Labour-run council has ‘no excuse' for tax raid on its 33 second home owners
A Labour-run council introduced the second homes premium despite it affecting little more than 30 owners in its borough, The Telegraph can reveal.
Figures show there were just 33 second homes on Rochdale's database when it agreed to hit owners with double council tax bills under new measures intended to ease housing shortages.
They now face an annual average charge of £4,060, compared with £1,874 last year, according to Telegraph analysis.
Local authorities in England were given the power to charge a 100pc council tax premium from April 1 under laws passed by the previous Conservative government.
Unearthed government guidance shows that councils were told to only introduce the premium where 'appropriate' and 'take into account local circumstances'.
Second homes accounted for just 0.04pc of Rochdale's housing stock, yet the council opted to bring in the surcharge as soon as it could.
John O'Connell, chief executive of the TaxPayers' Alliance, said: 'These extortionate premiums were supposedly brought in to ensure that areas with high levels of second home ownership contributed to the local area.
'Even though that policy is wildly misguided, there is no excuse for councils to introduce it in areas with as little as just 33 second homes.'
He added: 'It will be of little surprise to taxpayers that politicians have spied an opportunity for a cash grab, and seized it with both hands.'
Back in 2023 when the topic of introducing the premium was raised, Rochdale council said there were 33 second homes in the borough. Implementing the surcharge was expected to raise £60,000 in additional income.
The council told The Telegraph the number of second homes has since increased to 245 due to the opening of a new town centre development. The figure equates to 0.2pc of the borough's housing stock.
The local authority is grappling with a housing shortage, but it has not been caused by the borough's small share of second home owners.
There are 1,729 homes run by social housing associations which are standing empty, according to the latest government figures. Of these, around half are in such levels of disrepair that they are unable to be let out.
The borough's high number of vacant homes comes as the council contends with a bulging housing waiting list of 9,000 people – one of the largest in the country.
Councillor Carol Wardle, Rochdale's cabinet member for finance, said: 'In November 2023 when this premium was approved, it was in addition to the removal of discounts on empty properties and on top of other measures aimed at persuading owners to bring properties back into use rather than leaving them empty.
'Our approach is in line with the majority of other authorities in Greater Manchester and with services still under significant financial pressure we will put the premium to good use for the benefit of the local community.'
Last year, the Ministry for Housing, Communities and Local Government said it was 'clear that it expects local councils to take into account local circumstances when determining where it is appropriate for a premium to apply'.
Other councils with minimal second homes include Watford, which according to government data has just 38 second homes. It has agreed to implement the premium from April 2026.
The findings come after The Telegraph launched a campaign to abolish the levy, which has been supported by several politicians.
Dozens of readers have been in touch to complain of exorbitant bills being issued on inherited family homes or properties that are used every week for work.
Telegraph analysis revealed local authorities are spending as little as 9p in every £1 generated from the raid on affordable housing, while other councils are sitting on hundreds of empty properties of their own.
A Ministry for Housing, Communities and Local Government spokesman said: 'We are determined to fix the housing crisis we have inherited, but we recognise local leaders are best placed to understand the impacts that second homes can have on their areas, including driving up housing costs and damaging local services.
'That is why local councils are now able to add up to 100pc extra on the council tax bills of second homes, and it is for them to decide whether to implement this.'

