Workers in Northland struggle as wages lag behind living costs

Megan Hepi, who has worked in social services in Kaikohe for seven years helping whānau get jobs and access to services, said people were struggling on very low wages.
'People are working their hearts out.
'Everything has gone up - rent, food, everything - but wages haven't.
'They're living in situations that are not ideal ... unhealthy and unstable situations.'
Hepi said it was whakama [embarrassing] for people to talk about having to move back with parents, with whānau, or seek alternative living arrangements.
'I've seen people who have worked all their lives forced to move into temporary accommodation.'
The Northern Advocate recently revealed that landlords are exiting Northland's property market due to rising costs, while tenants are struggling to find affordable homes to rent.
The median rent is now $585 a week in Northland.
Hepi, now an independent contractor, said one woman on a sickness benefit pays $450 a week for a tiny flat, leaving her with $140 to scrape by.
Some days, she can't afford food or to keep the lights on at night, Hepi said, and she has even resorted to asking strangers and friends for money.
Hepi said many people don't have a driver's licence or cars, and getting jobs in nearby towns comes with hefty travel costs.
'It's extremely hard for some whānau here to get ahead.'
Northland's population is now 194,007, 8.3% more people than 2018, according to Census 2023.
About 89,520 people are in work. The top industries are construction, healthcare, retail, agriculture, forestry, fishing, education, and manufacturing.
Only 11% of those working earn $70,001 to $100,000.
Of the working population, 15% earn between $50,001 and $70,000, and a whopping 66% earn $50,000 or less.
Why is Northland's median income so low?
Infometrics principal economist and lead demographer Nick Brunsdon said the $33,100 takes into account income from everyone over the age of 15.
That's a whole bunch of people in different circumstances, Brunsdon said.
They include retirees on New Zealand Super, which is $20,000 each for couples and $32,000 for singles.
Another category which makes up 6% of the figure, is no income at all. For example, 16-year-old high school students.
'There's quite a few people in those situations where they've got low income per person,' Brunsdon said.
'Job seekers are probably on around $20k or lower – in that situation that brings down the median.'
Brunsdon said the percentage of people on unemployment benefits - including jobseekers, sole parents, and supported living - is higher in Northland: 29% compared to 20% nationally.
Northland consistently has the highest proportion of its population on unemployment benefits.
According to the Ministry of Social Development, 11% of Northland's working age population – that's 12,327 people - were receiving Jobseeker Support in February.

That's significantly more than the next-highest region, Gisborne, which was 9.4%.
Brunsdon said another factor bringing down Northland's median income was that people who are in work earn about 12% less than the national average.
While he couldn't pinpoint what types of jobs this relates to: 'We do know the nature of Northland's economy is more reliant on lower paying industries'.
'At the other end of the scale, Auckland and Wellington have a lot more higher paying industries like professional services, government, and finance.'
Kaitāia Family Budgeting Services senior financial mentor Tania Sneddon said: 'The struggle is real'.
Sneddon said there had been 'a huge increase' in KiwiSaver hardship applications, along with Good Shepherd loans aimed at helping people on limited incomes pay for essentials that improve their quality of life.
'There is no answer at the moment,' Sneddon said.
'The working poor are up there, the beneficiaries are there, but they have the option of asking for assistance.
'It's harder for the working poor purely because they may not be eligible for a loan or have family to help them.'
Sneddon said some people were using Afterpay to buy essential items like petrol, food, and pet food.
Her advice to struggling Northlanders is: 'Come and see us'.
'We're here to teach people to do this for themselves.
'We have people whose power is about to be disconnected, or their car dispossessed.
'The minute they start struggling, they should come and see us; it could be a simple conversation. We're here to help.'

Regional development organisation Clutha Development has released the latest economic results for the district, which show a strong agricultural sector bolstering modest overall growth. Infometrics' Quarterly Economic Monitor showed economic activity in Clutha rising by 0.5% in the year to March 2025, outperforming the national economy, which shrank by 1.1%. This was underpinned by a record forecast dairy payout for 2024-25. The dairy sector is expected to inject $434 million into the local economy — an increase of $103m on last season. Meat prices are also contributing to rural confidence, as lamb and beef prices rise 10% and 15% respectively. Clutha Development chief executive Linda Moore said the report reflected the underlying strength of the district's primary industries. ''This quarter's results show Clutha is in a strong position. Our rural sector continues to perform, and we're seeing confidence return to the housing market and resilience in our local labour force.'' Despite subdued conditions nationally, Clutha's employment grew by 0.4% during the past year, while the national average fell by 0.9%. The local unemployment rate sits at just 2.4% — less than half the national figure of 4.9% — reflecting the district's continuing tight labour market. There were also signs of recovery in Clutha's housing market. House values rose 4% during the past year to an average of $327,557, supported by a 16% increase in sales volumes. And while Ms Moore said tourism and consumer spending were areas to watch, the fundamentals of Clutha's economy remained strong. Consumer spending was down 3% for the year, against a 1.4% drop nationally, although the latest quarter showed this to be easing. Tourism growth had started to ''dry up'' nationally — Clutha's tourism spend dropping by 4% to $97m against zero change nationally. ''We know households are being cautious, but there are clear signs of stability and even optimism. ''We're well placed to make the most of future opportunities, particularly as interest rates ease and confidence grows.'' Clutha Development is conducting its annual business confidence survey now. ''While the statistics tell a positive story, we're keen to hear directly from our local business community. Their insights will help us understand how the national trends are translating into day-to-day experiences here in the district.'' She said Clutha Development continued to work with local businesses and industry groups to ''build resilience and support growth''.

