
India doesn't seek a multipolar world — it's already here
India does not 'seek' a multipolar international system; the world is already multipolar. It is pragmatism that necessitates that international systems evolve to reflect this reality, not the foreign policy ambitions or 'grand strategies' of any particular state. As S Jaishankar put it in his book, The India Way, '… what appeared then (the end of the Cold War era) as permanent was a transient moment of American unipolarity, as it was with other powers in history before. Larger competitiveness and political contestation proceeded to return the world to a more natural diversity.' India does not seek to 'restrain' anyone but to safeguard its own sovereignty and territorial integrity — the distinction is paramount.
India's pursuit of strategic autonomy is not because it will help India become a 'superpower'. Strategic autonomy offers the space to optimally navigate an increasingly uncertain and fragmented world, which India is not alone in valuing. Moreover, it is reasonable for large and civilisational powers to seek as much freedom as possible while aligning, broadly, with like-minded nations.
The article also makes the bold claim that 'New Delhi, despite its often-confident rhetoric, is skittish about confronting Beijing unless pressed, even when it is backed by Washington'. There is a fine line between being skittish and being deliberate. New Delhi's holistic response to the Galwan clashes – both military and diplomatic – and its categorical rejection of China's efforts to challenge its territorial integrity hardly qualify as 'skittish'. Even US administrations have adopted a calibrated approach to China. In a speech in April 2023, Jake Sullivan, the former national security advisor in the Biden administration, said that America was for de-risking and diversifying but not for decoupling from China. Was he being skittish?
Tellis also criticises India for 'pushing against the United States on climate policy, data sovereignty and global governance', among others. That is strange. India faces the unenviable task of delivering a better tomorrow for 1.4 billion people while transitioning to cleaner sources of energy. High-income countries of today did not face the energy transition constraints that India does. Yet India is investing heavily in renewable energy while focusing on adaptation and energy demand management. It is worth noting that the current US administration has made providing Americans with cheaper energy its priority, and stated that global warming was a price to pay for delivering better lives to people.
Global governance has not kept pace with the economic performance and prospects of nations and, therefore, has become unfair and unbalanced. India is not alone in recognising the need for reappraisal of global governance institutions. This is not to impose its brand of hegemony but to enhance the capacity of such institutions to build consensus and act in the shared interests of all.
As far as data sovereignty is concerned, India is not acting against the interests of America but of a few American corporations. Data — personal and non-personal — of a country's citizens, assets and transactions are and should be sovereign unless there is express consent provided by the owner(s) of the data. The EU is asserting its digital sovereignty through the GDPR Act, the Digital Services Act, and the Digital Markets Act. The US has its own patchwork of state and federal laws, like California's CCPA, HIPAA for healthcare, COPPA for children's online privacy and the Gramm-Leach-Bliley Act for financial data to protect the privacy and safety of its citizens.
Lastly, the article bemoans the rise of 'Hindu nationalism' in India. It asserts that internal discontent in India, fuelled by Hindu nationalism, 'could also spill over into India's neighbourhood, as the ideological animus against Muslims exacerbates tensions with both Bangladesh and Pakistan'. Regarding internal discontent, an assumption has been framed as a conclusion. Until recently, India maintained excellent relations with Muslim-majority Bangladesh. India's relationship with several countries in the Persian Gulf has never been better. The recent multi-party delegations from India that went around the globe to explain what happened in Pahalgam and its aftermath featured members of all political and religious persuasions. This is a more effective response to the charge of 'illiberal nationalism' than any we can muster. Therefore, if there is a risk of aggravated tensions in the neighbourhood, it is far more likely to come from outside India's borders than from its embrace of its civilisational heritage.
There are some statements in Tellis's article that we find agreeable. As he states, 'with China on one side and an adversarial Pakistan on the other, India must always fear the prospect of an unpalatable two-front war'. However, such a prospect only strengthens the case for India to move forward with caution and flexibility. In the final analysis, the emergence of a multipolar world is simply a case of history marching to its own rhythm, as it always does.

EAM Jaishankar meets Russian President Putin in Moscow amid US tariff tensions
External Affairs Minister S Jaishankar on Thursday met Russian President Vladimir Putin and is understood to have discussed ways to further expand India-Russia ties. The meeting comes amid rising tensions rise between New Delhi and Washington over India's continued imports of discounted Russian crude, with the US slapping a combined 50% tariffs on Indian imports. On Wednesday, Russia said it had activated a 'special mechanism' to shield its energy partnership with India from possible US sanctions. Russia's Charge d'Affaires Roman Babushkin defended India's energy ties with Russia, calling Western pressure 'unjustified' and 'neo-colonial.' His comments followed renewed warnings from US Treasury Secretary Scott Bessent about possible secondary sanctions, in addition to existing tariffs imposed by the Trump administration.

