NCP showcases Versatile PPP Project Pipeline at Saudi Giga Projects 2025 Summit
Riyadh – The National Center for Privatization & PPP (NCP) participated in two panel discussions at the Saudi Giga Projects 2025 Summit, shedding light on the Center's key role in advancing public-private partnerships (PPPs) across various sectors in the Kingdom. Held at The Venue by ROSHN Group on May 13–14, the summit served as a premier platform to showcase Saudi Arabia's landmark infrastructure projects—including Qiddiya, ROSHN, and NEOM—and brought together over 600 attendees from more than 150 companies and over 40 expert speakers.
Representing NCP, Khaled Alrubaian, Executive Vice President for Social Advisory, emphasized the Center's pivotal role in positioning PPPs as a key driver of infrastructure development in Saudi Arabia. He noted that, to date, NCP has successfully completed 58 PPP projects with more than 200 additional projects currently being structured—collectively projected to mobilize USD 190 billion.
Alrubaian also highlighted that NCP has adopted an unconventional and pragmatic approach aimed at mainstreaming PPPs across a wide variety of sectors, beyond traditional economic infrastructure such as water, transport and energy. As a result, there is a growing number of PPP projects in the Kingdom, which now span multiple sectors such as health, education, communication and information technology, sports and media, in addition to the traditional sectors. This demonstrates the versatility and adaptability of the PPP model, and the role NCP is playing in structuring innovative solutions and partnerships that support the broader goals of Vision 2030.
'The Kingdom is undergoing a major transformation under Vision 2030, and it is increasingly becoming an attractive and competitive investment destination for a wide range of investors. By seeding and nurturing PPPs, whether with local or international investors, NCP is enabling private sector to access the trust, transparency and transformation dividend that Saudi Arabia's social and economic infrastructure offers through PPPs' he added.
'We are fully committed at NCP to playing our part and are geared to supporting the goals of Vision 2030 by enabling sustainable, high-impact projects through private sector participation (PSP) that contribute towards developing a thriving economy, a vibrant society and an ambitious nation.' he concluded.
Also representing NCP, Yazeed Alsaqaaby, Advisor at Infrastructure Advisory, shared insights on the Center's strategic approach to enabling private sector participation in the transport sector. He highlighted how NCP supports government entities through the full project lifecycle — from early alignment with national strategies to feasibility studies, structuring, and market engagement — ensuring projects are investor-ready and aligned with Vision 2030. Alsaqaaby also emphasized the strength and scale of the transport PPP pipeline, which includes international airport projects in Abha, Taif, Qassim, and Hail.

Ajman announces $272m port investment
Ajman Ports will undergo major upgrades as it looks to establish itself as a growing transport and logistics hub. Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman and Chairman of the Executive Council, witnessed the signing of a Memorandum of Understanding (MoU) between the Department of Port and Customs Ajman (DPC), and Hutchison Ports, a global port investor, developer and operator, for the expansion and development of Ajman Port's infrastructure with a joint investment worth AED1bn ($272m). Under the MoU, a development plan will be drawn up for Ajman Port in accordance with the best global practices. Ajman Ports investment The goal is to enhance handling efficiency in terms of performance, safety, and operational speed; attract new shipping lines; align with digital transformation plans; and launch AI-powered programmes for port operations through an integrated 15-year plan aimed at managing, operating, and developing the port, solidifying its position as a vital logistics hub in the region. Sheikh Ammar bin Humaid Al Nuaimi said: 'We welcome the signing of the MoU between the Department of Port and Customs Ajman and Hutchison Ports, which paves the way for a strategic, exceptional, and vital project that reflects the status of Ajman and supports its Vision 2030, enhancing its leadership and competitiveness on the global economic map. 'The Emirate of Ajman enjoys a developed and attractive investment environment, supported by a continuously evolving business ecosystem and the opening of new horizons for local and foreign investment. 'We believe that port development is an investment in the future of trade, food security, and economic growth.' The Crown Prince emphasised that developing Ajman Port will play a key role in stimulating the local economy by supporting supply operations and facilitating export and import activities through the provision of sustainable, eco-friendly infrastructure, while focusing on developing national talents and equipping them with modern port management skills. The MoU was signed by Sheikh Dr. Mohammed bin Abdullah Al Nuaimi, Chairman of the Department of Port and Customs Ajman, and on behalf of Hutchison Ports by Andy Tsoi, Managing Director for the Middle East and Africa Division at Hutchison Ports. Sheikh Dr. Mohammed bin Abdullah Al Nuaimi stated that the MoU reflects the aspirations of Sheikh Humaid bin Rashid Al Nuaimi, Supreme Council Member and Ruler of Ajman, and Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman and Chairman of the Executive Council, to establish strategic partnerships focused on technology transfer, expanding investment opportunities, and building an integrated operational system based on the highest international standards in maritime and logistics operations. He noted that the MoU marks an important step in reinforcing Ajman Port's position as a strategic hub in the UAE's and the region's maritime transport network, especially since this partnership has proven its effectiveness and success at Ajman Port since 2011.

Hajj 2025: Saudi boosts Makkah hospitality with over 300,000 licensed rooms
The number of licensed rooms in hospitality facilities in the city of Makkah has exceeded 300,000 rooms, Saudi Arabia's Ministry of Tourism announced on Sunday. This increase marks a 41 per cent growth during the first quarter of 2025, compared to the same period in 2024, reflecting the growing demand and the Ministry's ongoing efforts to enhance tourism infrastructure ahead of the Hajj season. As part of its preparations, the Ministry conducted more than 1,160 inspection and monitoring tours across hospitality facilities in Makkah. These inspections were aimed at ensuring the readiness of hotels and other accommodations to welcome pilgrims during the upcoming pilgrimage season. This growth in licensed capacity is closely tied to the Ministry's broader initiatives to elevate service quality, especially in anticipation of this year's Hajj. It can be noted that starting January 1 of this year, all hospitality establishments such as travel and tourism service providers in the Kingdom were ordered to remove any unlicensed or unauthorised facilities from their listings. This directive applies to both local and international booking platforms. The Ministry has also urged all hospitality operators to ensure they have obtained or renewed their licences before resuming business activities. Non-compliance with these regulations will result in severe penalties, including fines of up to 1 million riyals, potential closures of the establishments, or both. In some cases, violators could also face damage in reputation through "public shaming".
