
The current trajectory of the just energy transition risks deepening inequalities
Youth involvement; energy access; education and empowerment; beneficiation and ownership for marginalised people are the biggest concerns facing the just energy transition in South Africa.
As things stand, people might not be adequately educated about the concept of the just transition to a low-carbon economy, let alone know how they could benefit from such an economy. A study by the UN Development Programme Accelerator Lab in a coal mining community close to Eskom's Lethabo Power Station and Seriti New Vaal coal mine in the Free State showed that only 36% had even heard of the transition.
While 48% of the respondents expressed grave concern about climate change and how it affects their homes and livelihoods, the study showed that 70% of them have suffered from coal-related illnesses. Past coal extractive initiatives might have massively contributed to compromised health of the people living in those communities by exposing them to air pollution from carbon dioxide.
It is the responsibility of the government to educate and capacitate people on how the just transition would help to reduce climate change and help them to participate economically in the transition.
The government's promotion of gas as a transition fuel raises serious concerns because the increased use of gas, especially in electricity generation, would result in more emissions of methane and other greenhouse gases. This could cause greater harm than the emission of carbon dioxide.
Up to now, South Africa's energy transition appears to have been characterised by top-down decision-making, while grassroots communities are forced to deal with weak energy infrastructure and high energy tariffs. In a country with 17.8 million households, according to the 2023 State of the Nation address, 16 million (89.9%) of those are connected to the grid but 3.2 million (20%) of the connected households experience an unreliable service.
The government-led just energy transition implementation strategy — up to now — has failed to adequately consult people to establish their needs. Instead, grassroots community concerns have been overlooked. Their voices are often excluded from decisions which directly affect them.
The just energy transition requires good governance, beginning with proper consultation with mineral-rich communities to establish consent and inclusion and adopting non-harmful beneficiation strategies which can bring economic development to local communities. The strategy should include a retraining programme for extraction, energy generation, storage, transmission and distribution workers to mitigate against job losses.
Renewable energy generation — which can be a safer and cheaper alternative to fossil fuel energy generation — could create jobs and include local entrepreneurs. But the Just Energy Transition Funding Platform, which was initiated by the International Partners Group in 2021, now led by the Presidential Climate Commission, is yet to address the funding needs of young entrepreneurs and their economic inclusion and participation in the transition.
The International Renewable Energy Agency states that the success of climate-friendly technologies is reliant on a global transformation of the fossil fuel industry, meaning that South Africa, as the largest carbon-emitting country in Africa, has a part to play.
The current trajectory of the energy transition risks replicating many of the injustices found in the fossil fuel industry if it is not done properly. The introduction of new energy technologies risks mineral-rich communities being displaced if the industry is not rooted in good governance.
South Africa is rich in critical minerals, such as platinum group metals, manganese, vanadium, nickel and rare earth elements, which are components for renewable energy production.
Investing in infrastructure to process these raw materials would be beneficial for South Africa. It has the potential to create desperately needed jobs and propel technology transfer and skills development. This contrasts with the current practice of exporting materials at a low cost for processing and importing materials back at a much higher cost.
The government must also prioritise youth involvement in the energy transition through skills transfer and financing for renewable energy projects. A bottom-up approach would ensure inclusive involvement.
In May 2023, after legal action by NGO The Green Connection, President Cyril Ramaphosa gazetted bringing section 6 of the National Energy Act into operation, which calls for the preparation of the Integrated Energy Plan from April of 2024. A draft plan was expected in March 2025, but has been postponed to September 2026, which will be more than three years from the time of the initial announcement.
If a draft energy plan is only due in September 2026, and it is to be followed by public consultation — which is not a once-off event — the country might not be operating from a well-thought out, financially strategic energy perspective for at least another two years.
The Integrated Energy Plan remains a critical legal framework to guide energy investments for the country and it is imperative that the government treats its development as a matter of urgency.