Why messing with NZ Super remains political dynamite

Universal super at 65 is increasingly unsustainable, but any attempt to change it will attract fierce political blowback. What's a government to do, wonders Catherine McGregor in today's extract from The Bulletin. No cuts to super – but everything else is on the table Last week's budget delivered a raft of cost-cutting measures, from halving the KiwiSaver member tax credit to tightening access to the Best Start payment. But superannuation was conspicuously untouched – a move that came as no surprise, given NZ First's long-standing defence of the universal pension. High-income earners who can no longer access the KiwiSaver contribution remain fully entitled to super, a benefit projected to cost nearly $25 billion this year and rise to over $45 billion by 2037. Critics have pounced on the apparent double standard, reports RNZ's Susan Edmunds. As economist Shamubeel Eaqub put it: 'It's incoherent … incentives for Kiwis to save for their future [are] means-tested, but New Zealand Super, which is universal welfare for older people, is untouched.' National's slow path to raising the age While ruling out means-testing, both prime minister Christopher Luxon and finance minister Nicola Willis have reiterated National's plan to raise the super age – eventually. The party's policy is to keep the current entitlement age of 65 until 2044, after which it will rise gradually to 67. No one born before 1979 would be affected. In the NZ Herald (paywalled), Fran O'Sullivan argues that such a distant target is little more than political theatre. She contrasts Luxon's timidity on the issue with former National PM Jim Bolger, who methodically raised the age from 60 to 65 over a nine-year period. O'Sullivan notes that Bolger 'managed to convince New Zealanders that a gradual increase … was plain commonsense' at a time when life expectancy was increasing. By contrast, today's leaders seem content to avoid political pain, she writes, even as super becomes an increasingly heavy burden on the budget. One millennial's wail of despair The idea of delaying retirement might make sense on paper – but it's enough to send some younger New Zealanders into an existential tailspin. Writing in The Spinoff this morning, Hayden Donnell delivers a howl of generational frustration: 'Millennials have spent their formative years selling kidneys to pay rent on a draughty villa and getting bullied by gen Z for admittedly being huge losers. They'll spend the next 20 helping fund their parents' generation's Mediterranean cruises. Surely after that they can have a break? I guess not.' Donnell's broader point is that policies like lifting the super age hit those with lower life expectancies and more physically demanding jobs hardest. And while life expectancy has barely moved in recent years – and is even declining in some countries – the financial squeeze on younger generations is intensifying, just as the likelihood of a guaranteed super at 65 starts to fade. Or, in other words: 'Come on man how much shit can people under the age of 40 have shovelled onto them from a great height god damn it christ on a bike argh argh argh no.' 'You can touch anything else. Do not touch my pension' Two of New Zealand's most prominent right-leaning commentators have also weighed in – and their take is not encouraging for National. In his Mike's Minute, Mike Hosking warned that voters' emotional attachment to super far outweighs any argument of fiscal prudence. 'For many, superannuation is untouchable. It's a lifetime's worth of work. 'I paid my taxes' they say, even though that line isn't actually real because we spent your taxes years ago and then borrowed a bit more to keep the lights on.' Hosking's Newstalk ZB colleague Heather du Plessis-Allan was even more emphatic: 'Don't touch my pension. You can touch anything else. Do not touch my pension.' Despite advocating for cuts to almost every other form of welfare, she drew a hard line at super, arguing that she and millions like her had earned it through years of tax contributions. 'So, good luck to Chris Luxon getting this one across the line,' she wrote. With opposition like that from his own ideological camp, Luxon may find that even floating the idea of reform is as far as it goes.

