California Coastal Commission opposes SpaceX launch expansion on West Coast, again
LOS ANGELES, Aug 14 (Reuters) - The California Coastal Commission voted on Thursday against a plan by Elon Musk's SpaceX to nearly double the number of Falcon 9 rocket launches the company is permitted to conduct each year from Vandenberg Space Force Base, from 50 to 95. But as was the case when the commission voted last October to oppose a previous SpaceX launch expansion from 36 to 50 at the installation, the U.S. government can merely override the objections of California regulators and approve the latest plan. The U.S. Department of the Air Force, parent agency of the Space Force, has taken the position that the proposed launch expansion at Vandenberg, about 60 miles (97 km) northwest of Santa Barbara on the central California coast, is a federal activity exempt from further state oversight. A commission staff report countered that of 51 rockets launched last year from Vandenberg, SpaceX Falcon 9s accounted for 46 of them. While SpaceX flies some missions for the Defense Department and NASA, the enlarged launch operations SpaceX envisions are primarily for carrying payloads for the company's own Starlink satellite network, the report said. SpaceX also has sought to expand its launch facilities at NASA's Kennedy Space Center in Cape Canaveral, Florida. Air Force officials did not attend Thursday's commission meeting in Calabasas, north of Los Angeles, where the panel voted 11-0 against SpaceX. Neither representatives for SpaceX nor the Air Force could immediately be reached for comment. SpaceX has sued the California Coastal Commission over its previous objections, accusing the agency of singling out Musk's company for greater regulation in retaliation for his political views. In addition to allowing as many as 95 launches a year by the company's workhorse Falcon 9, the new plan would permit up to five Falcon Heavy rocket launches annually, and up to 24 landings by the company's reusable rocket boosters, twice as many as previously approved. Two new landing zones at the base would also be built. At-sea landings would also be increased. In recommending disapproval, commission staff cited what it called insufficient information about the plan and concerns over noise pollution and wildlife disturbance from more frequent, louder sonic booms as SpaceX launch activity escalates. The staff report also cited the need for more frequent closures of public beaches and campgrounds that lie within the launch hazard zones around the base.

While the main goal is to improve efficiency, a human touch will still be part of the process at this new facility, BMW said in a press release. A groundbreaking is scheduled for September of this year, and the facility is expected to enter operation in 2027. Efficiency Meets Personalization Located south of the existing paint shop at the Dingolfing factory, the Centre for Special and Individual Paintwork will cover about 21,000 square feet across two levels and will be staffed by up to 10 people. They'll work alongside robots, with the initial color coat applied by machine and any special touches—such as stripes, two-tone schemes, or other custom finishes—will be applied by hand. Finished paint will be dried by electric (rather than gas) heat, helping to lower environmental impact. Bodies will then get a final clear coat on the main production line. BMW offers up to 300 color shades for customers to choose from, not including special finishes for limited-edition models. The new facility will create a more efficient process for some of the lower-volume paint jobs, so that more cars can leave the factory with individualized paint, according to the automaker. BMW expects throughput times to fall by a quarter, with reductions in the cost per painted body as well. Personalization Options Soar BMW isn't the only luxury brand to emphasize personalization options. Mercedes-Benz recently opened an entire new facility for its Manufaktur division, which specializes in individualized options and limited-edition models. Hedge funds shift bets to double down on Big Tech amid AI boom
NEW YORK, Aug 14 (Reuters) - Wall Street's largest hedge funds, Bridgewater Associates, Tiger Global Management and Discovery Capital, increased their exposure to Big Tech in the second quarter amid a generational boom in the growth of artificial intelligence. During the June quarter, hedge funds cut their exposure to laggards in industries like aerospace and defense, and consumer and retail, as part of a broader move back to momentum investing. It marks a big shift from earlier this year when bets on Big Tech had soured for top money managers due to tariff-fueled volatility in financial markets, with investor concerns around rising inflation and fears of a bubble in AI triggering a sell-off in "Magnificent Seven" stocks. Since then, tech stocks have staged a big comeback. The S&P 500 (.SPX), opens new tab is up 10% so far this year, buoyed largely by the largest tech companies, which account for nearly a third of the combined market cap of companies on the index. Outside technology, some hedge funds, such as Lone Pine and Discovery, also bet on UnitedHealth Group (UNH.N), opens new tab. While backward-looking, these filings typically reveal what funds owned on the last day of the quarter and are one of the few ways hedge funds and other institutional investors have to declare their positions. The macro hedge fund founded by Ray Dalio more than doubled its bets in Nvidia. It ended June with 7.23 million shares in the chipmaker, or 154.5% more than it had at the end of March. Nvidia was Bridgewater's biggest bet in a single stock, totaling $1.14 billion. Its holdings in Alphabet and Microsoft went up by 84.1% and 111.9%, respectively, amounting to $987 million and $853 million. For the quarter ended June 30, the fund amassed another 2.65 million shares, valuing its current holding in America Movil at about $95 million. Citrone's hedge fund, which generated a 52% windfall on its investments last year, has increased its exposure to Latin America as part of a strategy to diversify from U.S. holdings. Chase Coleman's hedge fund added roughly 4 million shares of Amazon and ended June with roughly 10 million shares, worth $2.34 billion. The fund also increased its bets in smaller AI-players. It added over 800,000 shares in chip-making equipment supplier Lam Research Corp (LRCX.O), opens new tab, ending June with 5.26 million shares, valued at $512 million. Many changes in Philippe Laffont's Coatue Management portfolio were also around AI-related stocks. Both companies have boosted AI-related business initiatives. Coatue also increased its holdings in Nvidia-backed CoreWeave, adding 3.39 million shares in the second quarter, with its stake in the company worth $2.9 billion.
