Nizam was conferred the Darjah Datuk Seri Setia Pahlawan Yang Amat Dihormati (SSPK), which carries the title 'Datuk Seri Pahlawan', at an investiture ceremony held at Istana Anak Bukit here.
The Sultanah of Kedah, Sultanah Maliha Tengku Ariff; the Raja Muda of Kedah, Tengku Sarafudin Badlishah; and the Tunku Mahkota of Kedah, Tunku Shazuddin Ariff, also graced the ceremony.
Also present were Kedah Mentri Besar Datuk Seri Muhammad Sanusi Md Nor, state secretary Datuk Seri Norizan Khazali and members of the state executive council.
Sultan Sallehuddin also conferred the Darjah Datuk Seri Setia Pahlawan Yang Amat Dihormati (SSPK), which carries the titles 'Datuk Seri Indera Setia' and 'Datuk Seri Derma Wangsa', respectively, on Tun Zaki Tun Azmi and Tan Sri Syed Azman Syed Ibrahim.
Three individuals were awarded the Darjah Dato' Setia Pahlawan Negeri Kedah Yang Amat Dihormati (DSPK), which carries the title 'Datuk Pahlawan'. They were Royal Malaysian Air Force Joint Force Commander Lieutenant General Datuk Zahani Zainal Abidin and Royal Malaysian Navy Deputy Chief Vice Admiral Datuk Ts Shamsuddin Ludin.
Kedah Public Works, Natural Resources, Water Supply and Environment Committee chairman Mohamad Yusoff Zakaria received the Darjah Dato' Setia Sultan Sallehuddin Kedah (DSSS), which carries the title 'Datuk'.
Six individuals were conferred the Darjah Dato' Setia Diraja Kedah (DSDK), which also carries the title 'Datuk'. They were Kubang Pasu District Officer Muhamad Mahazi Ibrahim; Malaysian Ambassador to Bahrain Shazryll Zahiran; Road Transport Department director-general Datuk Aedy Fadly Ramli; Malaysian Anti-Corruption Commission Investigation Division director Datuk Zainul Darus; Honorary Secretary of the Kedah State Council of Justices of the Peace Ahmad Fatahi Omar; and Fuji Electric Malaysia Sdn Bhd executive director Chong Nee Hwa.
The Darjah Dato' Setia Pahlawan (DDSP), which carries the title 'Datuk', was bestowed on the Ministry of Defence's Logistics Division Assistant Chief of Staff Brigadier General Abd Hafiz Ahmad and Malaysian Armed Forces Director of Infantry Brigadier General Saiful Bahari Zainol.
Four individuals received the Darjah Setia Sultan Sallehuddin Kedah (SSS), namely Kedah Agriculture, Plantation and Transport Committee chairman Dzowahir Abdul Ghani; Kedah Human Resources, Chinese, Indian and Siamese Communities and Non-Governmental Organisation Committee chairman Wong Chia Zhen; Ayer Hitam assemblyman Azhar Ibrahim; and Tunku Putri Nur Asma Dato' Paduka Tunku Ja'afar Laksmana.
Eight recipients were conferred the Setia Diraja Kedah (SDK), among them Sungai Petani Municipal Council president Tunku Iskandar Shah Tunku Muszaffar Shah; Pendang district officer Nasrun Mohd Sheriff; consultant cardiologist and electrophysiologist at Sultanah Bahiyah Hospital Dr N. Kantha Rao; and Veterinary Services Department senior director Dr Mohd Noor Hisham Mohd Haron.
Also receiving the Setia Diraja Kedah (SDK) were Public Works Department Building Facility Maintenance Branch director Ir Ahmad Shahruzi Ahmad; Kedah Forestry Department director Muhamad Abdullah; Kedah Squash Association president Andrew Lim Hwa Eng; and Kedah Sailing Association deputy president Mohd Afendy Abdullah.
