KUWAIT CITY, June 23: The Court of Cassation, headed by Judge Sultan Bouresli, on Sunday upheld the death sentence imposed on the killer of Ahmed Al-Jalal -- a citizen. Based on the psychiatric report submitted to the court; it was declared that the defendant was aware of his actions, so he is legally responsible for them. During the trial, Attorney Hussein Al- Asfour demanded maximum penalty for the defendant, indicating the psychiatric report proved beyond a reasonable doubt that the perpetrator was sane and aware of his crime, and that he did not benefit from any excuse or mitigating circumstance.
In its pleadings before the Criminal Court, the Public Prosecution -- represented by Deputy Director of the Ahmadi and Mubarak Al-Kabeer Prosecutions Nasser Al-Masbahi -- stated that the defendant 'deliberately took an innocent life without justification and devoid of humanity. He also deprived the victim of his most sacred right -- the right to life.'
In the grounds for the first-instance ruling, the court stated that 'the defendant deliberately killed the victim by stabbing him with a knife to take his life, causing injuries described in the forensic report that led to his death. He also deliberately assaulted the other victim, Jaber Sheikh, physically, as proven in the investigations.' The court stated this is one of the most heinous crimes known to mankind, as it foreshadows criminal behavior dominated by evil factors that necessitate general deterrence, the achievement of justice, and the proper implementation of the rule of law. The court convicted the defendant of the two charges against him, as amended, and decided to punish him under articles 149 and 160 of the Penal Code and Article 1/172 of the Code of Criminal Procedure.

KUWAIT CITY, Aug 14: As part of ongoing security cooperation between Kuwait and Iraq, Iraqi authorities have apprehended Hamad Ayed Rekan Mufreh, a Kuwaiti national wanted in connection with the premeditated murder of his wife, a Syrian national. The arrest was made based on an international warrant issued against him. The suspect had fled Kuwait through the Abdali border crossing on October 18, 2024, following the crime. The victim was found deceased in her residence, and the case continues to be under investigation by the Public Prosecution. Following completion of legal procedures in Iraq, the Supreme Judicial Council of Iraq approved the suspect's transfer to Kuwait. He was handed over on Wednesday evening, August 13, 2025, at the Abdali border crossing, in coordination between Interpol Kuwait and its Iraqi counterpart. The suspect has been referred to the relevant Kuwaiti authorities to undergo the necessary legal proceedings.

KUWAIT CITY, Aug 13: The Kuwaiti Cabinet, during its weekly meeting on Tuesday, approved several significant legislative reforms and updates to development projects aimed at boosting the nation's infrastructure and economy. The meeting, held at Bayan Palace under the leadership of Acting Prime Minister and Minister of Interior Sheikh Fahad Yusuf Saud Al-Sabah, covered a range of critical issues, including the protection of public funds, digital transformation, and large-scale housing and energy initiatives. Revised law for protecting public funds One of the major decisions taken was the approval of a draft decree-law amending Law No. 1/1993, aimed at strengthening the protection of public funds. The revised law aims to address gaps revealed through the practical application of existing regulations. Key changes include expanding the scope of criminalization, enhancing procedural protections, and updating legal formulations. The amendments introduce stricter measures, including tightening rules for job exploitation, increasing penalties for fraud and corruption, and criminalizing intentional damage to public funds. Additionally, the law increases penalties for submitting false information and allows the Public Prosecution to demand the return of misappropriated funds even if a criminal case has been dismissed. Notably, the reforms propose an increased guarantee and fine system for recusal requests, ensuring a more efficient and modernized legal framework. Strategic development projects: Housing, energy, and AI innovations The Cabinet was briefed on several high-profile development initiatives, including the Al-Sabriya City housing project in northern Kuwait. Minister of State for Municipal Affairs Abdullatif Al-Meshari shared details about the 80-km² project, which will provide 55,000 housing units, along with service, commercial, recreational areas, and public facilities. This development is set to be one of the largest housing and urban projects in the region. Minister of Oil Tareq Al-Roumi also presented updates on the Kuwait Oil Company's newly launched Artificial Intelligence Innovation Center. This initiative is part of the Kuwait Petroleum Corporation's broader digital transformation strategy in the energy sector, aimed at enhancing operational efficiency and fostering innovation. Furthermore, Minister of Finance and Acting Minister of State for Economic and Investment Affairs Dr. Sabeeh Al-Mukhaizeem briefed the Cabinet on the signing of the second and third phases of the Al-Zour North Power Plant Project. These agreements were submitted for approval to His Highness the Amir, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah. In conclusion, the Cabinet reaffirmed its commitment to accelerating the implementation of vital development projects and legislative reforms, underscoring the importance of timely and effective action to support Kuwait's continued growth and modernization.