Prominent US economist Jeffrey Sachs on Thursday strongly criticised President Donald Trump's decision to impose steep punitive tariffs on India, calling it one of the worst blunders in American foreign policy. In an interview on the Breaking Points show with Krystal Ball and Saagar Enjeti, Sachs said Trump's tariffs were 'not a strategy, but sabotage.' He warned that the move, instead of giving the US leverage, ended up pushing India closer to other emerging economies under the BRICS grouping. It's the stupidest tactical move in US foreign policy,' Sachs said, adding that the duties had 'unified BRICS like never before' and undermined Washington's own long-term interests in Asia. Calling Trump 'the great unifier of the BRICS,' Sachs noted that the 25 per cent tariff penalty quickly strengthened cooperation between Brazil, Russia, India, China and South Africa. 'The opposite of what Trump's advisers thought would happen is exactly what happened,' he said. The Columbia University professor did not hold back from criticising Trump's allies either. He labelled South Carolina Senator Lindsey Graham as 'the worst senator in the US' and 'a fool.' He also targeted Trump's former trade adviser Peter Navarro, calling him 'probably the most incompetent PhD my former department has ever granted.' According to Sachs, the tariffs caused lasting damage to trust between New Delhi and Washington. 'By going after India, a country the US has been cultivating for years, Trump destroyed trust overnight,' he said. He added that even if the tariffs are eventually withdrawn, India has already learned that 'you cannot trust the United States.' The economist stressed that the tariffs brought 'zero practical impact' in terms of negotiations, but 'completely undermined a strand of US foreign policy built up over decades.'

From Moscow, Jaishankar delivers a blunt rebuttal to barbs from US officials
NEW DELHI: External affairs minister S Jaishankar on Thursday responded to the Trump administration's repeated criticism of India's purchases of Russian crude by dispelling claims by senior American officials and saying the US itself had asked India to help stabilise global energy markets by buying Russian oil. (ANI) Jaishankar's remarks, made at a news conference with Russian foreign minister Sergey Lavrov in Moscow, were the first public response by a senior Indian minister to accusations by key figures in the US administration that India was profiteering by buying Russian oil and also helping fund the Russian war in Ukraine. Jaishankar later called on President Vladimir Putin. President Donald Trump has railed in recent weeks against defence and energy cooperation between India and Russia and contended that India sells Russian oil in the open market for profits without caring for people killed in Ukraine by the 'Russian war machine'. On Monday, White House trade adviser Peter Navarro repeated Trump's allegations in an article and accused India of being 'a global clearinghouse for Russian oil'. When Jaishankar was asked about Navarro's accusations, he declined to comment on the person but responded to the issue by rubbishing claims by American officials that India is the largest buyer of Russian energy. 'We are not the biggest purchasers of Russian oil; that is China. We are not the biggest purchasers of Russian LNG. I'm not sure, but I think that is the European Union. We are not the country which has the biggest trade surge with Russia after 2022, I think there are some countries to the south,' he said. Jaishankar clarified that over the past few years, the US had said that India 'should do everything to stabilise the world energy markets, including buying oil from Russia'. He added, 'Incidentally, we also buy oil from America, and that amount has been increasing. So, quite honestly, we are very perplexed at the logic of the argument that you had referred to.' The US is set to impose a 25% punitive tariff on Indian exports from August 28 over Russian oil purchases, which will be in addition to a 25% reciprocal tariff already in place. The external affairs ministry has defended India's purchases of Russian oil and military hardware, saying that these acquisitions are driven by national security and energy security interests and aimed at ensuring predictable and affordable energy for Indian consumers. The ministry has also said US efforts to penalise India are 'unjustified and unreasonable', especially when other countries haven't been targeted for oil purchases from Moscow. India increased the purchase of discounted Russian commodities, especially oil and fertilisers, after the US and its Western partners slapped sanctions on Russia over the invasion of Ukraine in early 2022. Russia soon displaced Iraq and Saudi Arabia as the main suppliers of crude to India, the world's third-largest oil importer. Russia jumped from providing less than 1% of India's energy needs to almost 40%. However, China imported Russian petroleum and crude worth $62.6 billion in 2024, while India's imports of the same items were worth $53 billion, according to data aggregated by the UN. On Wednesday, Russian officials dismissed concerns that sanctions and tariffs imposed by the US and the European Union would hit oil supplies to India and said Moscow has a 'very special mechanism' to get around punitive measures imposed by the Trump administration to curb energy trade.
