Brampton mayor Patrick Brown says public servants must return to office full-time

Brampton mayor Patrick Brown is following the province's lead by mandating that city employees return to in-office work full time next year.
The provincial government announced Thursday that public servants will be required to be in the office four days a week beginning Oct. 20, and ramp up to five days a week by Jan. 5.
Brown announced his decision on a NewsTalk 1010 radio show Friday morning, saying the choice to follow suit in Brampton was 'long overdue.'
'This is a legacy of an accommodation which was brought in during COVID and as much as there are some benefits, you don't get the same level of productivity,' Brown said on the radio show, adding that the decision was finalized Thursday evening.
The City of Brampton said in a statement Friday afternoon that the decision 'aligns with evolving workplace trends across Ontario.'

'We remain focused on supporting our workforce through this transition while continuing to advance the priorities of our city, and delivering high-quality programs and services for residents, businesses and community partners,' the city continued in a statement.

Brown also said during the radio show that he thinks the decision by the provincial government will have 'cascading effects' when it comes to other public employees.
The City of Mississauga said in a statement Friday afternoon that it plans to continue with its current hybrid working arrangement, which requires workers to be in-office three days a week.
The city added that it will 'continue to monitor' to make sure the arrangement works for employees. It said about four-fifths of the city's workforce are already in-office full time.
The City of Toronto didn't share whether or not it plans to end its hybrid work policy, which requires employees be at their workplace in person two to three days per week.
Close to one-quarter of Toronto's nearly 44,000 employees work remotely or in hybrid arrangements, while the rest have front-line roles that require them to be on site, a spokesperson for the city said in a statement.
Members of Ontario's public service have flooded social media with hundreds of posts sharing their unhappiness with the new mandate.

Many workers said they do not have front-line roles, and long commutes take away from work-life balance. Some also said there had previously been an understanding that remote work was the new normal.
Workers also expressed concerns about where they would sit when offices are at full capacity, as well as added costs related to transit, child care and food.
Public service union AMAPCEO is encouraging workers to sign a petition it published on Friday morning asking the provincial government to reconsider the decision.
'We've shown time and time again that the public's trust in us is warranted, and that we should be treated like the capable, trustworthy professionals that we are,' the petition reads, adding that working from home is better for worker morale, accessibility and reduced traffic congestion.
The Ontario Public Service Employees Union alleged in a statement Thursday that an employee relations committee representing workers was given less than an hour's notice before the government's public announcement.
OPSEU called the move a 'slap in the face' for workers.

MELBOURNE (AP) — A judge on Monday fined Qantas Airways 90 million Australian dollars ($59 million) for illegally firing more than 1,800 ground staff at the start of the Covid-19 pandemic. The penalty is in addition to the AU$120 million ($78 million) in compensation that Australia's biggest airline had already agreed to pay its former employees. Australian Federal Court Justice Michael Lee said the outsourcing of 1,820 baggage handler and cleaner jobs at Australian airports in late 2020 was the 'largest and most significant contravention' of relevant Australian labor laws in their 120-year history. Qantas agreed in December last year to pay AU$120 million ($78 million) in compensation to former staff after seven High Court judges unanimously rejected the Sydney-based airline's appeal against the judgment that outsourcing their jobs was illegal. The Transport Workers Union, which took the airline to court, had argued the airline should receive the largest fine available — AU$121,212,000 ($78,969,735). Lee ruled that the minimum fine to create a deterrence should be AU$90 million ($59 million), noting that Qantas executives had expected to save AU$125 million ($81 million) a year through outsourcing the jobs. Lee questioned the sincerity of Qantas's apology for its illegal conduct, noting that the airline later unsuccessfully argued that it owed no compensation to its former staff. 'If any further evidence was needed of the unrelenting and aggressive litigation strategy adopted in this case by Qantas, it is provided by this effort directed to denying any compensation whatsoever to those in respect of whom Qantas was publicly professing regret for their misfortune,' Lee said. 'I do think that the people in charge of Qantas now have some genuine regret, but this more likely reflects the damage that this case has done to the company rather than remorse for the damage done to the affected workers,' Lee added. Qantas chief executive Vanessa Hudson, who was the airline's chief financial officer during the layoffs, said in a statement after Monday's decision: 'We sincerely apologize to each and every one of the 1,820 ground handling employees and to their families who suffered as a result.' 'The decision to outsource five years ago, particularly during such an uncertain time, caused genuine hardship for many of our former team and their families,' she said. 'Over the past 18 months we've worked hard to change the way we operate as part of our efforts to rebuild trust with our people and our customers. This remains our highest priority as we work to earn back the trust we lost,' she added. Lee ruled that AU$50 million ($33 million) of the fine go to the union, because no Australian government agency had shown interest in investigating or prosecuting Qantas. 'But for the union … , Qantas' contravening conduct would never have been exposed and it would never have been held to account for its unlawful conduct,' Lee said. 'Hence the union has brought to the attention of the court a substantial and significant transgression of a public obligation by a powerful and substantial employer,' Lee added. A hearing will be held at a later date to decide where the remaining AU$40 million ($26 million) of the fine will go. Michael Kaine, national secretary of the union that represents 60,000 members, said he felt vindicated by Monday's ruling, which ends a five-year legal battle that Qantas had been widely expected to win. The Australian Competition and Consumer Commission, a consumer watchdog, sued the airline in the Federal Court alleging that Qantas engaged in false, misleading or deceptive conduct by advertising tickets for more than 8,000 flights from May 2021 through to July 2022 that had already been canceled.

