
Scranton Housing Authority seeks outside review of operations, finances
The new board overseeing the Scranton Housing Authority will hire a consultant to review the agency's operations and finances.
The board voted 4-0 — with Chairwoman Sarah Cruz, Megan Alpert, Julie Schumacher Cohen and Michael Hanley all in favor — at its regular monthly meeting Monday to issue a formal request for proposals, called an RFP, for a consultant to review the organizational structure and operation of the Scranton Housing Authority, according to a video of the meeting by Electric City Television posted on YouTube.
A consultant would 'look at the operations and finances of the housing authority holistically, to see what else needs to be done going forward with this organization to continue to move it to a place of greater solvency and transparency,' Cruz said.
It's the latest issue raised by the board that now has a majority of new members recently appointed by Scranton Mayor Paige Gebhardt Cognetti.

The new board in December and January dealt with proposing and enacting a rent increase at the financially struggling Park Gardens apartment complex, which is unique within the SHA. At a special meeting Jan. 13 when the board adopted the rent increase, members described Park Gardens as having long been mismanaged, with no policies, procedures or income-verification on who gets to live there. Admissions were based on favoritism. 'Throughout the years, it is I think well known in the city that individuals are given preference (for residency at Park Gardens) based on who they know,' Cruz had said at the Jan. 13 special meeting.

At its meeting Monday, authority Executive Director Karl Lynott said the SHA is creating a new application process for apartment rentals at Park Gardens. The board also reiterated that the authority had received last month an unsolicited offer from a realty firm to buy Park Gardens, but the apartment complex is not for sale and the offer was rejected.

The Scranton Housing Authority operates 11 rental facilities or complexes, as well as scattered apartments, throughout the city. Park Gardens is the only SHA complex without a low-income threshold for residency. The other 10 and the scattered apartments operate under federal Housing and Urban Development rules and regulations.
As for the board now looking to hire an outside consultant to review SHA operations and finances, Schumacher Cohen said such an evaluation is necessary.
'I think we received a lot of feedback' at the Jan. 13 special meeting, Cohen said. 'There's interest in transparency and also looking at best practices, just getting ideas from other communities.'
Hanley added, 'Hopefully as we move forward there will be more confidence from the public on what is actually happening here with the Scranton Housing Authority as we become more and more transparent.'

YouTube released a report on Tuesday that shows just how influential the creator economy has become. YouTube says that its creative ecosystem contributed over $55 billion to the U.S. GDP and supported more than 490,000 full-time jobs, according to research by Oxford Economics. When YouTube talks about its creative ecosystem, it's not just talking about creators. This includes anyone who works with YouTube creators (video editors, assistants, publicists), as well as people who work for creator-oriented companies (Patreon, Spotter, Linktree, etc.). But these figures continue to grow, even in a time when venture capitalists are no longer pouring money into the industry like they were about four years ago. In 2022, YouTube and Oxford Economics reported that its creative ecosystem created about 390,000 jobs and contributed over $35 billion to the U.S. GDP, meaning that these 2024 figures jumped by 100,000 jobs and $20 billion. These numbers are so large because YouTube provides the most consistent and lucrative opportunities for creators. Those who qualify for YouTube's Partner Program can earn 55% of revenue earned from ads; even for mid-range creators (not the MrBeasts of the world), that can amount to several thousand dollars a month. While TikTok and YouTube Shorts have tried to monetize their platforms, the industry hasn't figured out a way to reliably distribute ad revenue among short-form creators. As both a fast-growing and often misunderstood sector, creators have been advocating for American institutions, from banks to the government, to better serve their industry. Some creators struggle to qualify for business credit cards or get certain business loans, regardless of their demonstrable financial solvency. These issues have become common enough to draw attention. Report Shows YouTube Contributed $55B to the US Economy in 2024

YouTube contributed $55 billion to America's GDP in 2024, while supporting the equivalent of 490,000 full-time jobs in the U.S. That's according to the latest Oxford Economics Impact Report, which looks at how YouTube is helping to feed into the U.S. economy through its Partner Program, which enables creators to earn revenue from their content in the app. As per the report: 'In 2007, YouTube had a radical idea that shouldn't have been so radical - what if creators earned a real share of the value they create? By sharing more than half of advertising and subscription revenue directly with creators, YouTube broke down traditional barriers to entry. Today, YouTube provides a vibrant platform for millions of businesses and content creators to connect with Americans and the world. These creative entrepreneurs are building businesses, hiring employees and contributing to their communities while making videos for the billions of people who turn to YouTube every month for entertaining, educational, and cultural content.' The bottom line here is that YouTube is now a major contributor to growth, offering significant opportunity for creators of all kinds to monetize their passions. Though it does take work. The thing that I dislike about creator economy reports like this is that they suggest that anyone can just start a YouTube channel and start raking in the money, but like any creative endeavor, it takes time and commitment to create great content, and build an audience, which you can then monetize in the app. Indeed, according to reports, only around 4.3% of YouTube creators make more than $100k per year, while 48% of creators earn $15,000 or less p/a. This is he one element that's probably missing from this overview, that while Oxford Economics has provided estimated data on economic output and full-time equivalent employment stemming from YouTube more broadly, what it hasn't noted is how many creators are actually making money in the app, and what these overarching data points mean in real terms. For example, last year, YouTube reported that 3 million creators have signed up to its partnership program, so essentially, only 0.12% of YouTube users are actually monetizing their content at all. YouTube paid out $70 billion to these creators in the three years leading up to January 2024, which, at those numbers, equates to an average payout of around just under $8k per creator. And that's including big stars like MrBeast, who reportedly earned around $85 million from YouTube last year. So, on balance, the earnings potential here is likely more limited than the topline data may suggest, with most creators left with only a minor share of the billions being promoted as the key focus. That's not to denigrate the opportunities that YouTube provides, but those topline figures and case studies can skew the reality, which can lead to disappointment for many.
