House probe into delayed aid to ex-MILF fighters, decommissioning sought
Neophyte and Kamanggagawa Party-list Representative Eli San Fernando made the call under his House resolution saying that the conflicting statements of the government and the MILF on the normalization component of the Comprehensive Agreement on the Bangsaomoro (CAB) inked between two parties in 2014 should be urgently addressed.
San Fernando cited that while MILF decommissioned a total of 26,145 combatants and turned over 4,625 of its weapons to the government since 2015, the MILF decided to suspend the decommissioning of its remaining 14,000 combatants and turnover of 2,450 weapons last July 19.
This is due to the government's alleged failure to provide socio-economic assistance for the ex-MILF combatants to start a new life as provided in the 2014 peace deal.
READ: MILF defers decommissioning last 14,000 combatants; PH gov't dismayed
'The abovementioned [MILF] resolution [suspending the decommissioning] asserts that while the MILF has diligently decommissioned a total of 26,145 of its combatants, not a single one of them successfully undergone transition to productive civilian life, as promised in the Annex of Normalization," the resolution read.
"[But] contrary to the content of MILF's resolution, Presidential Assistant for Bangsamoro Transition David Diciano detailed in an official statement dated July 31, 2025, that major socio-economic interventions have been implemented since 2015 despite the fact that the government and the MILF peace panels approved the Socioeconomic Package Framework for the MILF decommissioned combatants in February 2024,' it added.
'In the spirit of goodwill and good faith, the disparity in the pronouncements of the MILF and the government must be given due attention and constructively addressed in order to ensure the parallel and commensurate implementation of all elements of the Normalization Track and to substantially respond to the needs of decommissioned combatants,' the Resolution added.
In addition, San Fernando said reported discrepancies in the leadership of the Bangsamoro Transitional Authority (BTA) must also be investigated by Congress.
'Now therefore, be it resolved by the House of Representatives, that the appropriate House Committees should immediately conduct an inquiry, in aid of legislation, on the ongoing normalization process component of the CAB between the MILF and the government and on the discrepancies regarding the BTA to identify gaps that impede the progress of the peace process and determine effectual mechanisms towards sustainable peace and reconciliation,' the Resolution read.
'This investigation will harmonize the implementation of the terms both parties agreed upon in the Annex of Normalization, as well as other relevant components of the CAB, promoting remedies thereof, for the CAB to move forward,' the Resolution added.
The Annex of Normalization is integral to the CAB between the Philippine government and the MILF. It outlines the processes for ensuring human security and allowing communities in Bangsamoro to achieve their desired quality of life.
For its part, the Office of the Presidential Adviser on Peace, Reconciliation, and Unity's (OPAPRU) Office for Bangsamoro Transformation expressed dismay over MILF's decision to suspend the decommissioning of its combatants, adding that socioeconomic interventions were put in place.
"While the CAB was signed in 2014, the GPH and MILF Peace Implementing Panels only approved the Socioeconomic Package Framework for the MILF decommissioned combatants in February 2024. Despite this, major socioeconomic interventions have been implemented since 2015," said Presidential Assistant David Diciano in a statement.
"Aligned with the provision of the Annex on Normalization, socioeconomic interventions are based on the 'needs assessment' process under the DSWD. This means that the services provided are tailored to the specific needs of each of the decommissioned combatants," he added, referring to the Department of Social Welfare and Development.
OPAPRU also said that the MILF Central Committee decided to repeatedly delay and eventually defer the final phase of the decommissioning process since 2022.
President Ferdinand "Bongbong" Marcos Jr.'s administration vowed in 2023 that it would fast-track the Normalization Program for former MILF combatants, their families, and communities.