In imposing a penalty close to the maximum available for breaching Australia's workplace laws, Federal Court of Australia Judge Michael Lee said it was to ensure it 'could not be perceived as anything like the cost of doing business'. 'My present focus is on achieving real deterrence (including general deterrence to large public companies which might be tempted to 'get away' with contravening conduct because the rewards may outweigh the downside risk of effective remedial responses,' Lee said in a summary judgment. He said A$50 million of the penalty would be paid to the Transport Workers' Union, which brought the case on behalf of the 1,820 staff fired by Qantas during the pandemic. It comes around nine months after Qantas and the Union agreed on a A$120 million settlement for the sacked workers. Qantas shares were down 0.13% in early trade. John Slipp took over his father's duty-free store in 1994, which had been started more than a decade earlier. This month, he closed the Woodstock Duty Free Shop Inc. as lower traffic at the U.S.-Canada border dealt the final blow to a business already weakened by the COVID-19 pandemic. Now, at 59, Slipp says he will have to find another source of income and is advocating for more government support for stores like his. Fewer Canadians have been heading south in recent months in response to U.S. President Donald Trump's trade war with Canada, his comments about annexing the country and because of fears among travellers about treatment at the border. I certainly didn't want to be in the position of calling an end to a business career, giving up, calling it quits, both personally and in terms of my late father,' Slipp said. At the store's peak in the early 2000s, Slipp said there were about 15 people on staff. In March 2020, he said he laid off four people and reopened after the pandemic with two employees. Late in the summer of 2021, Slipp said duty-free stores were 'all starting from zero to rebuild again.' By the end of 2024, his business was still down about one-fifth from where it was in 2019. Then Trump returned to the White House. From January to April this year, things got worse for Slipp's store, and he ultimately decided to close based on declining sales and traffic numbers. 'Just realizing that even after the U.S. administration changes down the road, in our industry, we do not expect the border traffic to change overnight as a result of that. We believe it's going to take years,' he said. Recent figures from Statistics Canada noted that return trips from the U.S. dropped again in July as Canadians continue to shun travel to the U.S. The number of Canadian residents returning from the U.S. by automobile was down 36.9 per cent on an annual basis in July, marking the seventh consecutive month of year-over-year declines. Barbara Barrett, executive director of the Frontier Duty Free Association, said the stores her association represents have been feeling the decline in traffic for months. 'I would describe our industry as being in a full-blown crisis, and we've been saying that for a number of months now,' she said. Sales at duty-free stores have fallen between 40 and 50 per cent year-over-year across the country since late January, with some remote crossings reporting annual declines of up to 80 per cent, the association said. Barrett added that duty-free stores are often a microcosm of what is happening at the border. 'This should be our busy season during the summer, but it is not; it is pandemic-level traffic in the parking lots, and it has led to one store closing in the east. We are unfortunately afraid that we will likely see more closures as we draw to the end of the summer,' she said. Unlike airport stores, which are often owned by international companies, Barrett noted all of the land border stores are independently owned and are often family-run businesses. While Canadians shun U.S. trips, travel expert Claire Newell said many are opting for domestic and other international destinations. 'We live in a country where it's still very expensive to travel domestically. And while there are many people who are choosing to travel within Canada, we also see more people heading to popular destinations,' she said. She said she doesn't see Canadians changing their travel habits back to normal until there is a trade deal 'that feels fair.' As lower border traffic weighs on the industry, Barrett said she is advocating for 'small regulatory changes.' 'We have some taxes on our products that, believe it or not, in a tax- and duty-free industry that our U.S. competitors don't have. So we're asking for those to be changed so we can be more competitive,' she said. 'Also, we're asking to qualify for some of these tariff relief programs or pandemic-level supports along the lines of what they did during the pandemic with wage subsidy or rent subsidy.' Barrett said the government is the landlord for many duty-free stores and said a rent deferral or subsidy would help the industry until travel patterns normalize. She added that there have been conversations between her organization and senior government officials. Barrett said those officials agreed the association was putting forward 'small asks' to support the industry. An Aug. 2 release announcing the Woodstock Duty Free Shop's closure mentioned that the federal and provincial governments had promised tariff relief support programs to help businesses impacted by trade tensions. 'I pinned a lot of hopes on those when both levels of government made those announcements. I was reminded of the pandemic support programs,' Slipp said, adding that his business had benefited from such programs. His attention has now turned to advocating for rent deferral programs for duty-free shops renting land from either the federal government or from a bridge authority as well as loan programs for duty-free stores. When he looks at the future of the industry, he said the prospects 'are not bright.' 'I'm grieving the loss of my business, but I'm also accepting the reality that the business environment has changed and there is nothing in the bag of tricks that would suggest positive changes in this industry in the short to medium term,' Slipp said. 'I'm feeling bad that I was not able to succeed in the end and that I am having to lay to rest this business that my father and I have built and spent so many years working so hard on.'