Image: File The Minister of Electricity, Dr Kgosientsho Ramokgopa, has conceded that the price of electricity is not sustainable and has ordered a review of the electricity tariffs. This comes as scores of electricity payers protested over soaring prices in Tembisa and elsewhere, while City Power has extended the registration of poor households for exemption. Ahead of the ANC NEC meeting at various venues in Gauteng, Ramokgopa revealed that South Africa is on the brink of 'energy poverty' as the current cost of electricity is unsustainable, adding that South Africans can expect big changes to prices in the coming months. "Electricity is unaffordable. We cannot continue along this tariff path. We are getting into a situation here in the country with new dimensions of energy poverty. There are households there, as I speak to you, that will not be able to afford the cost of households are being forced to make choices between a loaf of bread and buying prepaid electricity units," he stated. Energy expert, Professor Vally Padayachee, reflecting on the soaring prices of electricity, indicated that the rising cost of electricity is concerning as it impacts not only household budgets but also the overall economy. "Increases of over approximately 600% in recent years are unsustainable and disproportionate to many citizens' income levels. Electricity, a public good, should arguably be like water, a fundamental right, accessible and affordable for all South Africans. "For the average South African household, rising electricity costs have become a serious financial concern. Many families find themselves allocating a growing portion of their income to energy bills, which can lead to difficult choices between essential services such as food, education, and healthcare. This financial strain can cause stress and adversely affect family life," he stated. To curb the effects of energy poverty, Vally stated: "The rising costs of electricity calls for urgent structural reforms to the energy pricing model in South Africa. Policymakers must explore ways to stabilise prices for households and reduce the burden on vulnerable populations. There must be a concerted effort towards transitioning to a sustainable energy future that emphasises renewable energy sources. "By investing in sustainable energy technologies, the government can work towards reducing reliance on expensive fossil fuels, ultimately lowering electricity costs over the long term." Taking to X, former Eskom COO, Matshela Koko, lamented the rising costs of electricity in spite of a promise that IPPs (independent power producers) would help reduce energy prices. "Eskom's electricity sales have plummeted from 220 TWh to 180 TWh over the past decade, yet electricity costs have skyrocketed by 600%. Here's the truth: wind, solar, and battery storage won't lower the electricity prices you see on your electricity bills. It is irrespective of the near-zero marginal cost of production of wind and solar projects." Meanwhile, City Power has confirmed that it has successfully registered 10,000 qualifying customers for the Free Basic Electricity (FBE). The power utility has also extended the registration period to 31 December 2025, to allow more qualifying residents of the City of Johannesburg to benefit from the programme. "This extension is in response to a growing demand and the need to ensure that no eligible resident is left behind as we target to register a total of 130,000 people for free monthly basic electricity. Importantly, the programme has now been expanded to also accommodate households in informal settlements and areas that fall under Eskom's electricity supply network," said City Power spokesperson, Isaac Mangena. City Power's statement comes after the residents of Tembisa forced Executive Mayor of the City of Ekurhuleni, Nkosindiphile Xhakaza, to reconsider the R126 electricity fixed surcharge against Ekurhuleni residents who took to the streets two weeks ago over skyrocketing electricity prices. Mangena indicated that this will ensure that more of Johannesburg's most vulnerable communities can benefit from this critical initiative. The FBE programme offers 50kWh of free electricity monthly to qualifying indigent households and exempts registered beneficiaries from the R200 monthly fixed charge, which consists of a R70 service fee and R130 network capacity charge.

Mashatile to visit Mangaung municipality for cleanup campaign
Deputy President Paul Mashatile will visit the Mangaung municipality in the Free State for a cleanup campaign next Tuesday. The presidency said this was part of the government's ' clean cities and towns campaign' aimed at ensuring that communities across the country live in clean and healthy environments. The campaign, which was first launched in Soweto in the south of Johannesburg in June, also aims to get communities involved in cleaning up their towns. 'The campaign aligns with government's broader service delivery objectives under the District Development Model (DDM) and builds on the Free State province's 'Bontle ke Botho', which promotes community pride and shared responsibility for public spaces,' the presidency said in a statement. The Mangaung cleanup initiative is under the theme: 'Bontle Ke Botho: A Free State that works for all, building clean and sustainable communities'. Mashatile's office said the initiatives were part of the government's efforts to 'revitalise urban areas, enhance service delivery, and combat environmental degradation'. With climate change a reality that requires urgent intervention, the presidency said, these campaigns were also part of the government's commitment to help curb the deterioration of the planet and take climate action to preserve the environment. 'The visit by the deputy president will mobilise communities and stakeholders to participate in cleaning and greening initiatives, showcase accelerated service delivery interventions, including waste management, infrastructure repairs, tree planting as well as reinforce partnerships between the government, private sector and residents to ensure sustainable urban development.'
