Gurgaon civic body invokes law for up to 5 years in jail for illegal waste dumping

Gurgaon: At a time when the sight of garbage strewn on roadsides becomes ever so common, Municipal Corporation of Gurgaon (MCG) has announced stringent measures against illegal dumping of waste. It has invoked Section 15 of the Environment (Protection) Act, 1986, to warn violators that they could be fined up to Rs 1 lakh and may land in jail for up to five years. The crackdown, officials said, is to tackle violations mostly by bulk waste generators (BWGs), contractors, and vehicle operators who dispose of waste at non-designated sites. The civic body issued a public notice, highlighting the rampant illegal dumping of municipal solid waste, construction debris, and other refuse in unauthorised areas. This, it said, has led to significant environmental damage, persistent public nuisance, and violations of statutory norms. MCG commissioner Pradeep Dahiya emphasised the importance of compliance. "All bulk waste generators, RWAs, institutions (hospitals, malls, schools, etc.), by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Could This NEW Collagen Blend Finally Reduce Your Cellulite? Bulk waste generators are mandatorily required to process their waste at source or hand it over to an authorised waste collector," he added. Despite these measures, residents argued that the corporation must address systemic issues, such as inadequate monitoring, poor waste segregation infrastructure, and lax enforcement. They stressed that the real challenge lay in ensuring consistent enforcement rather than allowing the order to become a "mere paper threat". Sudakshina Laha, the RWA general secretary of Sushant Lok-2 and 3, voiced concerns about the corporation's reliance on subcontracting. "MCG has sub-contracted a majority of its services. However, a city cannot run on sub-contracting alone. The contractors want to run the show in their own ways, which may include hiring low-cost labourers, etc. The civic body does not do any monitoring and governance. If anybody is found dumping waste, penalising them may be a necessity, but are they doing enough to find a long-term solution to the problem? MCG must deploy their full-time staff for these services, instead of being dependent on subcontracting," she added. Following the notice, MCG imposed a Rs 1 lakh fine on Army Decorators — an agency responsible for door-to-door garbage collection — for illegally dumping waste in a vacant plot in Sector 57. Residents caught the agency's vehicle in the act and promptly informed the corporation. Commissioner Dahiya responded to the complaint by instructing officials that a fine be imposed on the company, reiterating that negligence would not be tolerated. He also urged residents to report any illegal dumping activities to the corporation to ensure prompt action against offenders. "Yes, the civic body's crackdown is a step towards addressing Gurgaon's garbage crisis. But the effectiveness of these measures will depend on consistent enforcement and addressing underlying systemic issues," a resident said. 13-year-old girl kidnapped in Prakasam dist over financial dispute, rescued

Vijayawada: A 13-year-old schoolgirl district was rescued by police after she was allegedly kidnapped in Chimakurthy of Prakasam over a financial dispute between her father and a person named R Eshwar Reddy (33). Eshwar Reddy abducted the girl and demanded money. Special teams tracked him using CCTV and vehicle checks, rescuing the child safely near Kavali in Nellore district. According to superintendent of plice (SP) A R Damodar, the eighth-grade student of Vidya Niketan School in Chimakurthy left campus around 12:30 pm after attending Independence Day celebrations. Outside the school, a man who was previously acquainted with her family when they lived in Tirupati allegedly lured the girl by offering to take her home and suggesting they pick up sweets, then left the area with her on a motorcycle. The SP said the suspect soon telephoned the girl's father, demanded repayment of money he claimed was owed, and threatened to harm the child if his demand was not met. The family approached Chimakurthy police station, after which senior officers were alerted. The SP constituted special teams across Prakasam and neighboring Nellore districts. All check posts were directed to conduct intensive vehicle checks, and Nellore police were put on alert. Using technical surveillance and CCTV footage, teams identified the motorcycle number and tracked movements along the corridor toward Tirupati. A team intercepted the vehicle near Kavali in Nellore district and safely rescued the child. The accused identified by police as Eshwar Reddy, from the Tirupati area—was taken into custody. Police registered a case and said further investigation is underway, including inquiries into the financial dispute alleged by the suspect. The SP stated that schools and parents have been urged to reinforce student safety measures, including educating children not to accept rides or approach unknown persons, and to promptly report any suspicious contact. Institutions were advised to ensure comprehensive CCTV coverage and cooperate with law enforcement during emergencies. Stay updated with the latest local news from your city on Times of India (TOI).
