Supreme Court takes suo motu cognisance of report over dog bites leading to rabies
A bench of Justices J.B. Pardiwala and R. Mahadevan termed the news item published today in an English daily's Delhi edition as "very disturbing and alarming".
"The news item contains some alarming and disturbing figures and facts," the Bench said.
It said every day, hundreds of dog bites were being reported in the city and on its outskirts, leading to rabies and ultimately, children and the aged were falling prey to the dreadful disease.
"We take suo motu cognisance of this news item," the Bench said.
"Let this order be placed along with the news report before the Chief Justice of India for appropriate orders," it said.

Bizman gets bail from SC in land scam case
Ranchi: A division bench of the Supreme Court on Friday granted bail to Kolkata-based businessman Amit Agrawal in a land scam and money laundering case in Jharkhand, which was being investigated by the Enforcement Directorate (ED). During the bail hearing, Agarwal's advocates pleaded that the trial in the case is underway and it would take a long time to complete. They also informed that Agrawal has been in jail for over two years. ED had arrested Agrawal on June 7, 2023. His bail plea was rejected by the Jharkhand high court in April this year, after which he moved the SC. Suspended senior IAS officer Chhavi Ranjan, who allegedly facilitated the fraudulent transfer of land belonging to the Army to Agrawal, is also an accused in the case. Other accused included then sub-inspector of Bargai circle, Bhanu Pratap Prasad, Pradeep Bagchi, who impersonated himself as raiyyat, land brokers Afsar Ali, Imtiyaz Ahmad, Mohammad Saddam Hussain, Talha Khan, Faiyyaz Ahmad and Dilip Ghosh and three companies.

FIR in civil row, dowry case only after prelim probe: DGP
Lucknow: With the Supreme Court taking exception to UP Police turning civil disputes into criminal offences, director general of police (DGP) Rajiv Krishna has issued strictures to be adhered to while dealing with complaints of civil issues and dowry-related cases. To begin with, no FIRs will be lodged in such complaints without a preliminary probe by a gazetted officer, approved by the district police chief. If a case is purely civil in nature, like those related to breach of contract or recovery of funds, no criminal proceeding has to be initiated. The DGP stated that in matters appearing civil in nature — including contractual disputes, matrimonial issues and commercial disagreements — an FIR will not be registered without a preliminary inquiry by a gazetted officer, duly approved by the district SP/SSP/commissioner of police. This inquiry must be concluded within 14 days. He further stated that if a complaint clearly pertains to a civil matter where remedies under civil law have been or are being availed (such as money recovery or breach of contract), no criminal case shall be registered. He said that all chargesheets must clearly identify which accused committed what offence, and be based on specific documentary, oral, or forensic evidence. Avoid vague reproduction of FIR contents. Follow the evidential requirements of the Indian Evidence Act. Krishna said that for sensitive or serious cases, the case diary and investigative documents must be forwarded to the joint director, prosecution, for a legal opinion before the final report or chargesheet is filed in court. As per the SC's decision in Lalita Kumari v/s State of UP, a preliminary inquiry is recommended but not mandatory in five categories of cases: Matrimonial/family disputes, commercial offences, medical negligence, corruption and cases involving unexplained delay. Where applicable, this inquiry must precede the FIR. The DGP has directed all commissioners, district chiefs and supervisory officers to ensure compliance and disseminate these instructions to all investigating officers. Failure to adhere will attract departmental action, including disciplinary proceedings.