But the Greens spokesperson for social development says it's 'misleading' to label them as non-financial, because the impacts of those sanctions will be financial. Ricardo Menendez March also criticised Louise Upston for going ahead with the change, despite a note by officials it could risk increasing financial hardship, a statement the Minister rejects. From today, two new sanctions can be applied when someone on a main benefit does not meet their obligations. The first was 'Money Management,' where someone who did not comply would have half their benefit put on a payment card for four weeks. 'The card can only be used at approved shops for groceries, transport, health, and education-related items,' said Upston. People would still get the remainder of their benefit, as well as any supplementary assistance, directly into their bank account. Upston called 'Money Management' a 'non-financial sanction' and said it would only be available to clients for their first offence, if they are in 'active case management' or have dependent children. Those who do not meet that criteria would have a regular financial sanction imposed as before. The other new sanction – 'Community Work Experience' – meant those who did not meet their work obligations might have to complete at least five hours per week for four weeks of work with community or voluntary sector organisations. Ministry of Social Development staff will consider a client's circumstances before deciding on and imposing the new sanction to ensure it is the best option for a client. 'These very fair and reasonable sanctions will allow clients to continue receiving their full benefit, instead of the 50 per cent reduction they would have experienced with a financial sanction,' Upston said. Upston said she had heard people were concerned, particularly if there was a household with children, if a benefit was reduced. This legislation provided more options, she said, and the new sanctions stay in place for four weeks, 'which will support their efforts to find a job.' The Regulatory Impact Statement for the legislation had outlined a payment card 'exacerbates the risk of a client facing hardship'. But Upston 'utterly rejects' that, 'because if you have 100 percent of your benefit with 50 percent of it on a card, that is still better than only getting half your benefit or no benefit' – referencing the previous sanction options available. She called it a 'sensible move' and said the new measures will 'encourage people off welfare and into work,' but couldn't say exactly how many people would move into work as a result of this policy. 'The new sanctions will ensure accountability in the welfare system for people who don't meet their obligations, while also recognising that reducing benefits isn't the answer for everyone.' But only about 1.2 percent of beneficiaries are currently not complying – about 4000 people at the end of April 2025 – and Upston said there are 'only 288' children affected within those 4000 people. It was not possible to know exactly how many people would have these new sanctions imposed because it depended on decisions by case managers, but the intention is to get people into work, she said. 'I want them to realise we're serious about them taking the steps to find a job, and if they don't, there's a consequence,' said Upston. 'At the end of the day, we want fewer people on welfare and more people in work.' When asked how many of those not complying would likely move into work as a result of a new 'non-financial' sanction, Upston referenced numbers from the past year showing an increase in the number of people leaving the benefit for work. 'It's up 11 percent on the same time a year ago' she said, which was 'great news', but was not able to quantify how this policy would make a difference. Green MP Ricardo Menendez March has ridiculed the changes. 'The minister has been misleading the public around the impacts of this sanction not being financial, they are financial, and they will cause harm in our communities, which is why the Greens will repeal it as soon as we get into power.' He said people would not be able to access financial assistance such as hardship grants, and the 'end result will be families unable to afford their rent, their bills and potentially leaving countless of families at risk of homelessness'. RNZ reported in March that government data had showed beneficiaries sanctioned with money management cards will often be unable to pay rent, putting them at risk of homelessness. March raised this issue, saying the average person on the job seeker benefit paid more than 50 percent of their income on rent, and those impacted by the sanction would be 'unable to afford to keep a roof over their head or put food on the table'. Upston acknowledged some people may get supplementary financial assistance as well, to cover rent that was more than half their income, and if that was the case, 'they will not be an appropriate candidate for money management'. She said Community Work Experience might be a better option for them and those decisions were for MSD case managers. March referenced the Regulatory Impact Statement for the Bill outlining the changes and the potential for hardship to increase, saying the Minister's heart was 'rotten to the core' for going ahead with the changes. 'She knows benefit sanctions do not work. 'She has been told by her own officials that things like compulsory money management can risk increasing hardship, has been told by beneficiaries that these kind of policies don't work, and she does not care.' Upston said in response she did care for people, their futures and their opportunities. 'I'm very committed to ensuring more New Zealanders are in work than on welfare. And I care deeply. 'I don't want to see people trapped on welfare. I want to see them and their families get ahead. And that is because I care.' In regards to the Community Work Experience sanction, Menendez March said community organisations did not support it. He said being subjected to these sanctions put people under more stress and made it harder for people to enter into employment. 'This just shows that sanctions like community work experience are all about cruelty and stamping down on the poor, rather than supporting people into employment.' Labour leader Chris Hipkins also criticised the move, saying it was 'mean and petty' to impose sanctions on people in order to try and get them into jobs that 'don't actually exist'. 'Actually, they [the government] should be focused on creating jobs, rather than punishing people for not taking jobs that aren't there.' He said things were 'getting harder under this government,' pointing to the Treasury forecasted unemployment getting higher. ACT leader David Seymour, whose party campaigned on the policy, said the benefit is 'there for bad times, not for a long time,' and if someone wants the freedom to spend cash 'get a job like the other five out of six working age New Zealanders'. Seymour said he was proud to see his party's policies reflected in the government's agenda, showing if you 'campaign hard' and release ideas and policy throughout opposition 'you really can make a difference'. Seymour said no country can succeed with one in six working age people on a benefit, and ACT had long campaigned on giving 'money in kind instead of cash'. 'We've got to start introducing mutual obligation if you don't show up and actually look for work, we'll stop giving you cash, and we'll start giving you the things you need in kind on a plastic card. 'If it's not acceptable to stop the benefit altogether, then in kind payment is one way of sending the message: if you want the freedom to spend cash as if it's your own, then you should earn it yourself.' Seymour acknowledged there should always be support if someone is facing a challenging time, but he expected people to 'meet the taxpayer who's paying for all this halfway'. Also from today, some people and their partners will have to have a completed Jobseeker Profile before their benefit can be granted, and an obligation 'failure' will now count against a person for two years rather than one.