A total of 34 individuals were honoured with the Ahli Mahkota Kedah (AMK); 11 received the Ahli Setia Pahlawan (ASP); 24, the Bintang Perkhidmatan Cemerlang Kedah (BCK); 46, the Bintang Kebaktian Masyarakat (BKM); four, the Ahli Cemerlang Semangat Jerai Kedah (ASK); 27, the Pingat Perkhidmatan Cemerlang Kedah (PCK); 41, the Pingat Jasa Kebaktian (PJK); and 22, the Pingat Perkhidmatan Lama (PPL).- Bernama

KPWKM ready to provide input on anti-bullying tribunal proposal
PUTRAJAYA: The Ministry of Women, Family and Community Development has expressed its readiness to provide input on the proposal to establish a tribunal to address bullying cases involving students and children. Minister Datuk Seri Nancy Shukri confirmed this commitment following the launch of the Wall of Iron Strong programme by Danone Malaysia. She explained that KPWKM's involvement stems from its responsibility for the Child Act 2001 and other related legislation. 'The ministry that plays a fairly important role is our ministry (KPWKM),' Nancy told reporters. 'We are just waiting for it to be brought to the Cabinet and will provide input based on what is presented, as we are responsible for the Child Act 2001 and other acts concerning children.' She added that the ministry would need to assess the tribunal's relevance to their jurisdiction. 'However, we may have to look at what is relevant to the it falls within the jurisdiction of our ministry (KPWKM), we will work hard on it; (otherwise), it may be under the Legal Affairs Division (BHEUU).' Nancy welcomed the proposal to establish the tribunal, emphasizing KPWKM's consistent commitment to collaboration. She stated that KPWKM had always been committed to collaborating with all parties for the welfare and well-being of children. Prime Minister Datuk Seri Anwar Ibrahim previously announced that the tribunal proposal would be brought before a Cabinet meeting. Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said will present the proposal. Azalina had earlier confirmed the government was studying the need for an Anti-Bullying Act with emphasis on establishing a tribunal. She highlighted the importance of policy-level discussions involving multiple ministries. 'Discussions at the policy level were crucial, as each relevant ministry, including KPWKM, the Ministry of Education, the Ministry of Higher Education, and the Ministry of National Unity, had its own views on the enforcement aspects of the act.' Azalina also noted the current lack of specific legal definitions or penalties for bullying offences. Separately, Nancy announced KPWKM's continued collaboration with Danone to enhance children's welfare. The Wall of Iron Strong programme represents a joint effort with the National Population and Family Development Board to tackle anaemia. Danone's Iron Strong Study revealed alarming statistics about childhood anaemia in Malaysia. 'One in three children aged six to 36 months was at risk of anaemia,' Nancy shared. 'The findings revealed that children aged six to 12 months face the highest risk at 34.5 per cent, with the risk remaining high at 27.7 per cent for those between 12 and 36 months.' She emphasized that these figures represent real challenges faced by Malaysian families. 'These figures are not just statistics; they reflect the real challenges faced by many families in Malaysia, particularly young parents striving to provide the best for their children.' Nancy stressed the serious consequences of iron deficiency on child development. 'Iron deficiency was not a minor issue, as it could affect children's growth, learning ability, and self-confidence.' The government supports mandatory screening for iron deficiency at children's clinics nationwide. 'This move is also in line with the 13th Malaysia Plan, which underscores the importance of preventive healthcare and expanding access to infrastructure and basic services, including in rural areas.' - Bernama

Govt to draft new act for early childhood education in 13MP
KUALA LUMPUR: The Education Ministry will draft a new Act on early childhood education to ensure comprehensive and effective regulatory oversight, said Education Minister Fadhlina Sidek. Speaking in the Dewan Rakyat, she said that as part of efforts to enhance educational outcomes, the government, under the 13th Malaysia Plan, will introduce a comprehensive transformation that addresses every level of learning. "In the context of early childhood education, a new Act will be drafted to ensure comprehensive and effective regulatory oversight," he said in her winding-up speech on the 13th Malaysia Plan. When tabling the 13th Malaysia Plan, Prime Minister Datuk Seri Anwar Ibrahim said the government will make preschool education compulsory from the age of five to enhance educational outcomes. Fadhlina added that she echoed Datuk Seri Saifuddin Abdullah (PN-Indera Mahkota)'s suggestion for preschool curriculum to be developed based on the developmental needs of children. She said the ministry would introduce the Preschool Curriculum 2026, which will be anchored in the School Curriculum Framework 2027. "This curriculum emphasises character building, self-confidence, values of compassion, and resilience through experiential approaches that are age-appropriate. "Accordingly, the national preschool curriculum will be made mandatory for all early childhood education institutions, with emphasis on human dignity (karamah insaniah), character development, critical thinking, and life skills. "To ensure its successful implementation, mastery of this curriculum will be prioritised," she added. She added that the ministry has also expanded access to preschool and leveraged on all available spaces, including in secondary schools, Teachers' Education Institute (IPG), vocational colleges, among others. "The priority is to ensure that parents and the community are encouraged and made aware of the importance of preschool education. "We also see that the new 2026 preschool curriculum is very important," she said. She added that under the 13th Malaysia Plan, the government will establish a National Education Council (NEC) tasked with coordinating, monitoring, and recommending strategic interventions. She said the ministry, along with the Higher Education Ministry, is working closely to prepare a Joint Cabinet Memorandum, which is expected to be tabled in mid-September 2025. In terms of membership, she said, the NEC will comprise representatives from various ministries, government agencies, academia, industry, NGOs, and GLCs to ensure that decisions made are inclusive. "The establishment of the NEC will serve to coordinate and monitor the implementation of policies, as well as to identify appropriate intervention measures to ensure that the education system remains relevant and effective," she said.

