Oman gearing up for energy transition and maritime sector decarbonisation

MUSCAT: The Sultanate of Oman is positioning itself as a key player in the global energy transition, as well as the decarbonisation of the maritime sector, according to a senior official.
Speaking during the first edition of the Oman Maritime, Ports and Energy Forum held here on Tuesday, April 29, 2025, Muhanna Moosa Baqer, Director General of Ports and Marine Affairs at the Ministry of Transport, Communication and Information Technology, said: 'The world is on the cusp of a profound energy revolution, and Oman is intent on realizing its potential to catalyze the changes required.'
According to Baqer, the maritime logistics sector plays a dual role in both facilitating and driving the energy transition.
'Shipping and ports are both the drivers and facilitators of the energy transition across the globe. Shipping will increasingly transport cargo such as LNG, hydrogen, ammonia, and CO2 to all corners of the world, and the industry is a lynchpin in the development of this new and exciting global supply chain infrastructure,' he said.
In addition to transporting new energy resources, the sector will also become a consumer of alternative low and zero carbon marine fuels, said Baqer.
'As well as transporting new energy sources, shipping will be consumers of this energy, using alternative low and zero-carbon marine fuels to propel the global merchant fleet.
Additionally, he shared that ports will become vital energy hubs and 'gateways for the import, export, and storage of low-carbon and renewable energy', while also supporting a developing bunkering sector for alternative marine fuels.
This evolving role of the maritime sector comes amid increasing global pressure to decarbonise the sector.
'Shipping and ports have a huge responsibility for the successful delivery of decarbonization on a national and global basis. To facilitate this, we are seeing the introduction of a raft of national, regional, and global environmental regulations, which together set out ambitious targets for the decarbonization of shipping and ports, which will also accelerate the pace of the energy transition.' A major example, according to Baqer, is the International Maritime Organization's proposed Net Zero Framework, which aims to set mandatory emissions limits and introduce carbon pricing across the shipping sector.
'If adopted, they would enter into force in 2027, and the IMO's Net Zero Framework will be the first in the world to combine mandatory emissions limits and GHG pricing across an entire industry sector. So, the world is on the cusp of a profound energy revolution, and Oman is intent on realizing its potential to catalyze the changes required.'
Consequently, Oman's port and maritime sectors are actively evolving to meet future demands, he said. 'The country's maritime and port sectors are focused on developing cutting-edge logistics excellence in tandem with meeting the requirements of environmental sustainability and stewardship.' Additionally, he shed light on the intersecting role Oman plays in both maritime trade and the energy transition.
'Oman also has a leading and proactive role to play as a key producer of renewable energy. A very recent example of this is the agreement to establish the world's first liquid hydrogen import corridor, which will connect the Port of Duqm, the Port of Amsterdam, and key logistics hubs in Germany.'
Concluding his remarks, Baqer noted that the Oman's maritime sector is ready for the change. 'Oman's maritime, boats, and bunkering sectors are building on their heritage and preparing to catalyze the change.'

To promote sustainable mobility in the Sultanate of Oman, the Ministry of Transport, Communications, and Information Technology (MTCIT) has launched a public survey to select the name of the unified national application for charging electric vehicles. The application will be a unified national platform that includes all electric vehicle charging operators in the Sultanate, under the supervision of the Ministry. Its goals are to facilitate users' access to all charging services in the Sultanate through a single application. Integrate all operators under one umbrella for a seamless and unified experience. As the first hydrogen station in Oman was launched this year, MTCIT plans to replace government vehicles with electric ones. There are also plans to implement a green corridors project for trucks powered by hydrogen. Future expansion of the application will include Gulf countries within the framework of cooperation in the field of green mobility. The suggested names for the application are EVNet OM - (Electric Vehicle Network Oman), a technical and professional name that reflects the national identity and the unified charging network. NEVO - (National Electric Vehicles Oman) An official and abbreviated name that carries a national and electric connotation, EV-Go OM - (Electric Vehicle Go Oman) - a direct marketing name that reflects readiness and mobility, ECO - (Electric Charges Oman) - a combination of environmental and functional meanings and EV Connect OM - (Electric Vehicle Connect Oman) A name that expresses the connection between users and stations within a single network. The participants in the survey can give another name suggestion for an app, apart from indicating plans, whether they own an electric vehicle or have any plans to purchase one within the next year. It may be noted that MTCIT has launched and implemented initiatives and projects towards net-zero emissions in areas such as legislation, governance, investment, and pilot projects. Achievements have been made in the use of biofuels in public transport, enhancing the infrastructure for electric vehicle chargers with more than 150 chargers installed by the end of 2024, implementing smart systems to reduce emissions, launching pilot hydrogen-powered vehicles, and converting port equipment to electric power. The number of registered electric vehicles exceeded 1,500 in the Sultanate in 2024.

The campaign aims to encourage taxi drivers to join licensed apps as part of efforts to regulate the sector and improve service quality and passenger safety through secure and transparent digital solutions. The transportation sector in the Sultanate of Oman is undergoing a significant transformation with the increased use of licensed smart apps, aligning with national trends towards digitisation and technology in vital sectors. Within this framework, the ministry continues its efforts to regulate the sector and ensure its sustainability. To contribute to the development of taxi apps that meet aspirations, enhance community participation and advance digital transportation services in Oman, the ministry evaluated the experiences of licensed taxi apps from June 22 to July 22 of this year. The ministry aims to regulate taxi activity in Oman and has announced that taxi applications licensed by the ministry are available on demand, whether through instant or pre-booking, after meeting the requirements and provisions of the Land Transport Law's regulations. Studies conducted by the ministry have shown that regulating the taxi sector has directly improved drivers' incomes by providing them with more stable employment opportunities. It has also led to more efficient and convenient transportation services for users. Passengers can now benefit from advantages such as tracking their journey, knowing fares in advance, and easily accessing taxis at any time and place, increasing safety and transparency in this vital sector. The smart on-demand applications provide a system for tracking and monitoring the journey's route, with fixed prices determined before the trip, while ensuring user privacy and security. The applications also allow users to message the driver through the app and cancel requests with ease. They also offer various services, including basic trips, economical trips, monthly contracts and an independent system for processing taxi requests for institutions and companies. Starting in early April of this year, all white and orange taxis are required to join electronic platforms, register and operate through approved vehicle booking applications to improve service quality and provide secure digital solutions. This initiative aims to modernise the public transportation system, improve taxi services and enhance transparency in fare pricing. Additionally, this transformation will increase passenger access to taxis through digital platforms, ushering Omani taxis into a new era of digital transformation.
