HBCU AD lays out path for potential Division I move

As Tuskegee University continues to modernize its athletic infrastructure and celebrate record-setting achievements, the conversation around a potential move to NCAA Division I competition continues to linger around the HBCU. While the university has not made any formal declaration, Director of Athletics Reginald Ruffin acknowledged that the decision ultimately lies in the hands of President Dr. Mark Brown and the university's board of trustees.
"That will not be a decision alone by me," Ruffin told HBCU Gameday's Steven J. Gaither. "It's going to be President Mark Brown… what he wants to see in the next… three-year plan, his five-year plan-what he sees in athletics."
The buzz surrounding Tuskegee's future comes at a time when the university is seeing measurable success across multiple sports. Ruffin noted that during the 2024–25 academic year alone, Tuskegee played for seven conference championships and came away with three titles while finishing as runner-up in four others.
"That's a lot of championships," he emphasized.
There are currently 23 Division I HBCUs. Twelve of them are in the SWAC, with eight residing in the MEAC and three others in non-HBCU leagues. For Tuskegee, a move up would mean not only meeting NCAA requirements in sports sponsorship and scholarships but also sustaining success and funding at a higher level.
Ruffin emphasized that the university's top priority is maintaining full support for its current programs.
"You have to also make sure you're maintaining your sports, and not only maintaining sports-you gotta be supporting your sports," he said.
According to Ruffin, both President Brown and former interim president Dr. Charlotte Morris made full athletic funding a priority-setting the foundation for what could be a long-term trajectory toward Division I. That administrative support has paid dividends according to Ruffin.
However, Ruffin made clear that for now, Tuskegee remains focused on building where it is-with one eye on the future. "For now we're just going to continue to sell out the crowd, and we have to go play FCS schools and be your largest attendance when we play those schools - until the president and the administration, decide, hey, it's time to to make that next step,' Ruffin said. 'But right now, Steven, I think we're grounded where we're planted and we're planted where we grounded. And we are just going to do what we can to continue building the legacy of Tuskegee University,
With a revitalized campus, major facility upgrades, and growing support from alumni and the community, the foundation is being laid for the university to make a serious evaluation. But Ruffin reiterated that such a move must align with the university's strategic vision-not just athletic ambition.
For now, Tuskegee University remains one of the most successful and tradition-rich programs in HBCU athletics. Whether that legacy will one day extend to the Division I level remains to be seen, but the infrastructure, leadership, and success metrics are increasingly pointing toward the possibility.

Two of the most electrifying players in Philadelphia Eagles history will return to Lincoln Financial Field — not as teammates, but as head coaches on opposite sidelines. First year head coaches DeSean Jackson and Michael Vick will go head to head at Lincoln Financial field on Oct. 30 when Jackson's Delaware State Hornets host Vick's Norfolk State Spartans in a high-profile HBCU matchup. Jackson and Vick were both named head coaches following the 2024 season. The Thursday night game between the two Division I programs was announced Thursday in a press release from the Philadelphia Eagles. Delaware State's Athletic Director Tony Tucker called it "a potential paradigm shift for HBCU football." "This is more than just a football game," Tucker said. "It's a celebration of talent, leadership, and a vision for the future of HBCU athletics." The release said tickets are set to go on sale June 17 at 10 a.m. via Ticketmaster. "I came to Delaware State University to start a new phase of my career with a unique institution that cares about its students and is helping to transform their futures," Jackson said. "I know Coach Vick feels the same way at Norfolk State." "This is a tremendous opportunity for our student-athletes to play in a world-class venue on a world-class stage," Vick said. "Coach Jackson and I made so many unforgettable memories together at Lincoln Financial Field. This stadium holds a special place in my heart, and I'm thrilled to return for such a historic moment." Dr. Melody Webb, Norfolk State's director of athletics, praised the partnership. "A game of this magnitude deserves a national platform," Webb said. "I commend the Philadelphia Eagles for providing us with an amazing venue for this highly anticipated event. This matchup will highlight the talent and legacy of HBCU football." Both Jackson and Vick are part of a growing wave of former NFL players filling coaching jobs at HBCUs. Jackson's staff features several former NFL players, including former NFL rushing standout Clinton Portis as running backs coach, and Vick's Norfolk State coaching staff features six-year NFL veteran Terence Garvin as defensive coordinator among other former NFL players. Other former NFL players who've recently coached at HBCUs include Terance Mathis at Morehouse College and Philadelphia native Eddie George, who was the head coach of Tennessee State University from 2021 to 2024. Before hiring Jackson, DSU posted a 2-21 record over the past two seasons, while the Spartans haven't had a winning season since 2012 when they went 6-5. Jackson and Vick's bond with Philadelphia runs deep. In 2010, Jackson became the first player in NFL history to earn Pro Bowl honors at two different positions in the same year — wide receiver and punt returner. In that same season, Vick earned the AP Comeback Player of the Year award. The release says HBCUs represent only about 3% of colleges nationwide, but they graduate 40% of Black engineers, half of Black teachers, 70% of Black doctors and dentists, and 80% of Black judges. Delaware State is the only HBCU is Delaware. Pennsylvania is home to the two oldest HBCUs in the county, Cheyney University and Lincoln University of Pennsylvania.

Originally slated for Saturday, Nov. 1 at Delaware State's Alumni Stadium, the game will now take place at 8 p.m. on Thursday, Oct. 30 at Lincoln Financial Field – home to the Philadelphia Eagles. The decision comes after unprecedented anticipation for the matchup between two well-known head coaches – Michael Vick and Desean Jackson. The close friends excelled together as teammates on the Philadelphia Eagles, providing one of the most popular quarterback-wide receiver connections of the 21st century. Howard University Women's Track & Field is headed to the 2025 NCAA Outdoor Championships as the leading HBCU, qualifying for four events. Howard 4×100 Relay Team Advances with Season Best Graduates Kailei Collins (Houston) and Marcia Sey (London, U.K.), senior Tiffani-Rae Pittman (Bowie, Md.), and sophomore Aiyana Gray-Williams (Winston-Salem, N.C.) qualified in the 4×100-meter relay. The team clocked a season-best 43.86 to automatically secure their spot in Eugene, Oregon. Sey and Collins Punch Individual Tickets Marcia Sey qualified individually in the 100-meter hurdles with an impressive 12.99-second finish, earning an automatic bid. Kailei Collins also secured an individual spot. She clocked 11.21 seconds in the 100-meter dash, qualifying with a non-AQ time. Collins competed in the 200-meter dash but missed advancing. Woodruff Sets Personal Best in 400-Meter Hurdles Third-year standout Aniya Woodruff (Harrisburg, N.C.) earned her place in the 400-meter hurdles. She ran a personal best of 56.12 seconds to qualify. Graduate Ariana Smith (Pennsville, N.J.) and freshman Cenaiya Billups (Denver) also competed but did not advance. Other Howard Relay and Field Efforts Fall Short The 4×400-meter relay team of Smith, Woodruff, junior Kiya Lawson (Montclair, N.J.), and freshman Lindsay Johnson (Detroit) came up short in qualifying. In the triple jump, juniors Kelis Armstrong (Plano, Texas) and Jazmyn Wajd (Tampa, Fla.) also competed but missed qualification. Next Stop: Eugene The 2025 NCAA Outdoor Track & Field Championships take place June 11–14 in Eugene, Oregon. Howard's qualified athletes will look to represent Bison Nation on the national stage.