The following year, Marcos reaffirmed his commitment to normalize communities in the Bangsamoro region through the amnesty application of former rebels. —KG, GMA Integrated News

Solons on VP Sara saying she wants to prove proper fund use: Just do it
If Vice President Sara Duterte really wants to show evidence that her office did not misuse public funds, nothing is stopping her from doing so, two lawmakers said. House Deputy Minority Leader Antonio Tinio of ACT Teachers and House Assistant Minority Leader Renee Co of Kabataan party-list made the response in light of the Vice President's statement that she she would have wanted to present evidence to refute the allegations in the impeachment complaint filed against her. 'Pagkatapos lumabas yung decision ng Supreme Court, tapos nag-decision ng Senado na i-archive, biglang sabi niya, gustong gusto na raw niyang mailabas yung ebidensya ng prosecution at ebidensya ng defense. Sa totoo lang, wala namang pumipigil kay Vice President na ilabas na yung kanyang depensa. Whether sa press niyang ilabas ' most definitely, dito sa Kongreso, lalo pa at parating na ang budget hearings," they said. (After the SC decision and the Senate archiving the complaint, she suddenly wants to present evidence defending herself. Nobody is stopping her from doing so, whether in a press conference or during budget deliberations.) 'Tamang-tama ang venue. Makatitiyak siya na muli nating itatanong, dahil hindi pa rin nasasagot, ano ba talaga ang nangyari at paano ginastos 'yung P 612.5 million total na confidential funds. So to the Vice President, eager na eager na po tayo na marinig yung sagot nyo at ipakita nyo ang inyong ebidensya,' Tinio added. (Congress as a venue to show evidence could not be more fitting. Because she can count on us to ask her again, how did she use the P612.5 million in confidential funds? We are so eager to hear the evidence from the Vice President.) Tinio said that without presenting evidence, the Vice President's words do not carry any weight. 'She is just posturing. What is stopping her to show her evidence. Ang mamamayang Pilipino, ilang taon nang naghihintay sa sagot. Simpleng tanong lang naman, ano ba ang ginawa niya sa P612.5 million na confidential funds? Kung may ebidensya siya, ilabas niya na,' he said. (The Filipino people have been waiting for an answer. The question is simple: how did she spend the P612.5 million worth of confidential funds? If she has evidence, she better show it.) Kabataan's Co, for her part, said the Vice President's presence during the budget hearings will only count if she will address the allegations of misuse of public funds. 'The same things have been asked of her in the past two year. But instead of providing clear answers, she evades the question, if not skip the budget hearings,' she said. 'If she really wants to show evidence, then she should be present during budget hearings. To the Vice President: Be present. Kung naging DepEd Secretary siya, alam niya 'yung importance ng pagiging present at school, present ng teachers and students,' Co added. (As a former Education Secretary, she should know the importance of being present.) — BM, GMA Integrated News

Sara Duterte sees cuts in proposed P903-million OVP budget
"Hindi naman nagbago ang administration eh. 'Yan pa rin ang Pangulo natin, 'yan pa rin ang Speaker of the House of Representatives natin. So wala na tayong ma-expect na ibibigay para sa Office of the Vice President,' Duterte said in an ambush interview. Vice President Sara Duterte said that she expected the proposed P903 million budget of the Office of the Vice President for 2026 to be reduced when the General Appropriations Act is passed. "Hindi naman nagbago ang administration eh. 'Yan pa rin ang Pangulo natin, 'yan pa rin ang Speaker of the House of Representatives natin. So wala na tayong ma-expect na ibibigay para sa Office of the Vice President,' Duterte said in an ambush interview. (The administration has not changed. He is still our President, and he is still the Speaker of the House of Representatives. So we don't expect anything to be given to the Office of the Vice President.) 'So kung ano 'yung in-approve ng Department of Budget and Management, 'yun din 'yung submit namin, 'yan din 'yung nilagay sa NEP (National Expenditure Program). And of course ang expectation natin is bababaan 'yan pagdating sa House of Representatives,' she added. (Whatever the Department of Budget and Management approved, it's what we submitted and placed in the NEP. We expect that it will be reduced when it goes through the House of Representatives.) GMA News Online sought a comment from Nueva Ecija Rep. Mikaela Suansing, who is the chairperson of the House Committee on Appropriations, and will update this story once she responds. To recall, the House last year decided to reduce the budget of the OVP from the originally proposed P2 billion to P733 million amid Duterte's refusal to answer lawmakers' questions on OVP budget use, including confidential funds. The Senate retained the House-introduced budget cut despite calls from Duterte's allies to restore some of the OVP's proposed funding for social services. For 2026, OVP spokesperson Ruth Castelo stated that the proposed budget of the OVP has increased by P170 million from the current fiscal year, from P733 million to P903 million. Castelo also confirmed that the OVP would not request confidential funds for next year. Duterte was also asked regarding the supposed 'habitual absence." 'Habitual absence saan? hindi ko alam yung pinagssabi nila na habitual absence (I don't know what they're talking about),' Duterte said. 'As I said, ito na naman yung style ng mga tao na anti-Duterte na nagbibigay lang ng akusasyon kung saan saan at walang naman basehan, walang ebidensya at hindi nila nalang sinasubmit o tinataas sa tamanag forum o sa tamang venue yung kanilang mga akusasyon,' she added. (As I said, it's the style of those who are anti-Duterte. They just throw around accusations without any basis or evidence. They should just submit or raise it in the proper forum or venue.) The Vice President made the remark after House Deputy Minority Leader Antonio Tinio of ACT Teachers and House Assistant Minority Leader Renee Co of Kabataan party-list earlier said Duterte should show evidence that her office did not engage in misuse of public funds by showing up in person and answering during the upcoming budget deliberations in Congress. Reacting to Tinio's statement about her constant travels, Duterte challenged the House of Representatives to release their travel plans. 'Ilabas din siguro nila yung travels ng mga members of the House of Representatives bago sila magtuturo ng mga tao na constant travel. And sa totoo lang, hindi naman ako nag-travel dahil gusto ko mag-travel,' Duterte said. (They should release the travel of the members of the House of Representatives before pointing out others. In truth, I travel not because I want to.) 