Court shuts the door on Peter Anthony's last appeal — ex-Sabah minister to serve three years over falsified UMS contract
PUTRAJAYA, Aug 20 — Former Sabah Infrastructure Development Minister Datuk Peter Anthony will serve his three-year prison sentence after failing in his bid to review his conviction and sentence for falsifying documents related to a Universiti Malaysia Sabah (UMS) maintenance and service contract. A Court of Appeal three-member panel here, consisting Justices Datuk Azman Abdullah, Datuk Noorin Badaruddin and Datuk Hayatul Akmal Abdul Aziz, today dismissed Peter's review application. In reading the court's decision, Justice Azman said there was no breach of natural justice as the applicant (Peter) had been accorded the right to be heard at his appeal. He added that the absence of the issue relating to a police report lodged by a witness, the late Mohd Shukur Mohd Din, in the broad grounds of the Court of Appeal did not amount to a miscarriage of justice as the matter had been clearly addressed in the appellate court's full judgment. 'We find that there was no miscarriage of justice as P4A (the police report) was argued extensively,' he said. Justice Azman also said the court's assumption has been supported by the Court of Appeal's full grounds of judgment, where the issue on the police report was thoroughly discussed, adding that it was not the court's duty to rehear evidence and facts that have been decided on. In the police report dated Aug 9, 2018, Mohd Shukur, then UMS deputy vice-chancellor, claimed that his statement recorded by the Malaysian Anti-Corruption Commission (MACC) in Kota Kinabalu on July 20, 2017 was untrue, as he had been placed under pressure. He alleged that the last paragraph of his statement was concocted to implicate Peter. The police report was only discovered by Peter after his trial concluded. In February last year, he applied to the Court of Appeal to adduce new evidence under Section 61 of the Courts of Judicature Act 1964. The court admitted the police report, though Mohd Shukur had since passed away. Peter sought a review of the March 4 decision this year by a different Court of Appeal panel which upheld his conviction, three-year prison term and RM50,000 fine imposed by the Kuala Lumpur Sessions Court in May 2022. The 54-year-old has already paid the fine. The Kuala Lumpur High Court had, on April 18, 2023, affirmed the Sessions Court's ruling. Peter then appealed to the Court of Appeal but lost, prompting him to file the present review application. He was charged, in his capacity as managing director of Asli Jati Sdn Bhd, with falsifying a letter from UMS' office of the deputy vice-chancellor dated June 9, 2014 by inserting false statements with the intent to deceive. The offence was allegedly committed at the office of the principal private secretary to the Prime Minister, Perdana Putra, between June 13 and Aug 21, 2014. In today's proceedings, Peter's lawyer Mohamed Haniff Khatri Abdulla argued that the previous Court of Appeal panel had failed to directly address and give proper judicial consideration to the police report, which he claimed had prejudiced his client and resulted in a miscarriage of justice. He contended that although the deliberations were eventually included in the grounds of judgment issued on Aug 1, several months after the court delivered its broad grounds, it amounted to an afterthought. He urged that the case be remitted to the Sessions Court for a retrial. Deputy Public Prosecutor Wan Shaharuddin Wan Ladin, however, submitted that there was no breach of natural justice as the issue of the police report had been extensively argued before the appellate court. He said there were also no special circumstances to justify granting Peter's review application. Following today's ruling, Peter, who is the Melalap assemblyman, is likely to lose his seat as he has exhausted all legal avenues to set aside his conviction and sentence. However, no formal announcement has been made by the Sabah State Assembly on his status. — Bernama
