Notorious judge dismissed amid accusations of criminal activity, power grab
The High Council of Justice has dismissed Judge Pavlo Vovk, the head of the liquidated Kyiv District Administrative Court (OASK), who has been charged with creating a criminal organization and attempting to seize power, according to an official announcement published on March 18.
Vovk was held responsible for "committing a significant disciplinary offense, gross or systematic neglect of duties that is incompatible with the status of a judge or revealed his incompatibility with the position he holds."
The Anti-Corruption Action Center reported that Vovk failed to appear before the High Council of Justice and instead submitted multiple appeals, including requests for the recusal of council members and postponement of the proceedings.
The speaker at the meeting, High Council of Justice member Oksana Kvasha, proposed dismissing Vovk. All 14 council members supported the proposal.
Vovk has become a symbol of systemic corruption and judicial impunity in Ukraine. He and other judges from his court face charges of usurpation of power, obstruction of justice, organized crime, and abuse of authority.
In December 2022, Ukraine's parliament voted to dissolve the Kyiv District Administrative Court, which had been mired in corruption scandals under Vovk's leadership. President Volodymyr Zelensky signed the decree, making it law.
On Dec. 9, 2022, the U.S. Department of State sanctioned Vovk to mark International Anti-Corruption Day, imposing visa restrictions and potentially freezing his assets.
Ukraine's High Anti-Corruption Court is hearing the criminal case against Vovk and his accomplices. For years, prosecutors, investigators, and courts have obstructed and delayed cases against him.

False claims Rodrigo Duterte 'won US anti-corruption award' stem from parody news site
"Philippines President Rodrigo Roa Duterte was recognized by the US Department of State as one of its 12 International Anti-Corruption Champions for demonstrating leadership, courage, and impact in preventing, exposing, and combatting corruption," reads part of a Facebook post shared on February 24, 2025. It includes a picture of the Southeast Asian nation's former leader. The post surfaced as campaigning for mid-term elections in the Philippines kicked off, with the political future of Duterte's daughter in the balance (archived link). The House of Representatives impeached Vice President Sara Duterte in early February following the spectacular implosion of the fragile alliance between her family and that of President Ferdinand Marcos. An impeachment trial, on charges that could see her barred from office, will be held in the Senate where a dozen open seats are up for grabs in the May vote. Similar claims the ex-president received an award for fighting corruption were also shared on Facebook, including in a pro-Duterte group with over 150,000 members, as well as on Instagram. "PRRD the best Philippine president. Nobody can put a good man down!" read one comment on the posts, using initials for the former leader. Another read: "Congratulations! We need to be led by another Duterte -- VP Sara Z. Duterte." But the former president has not been recognised by the US State Department as an international anti-corruption champion, as the posts claim. Former US Secretary of State Antony Blinken launched the International Anti-Corruption Champions Award in 2021, and Duterte does not appear in the lists of champions for 2022, 2023 or 2024 (archived here, here, here and here). The only awardee from the Philippines is Mayor Victor Sotto of the Pasig City suburb of the capital Manila, who was recognised in 2021 (archived here and here). Sotto was described as "a standard-bearer for a new generation of Philippine politicians who prioritize anticorruption and transparency initiatives in their election campaigns and in office". Text at the bottom of the circulating picture reads "CDN STRICAL", indicating it is from "Cebu Dairy News" which parodies local media organisation CDN Digital (archived here and here). In their X bio, Cebu Dairy News describes itself as: "Cebu's leading satire/spoof/parody news entity." AFP has previously debunked posts misrepresenting content from Cebu Dairy News. Philippine news organisations Rappler and Vera Files debunked claims the post was genuine news when it circulated in October 2021 (archived here and here). AFP has debunked other false claims swirling around the upcoming Philippine elections.

Puerto Rico governor asks Trump to intervene after Venezuela's Maduro threatened to invade the US territory
The governor of Puerto Rico pleaded for President-elect Trump to intervene after Venezuelan dictator Nicolás Maduro threatened to invade the U.S. island territory. In a letter addressed to Trump, Gov. Jenniffer González-Colón said, "[J]ust a few days after holding an illegitimate swearing-in ceremony in a desperate attempt to cling to power in Venezuela," Maduro "publicly proposed an invasion of Puerto Rico." Maduro, who was sworn in for a third six-year presidential term despite international condemnation of his recent reelection as illegitimate, made the threat Saturday at the end of the "International Anti-Fascist Festival" hosted in Caracas. The socialist dictator made an apparent reference to Trump's remarks eyeing U.S. control of the Panama Canal and Greenland, stating: "Just as the North has an agenda of colonization, we have an agenda of liberation." Maduro vowed that the "freedom of Puerto Rico is pending, and we will achieve it with Brazilian troops," according to Latin America Reports. "This is an open threat to the United States, our national security, and stability in the region," González-Colón told Trump. "I trust your incoming administration will swiftly respond and make clear to the Maduro regime that, under your leadership, the United States, will protect American lives and sovereignty and will not bow down to the threats of petty, murderous dictators." González-Colón, a Republican and member of the pro-statehood New Progressive Party, also reiterated how Puerto Rico is home to Fort Buchanan – the only U.S. Army installation in the Caribbean – and National Guard facilities like Camp Santiago, Fort Allen, and Muniz Air National Guard Base, "all of which strategically support exercises and operations conducted by the U.S. military and our partners." The letter went on to say how Puerto Rico also hosts "critical U.S. Coast Guard and U.S. Customs and Border Protection assets and units that help secure our borders and combat the drug trafficking networks that fund the Maduro narco-regime." She noted that the United States shares a maritime boundary with Venezuela in Puerto Rico.