'Lumalabas ako ng bansa dahil frustrated na ang Filipino communities abroad sa nangyayari dito sa ating bayan. At pangalawa, bumibisita ako sa tatay ko na nakakulong,' she added. (I go outside the country because Filipino communities abroad are frustrated with what's happening in our country. Second, I'm visiting my detained father.) Former president Rodrigo Duterte is currently detained at the International Criminal Court detention facility in The Hague for his alleged crimes against humanity in connection with the killings under his administration's war on drugs. Answering in the right forum Following the archiving of the impeachment case against her, Duterte said she would explain her side in the alleged misuse of public funds in her office at the 'right forum.' 'Kung may kaso sa tamang forum, mag e-explain kami. Nagsabi kami nung nag-file sila ng Article of Impeachment nila na ready ang defense team para sumagot sa accusations ng prosecutors ng House. Noong umakyat sa Supreme Court yung kaso, lahat ng hiningi ng Supreme Court ay binigay namin,' the Vice President said. (If there's a case filed in the proper forum, we will explain. We already said, when they filed the Articles of Impeachment, that the defense team is ready to respond to the accusations from the House prosecutors. When the case was brought to the Supreme Court, we complied with everything it asked for.) 'Dun sa mga tamang venue at forum, nagbibigay kami ng saktong sagot at nagbibigay kami ng explanation ng mga accusations pero hindi pwede na moro-moro, na kung san lang nagbibigay ng acussaion at kung kelan lang nila gusto nila mag akusa ng tao,' she added. (In the proper venue and forum, we give clear answers and explain the accusations. But it's unacceptable to throw accusations whenever they want.) The Senate on Aug. 6 voted to transfer to the archives the articles of impeachment against Duterte, following the SC's decision declaring her impeachment unconstitutional. With 19 votes for, four against, and one abstention, the Senate archived the impeachment complaint. –NB, GMA Integrated News

Ronnie Puno calls for Cha-cha via Con-con
"Can the clear urgency mandated by constitutional language now be indefinitely stalled under the guise of interpretive discretion? A single, ambiguous word can become the justification for legislative inaction, procedural manipulation, or worse, the loss of accountability itself," Puno said. Deputy Speaker Ronaldo Puno of Antipolo City on Monday called for a constitutional convention to revise the 1987 Constitution, which he said contained certain provisions "marked by ambiguity and procedural deficiency." In a privileged speech, Puno said a Con-con was the 'most prudent, transparent and participatory mechanism' for Charter change. Under a Con-con, the electorate elects delegates who will propose amendments, which will be subject to ratification in a plebiscite. "Today, I submit to this August chamber that while the provisions of our Constitution are noble in aspiration, certain provisions are marked by ambiguity and procedural deficiency," said Puno, a former secretary of the interior. "These deficiencies do not merely complicate interpretation; they obstruct reform, hinder effective governance, and erode public trust,' he added. Puno cited the following provisions for what he called vagueness: Article 11, Section 3.4 on the Accountability of Public Officials which states that 'In case the verified complaint or resolution of impeachment is filed by at least one-third of all the Members of the House, the same shall constitute the Articles of Impeachment, and trial by the Senate shall forthwith proceed', with the meaning of the word forthwith repeatedly delayed, sidestepped, or redefined by the Senate after more than one-third of the House impeached and sent the Articles of Impeachment against the Vice President last February 5; Article 8, Section 8 on the Judicial and Bar Council, which states that members of the JBC should include 'a representative of Congress,' without specifying how this would be done within a bicameral legislature, resulting in compromise of only one member of Congress, alternating between the Senate and the House of Representatives, sitting in the JBC; Article 6, Section 28.4 on the grant of tax exemptions, which states that 'no law granting any tax exemption shall be passed without the concurrence of a majority of all the members of the Congress,' without specifying if the bicameral Congress should act as a joint body or as separate chambers; Article 7, Section 19 on the presidential grant of amnesty, which needs to be concurred in by 'a majority of the members of Congress,' which does not explicitly state whether this should be done through a joint vote or as separate votes by the Senate and the House; and Article 10, Section 8 on setting a fixed three-year term for elective local officials, except barangay officials, which allowed Congress to pass at least five laws to postpone the holding of the barangay elections that Puno said has been abused either for political expediency or because of budgetary constraints, eroding democratic accountability. "Can the clear urgency mandated by constitutional language now be indefinitely stalled under the guise of interpretive discretion? A single, ambiguous word can become the justification for legislative inaction, procedural manipulation, or worse, the loss of accountability itself,' Puno said. 'A Constitution that fails to provide clear, unambiguous guidance undermines its own purpose as the country's fundamental law. When its wording is subject to multiple interpretations, the predictability of law dissolves, opening the door to legal confusion and arbitrary application,' he added. Puno said that the Filipinos deserved a Constitution that spoke plainly and very clearly. "As the supreme law of the land, the Constitution must speak with clarity and force; its provisions must be comprehensible not only to courts and legislators but to the citizens whose rights it enshrines," Puno said. Puno is a member of the National Unity Party (NUP), which has 44 members in the House of Representatives. The NUP is the second largest political party in the House, next to Speaker Martin Romuldez's Lakas-CMD, which has over 100 members. 'The Con-con route, rather than a constituent assembly, ensures singularity of purpose, freeing delegates from being preoccupied or derailed by lawmaking, oversight functions, and impeachment concerns,' Puno said. 'Conflict of interest would be avoided, broader representation guaranteed, and risk of political expediency is reduced,' he added. –NB, GMA Integrated News