Home Office plans to spend £2.2bn of foreign aid on asylum support this year
The Home Office plans to spend about £2.2 billion of foreign aid to support asylum seekers this financial year, according to new figures. The amount of overseas development assistance (ODA) budgeted by the Home Office – which is largely used to cover accommodation costs such as hotels for asylum seekers – is slightly less than the £2.3 billion it spent in 2024/25. International rules allow countries to count first-year costs of supporting refugees as overseas development assistance (ODA). The figures, first reported by the BBC, were published in recent days on the Home Office website. The Home Office said it is 'urgently taking action to restore order and reduce costs' which will cut the amount spent to support asylum seekers and refugees in the UK. It also said it was expected to have saved £500 million in asylum support costs in the last financial year, and that this had saved £200 million in ODA which had been passed back to the Treasury. A total of 32,345 asylum seekers were being housed temporarily in UK hotels at the end of March this year. This figure is down 15% from the end of December, when the total was 38,079, and 6% lower than the 34,530 at the same point a year earlier. Asylum seekers and their families are housed in temporary accommodation if they are waiting for the outcome of a claim or an appeal and have been assessed as not being able to support themselves independently. They are housed in hotels if there is not enough space in accommodation provided by local authorities or other organisations. Labour has previously said it is 'committed to end the use of asylum hotels over time', adding that under the previous Conservative government at one stage 'more than 400 hotels were in use and almost £9 million per day was being spent'. Jo White, chairwoman of the Red Wall group of Labour MPs, told BBC Radio 4's Today programme on Saturday: 'We need to be looking at things like ECHR article eight. I don't think anything's off the table … including looking at new options such as processing abroad. 'So, we have to be open to see how we can move move that backlog as quickly as possible. I'm getting impatient. 'I know my colleagues in parliament are getting impatient and we're pressing the Government as hard as we can on this.' A Home Office spokesperson said: 'We inherited an asylum system under exceptional pressure and are urgently taking action to restore order and reduce costs. 'This will ultimately reduce the amount of official development assistance spent to support asylum seekers and refugees in the UK. 'We are immediately speeding up decisions and increasing returns so that we can end the use of hotels and save the taxpayer £4 billion by 2026. 'The Rwanda scheme also wasted £700 million to remove just four volunteers – instead, we have surged removals to nearly 30,000 since the election, are giving law enforcement new counter-terror style powers, and increasing intelligence sharing through our Border Security Command to tackle the heart of the issue, vile people-smuggling gangs.'

Government struggles to slash foreign aid spent on asylum hotels
The government is struggling to cut the billions of pounds of foreign aid partly used to house asylum seekers in hotels, according to new figures. The £2.2bn Home Office estimate to spend £2.2bn of overseas development assistance (ODA) in this financial year is only slightly less than the £2.3bn spent in 2024/25. The vast majority is used for the accommodation for asylum seekers who have arrived in the UK, with recent figures showing more than 32,000 were being housed in hotels at the end of March. Labour has pledged "to end the use of asylum hotels" and the government says it has reduced the overall asylum support costs by half a billion pounds, including £200m in ODA savings, which had been passed back to the Treasury. Prime Minister Sir Keir Starmer has said he will cut the overall ODA from its current level of 0.5% of gross national income (GNI) to 0.3% in 2027. Foreign aid is supposed to be spent on providing humanitarian and development assistance in other countries, but the UK is allowed to count refugee-hosting costs as ODA under internationally agreed rules. Labour MP Sarah Champion previously said a "scandalously large amount" of ODA has been diverted to the Home Office and has called for a cap on how much can be spent supporting asylum seekers and refugees in the UK. Dawn, there is nothing funny about October 7
Dawn French has become the latest 'national treasure' to betray a complete lack of understanding of the conflict in the Middle East. Following hot off the heels of that other self-styled Professor of Palestine, Gary Lineker, the comedian insisted there was nothing 'complicated' or 'nuanced' about the ongoing war in Gaza. In a video posted on X, she put on a whiny childish voice to mock Israelis over invoking the October 7 attacks, in which 1,195 people were murdered. Credit: X/@Dawn_French 'Bottom line is no,' she insisted. Then, in a childish voice: 'Yeah but you know they did a bad thing to us. [Serious voice] Yeah but no. [Childish voice] But we want that land and there's a lot of history and urgh… [Serious voice] No. [Childish voice] Those people are not even people are they really? [Serious voice] No.' Like so much of French's output, she appeared under the illusion that she was being funny. In fact, it amounted to an obnoxious and offensive piece of useful idiocy, dressed up as performance art. Imagine being so warped that you would dismiss the rape and murder of Israeli women – the slaying of children and babies – as 'a bad thing'. The implication is that Israel does not have a right to defend itself. That it has acted disproportionately. But there is nothing remotely proportionate about recording a video about Gaza without even mentioning Hamas. Almost everyone and everything you can think of is funnier than Dawn French. What's truly hilarious is that these luvvies think they have enough expertise to emote on such issues. Like your average 'Free Palestine' ranting student marcher, her infantile outburst appeared to have largely been informed by things she's seen on social media. Anyone with any actual knowledge of the region understands that it is, in fact, an extremely complex issue with a very chequered history. Oh, and that it involves terrorists.
