding initiatives focused on biodiversity-climate linkages, coastal zone management, and community engagement in marine protection. 'These were not just presentations—they were passionate, hopeful stories that energised everyone in the room,' she added. On the sidelines of the conference, Minister Fouad held a bilateral meeting with Jessica Roswall, European Commissioner for Environment, Water Resilience, and Competitive Circular Economy. Discussions focused on ongoing negotiations for a global plastics treaty and aligning positions ahead of the INC 5.2 meeting. Fouad reaffirmed Egypt's support for establishing an independent financial mechanism to fund the treaty's objectives, thereby reducing pressure on the Global Environment Facility (GEF). She also referred to existing cooperation between Egypt and the EU on biodiversity finance within the post-2020 global biodiversity framework. 'A new plastics treaty requires ambitious targets and a dedicated funding stream—both public and private,' she stated. 'We must ensure financial responsibilities are shared fairly and do not disproportionately burden developing countries or shift the cost unfairly onto the private sector.' The Minister further underscored the importance of technology transfer, especially for phasing out single-use plastics. 'Reducing plastic bag use hinges on access to viable alternatives—and that depends on technology. Funding must also support access to innovation,' she stressed. In closing, Fouad affirmed that financing, technology transfer, equitable access, and shared responsibility between developed and developing countries are all essential pillars for achieving a robust and effective global treaty to end plastic pollution. By Ahmad El-Assasy Prime Minister Muhammad Shehbaz Sharif held a telephone conversation with Dr. Masoud Pezeshkian, President of the Islamic Republic of Iran, this evening. The Prime Minster said Pakistan stood resolutely in solidarity with the brotherly people and the Government of Iran in face of Israel's unprovoked and unjustified aggression. He strongly condemned Israeli attacks against Iran, that violated its sovereignty and territorial integrity, and were in complete defiance of the UN Charter and international law. Iran had the right to self-defence, as provided under Article 51 of the UN Charter, he added. While expressing heartfelt condolences to President Pezeshkian over the loss of precious lives in the attacks, the Prime Minister recalled Pakistan's support to Iran at the UN Security Council's emergency meeting, held yesterday. The Prime Minster denounced Israel's blatant provocations and adventurism as a grave threat to regional and global peace and stability. He also strongly condemned Israel's unabated genocidal campaign against the valiant Palestinians, carried out with complete impunity. He urged the international community and the United Nations to take urgent and credible steps to put an end to Israel's aggressive behavior and its illegal actions. He stated that Pakistan was fully committed to promoting peace in the region and stood ready to play its role in this context. President Pezeshkian thanked the Prime Minister for Pakistan's support and solidarity with Iran at this difficult time, particularly at the UN Security Council. He said this gesture was reflective of the close and brotherly relations between the two countries. He apprised the Prime Minister about Iran's perspective on the crisis with Israel and urged the international community, particularly the Islamic countries, to work together closely to counter these threats.
