China absolutely impossible factor to ignore in India's confrontation with Pakistan: Tharoor

WASHINGTON: China is an "absolutely impossible factor to ignore" in India's latest confrontation with Pakistan, Congress leader Shashi Tharoor has said, emphasising that a thaw in relations between Delhi and Beijing over the past few months was "seemingly making good progress" before the conflict.
Tharoor, who is leading a multi-party parliamentary to the US, said, "I'm not going to mince my words, but we are aware that China has immense stakes in Pakistan."
His remarks came during an interaction with representatives of think tanks organised at the Indian Embassy here on Thursday.
The largest single project under the Belt and Road Initiative is the China-Pakistan Economic Corridor, Tharoor said, adding that 81 percent of Pakistani defence equipment is from China.
"Defence may be the wrong word here. Offense in many ways," he said.
"China is an absolutely impossible factor to ignore in what has been our confrontation with Pakistan," Tharoor said.
He noted that despite the tensions between China and India since the Galwan Valley clashes in June 2020, "we had actually begun a thaw with China in September of last year, which was seemingly making good progress before this tragedy occurred."
Tharoor added that "then we saw a very different China" in terms of its practical support for Pakistan, even on the Security Council. "We have no illusions about what the challenges are in our neighbourhood, but I want to remind you all that India has consistently chosen a path of keeping open channels of communication, even with our adversaries," he said.
"We have tried as much as possible to focus on development, on growth, on trade. Our trade with China is still at record levels. It's not that we are adopting a posture of hostility, but we would be naive not to be aware of these other currents around," Tharoor added.
Pakistan is currently a non-permanent member of the UN Security Council.
Following the April 22 Pahalgam attack, the UN Security Council had on April 25 issued a press statement on the 'terrorist attack in Jammu and Kashmir' in which the members had condemned it in "the strongest terms."
"The members of the Security Council underlined the need to hold perpetrators, organisers, financiers and sponsors of this reprehensible act of terrorism accountable and bring them to justice," the press statement had said.
However, the press statement did not mention The Resistance Front as the group responsible for the attack after Pakistan managed to get the name removed with the support of China.
In October last year, India and China firmed up a disengagement pact for Depsang and Demchok, the last two friction points in eastern Ladakh.
Days after the agreement was finalised, Prime Minister Narendra Modi and Chinese President Xi Jinping held talks in Kazan, Russia, and took a number of decisions to improve ties.
External Affairs Minister S. Jaishankar met Chinese Foreign Minister Wang Yi in November last year in Rio de Janeiro on the sidelines of the G20 Summit and the two met again in February this year in Johannesburg.
During a conversation at the Council on Foreign Relations earlier in the day, Tharoor was asked about the Chinese military equipment that Pakistan used in the conflict against India and if there is a reassessment over this. "Frankly, the reassessment took place while the fighting was going on," he said.
He added that when India saw what the Pakistanis were attempting to do using Chinese technology, for instance, the 'kill chain' that the Chinese specialise in, where the radar, GPS, planes and missiles are all linked together and they react instantly.
"We simply did things in a different way. Otherwise, we wouldn't have been able to hit 11 Pakistani airfields and we wouldn't have been able to breach the Chinese-supplied air defences. So it's clear that assessments were taking place while the fighting was happening, and we were recalibrating our strategies in order to end as effectively as we were able to end," Tharoor said.
"The fact is China has immense stakes in Pakistan, the largest single project on the Belt and Road Initiative is the one in Pakistan - the China- Pakistan Economic Corridor. So we have no illusions about the degree of commitment that China may well be feeling towards Pakistan," he added.

Telangana suffered due to BRS greed for commissions: Uttam

HYDERABAD: Telangana has suffered a permanent loss in the irrigation sector due to the 'wrong decisions' taken by the previous BRS government and its 'greed for commissions', alleged Irrigation Minister N Uttam Kumar Reddy. In a press statement issued on Saturday, Uttam countered the claims made by BRS MLA and former irrigation minister T Harish Rao while making a PowerPoint presentation on Kaleshwaram earlier in the day. Uttam said that only 162 tmcft water was lifted from Godavari from Kaleshwaram in five years. The BRS termed Medigadda as the 'heart' of Kaleshwaram and though its construction was completed in 2019, officials lifted only 61 tmcft in 2019–20, 31.82 tmcft in 2020–21, 33 tmcft in 2021–22, 25.97 tmcft in 2022–23 and 8.93 tmcft in 2023–24, a total of 162 tmcft, he said. During the flood season in these five years, around 63 tmcft water went waste into the sea. How was the BRS government able to provide irrigation to 22 lakh acres with just 99 tmcft, he wondered. 'In July, 2022 the Annaram pump house was submerged in water. In the same year, all the motors of the Kannepalli (Medigadda) pump house were damaged. In that year, officials could lift only 25 tmcft,' Uttam said and recalled that the piers of Medigadda sank on October 21, 2023. While Farakka barrage was constructed with a rock foundation to divert Ganga waters, three barrages in Kaleshwaram were constructed to divert funds, he alleged. The minister recalled that a huge rally with elephants was taken out during the BRS regime after the KCR government signed an agreement with Maharashtra to construct a barrage at Tummidihetti. However, it was later shifted to Medigadda as they thought they could not get money if Tummidihetti barrage was constructed, he added. Uttam also informed Harish that Sriramsagar, Yellampali, Lower Manair, Upper Manair and Singur projects were constructed by previous Congress governments. 'The Congress government spent Rs 6,156 crore on Pranahitha-Chevella project before the formation of the state. Till 2016, the total amount spent on Pranahitha-Chevella was Rs 11,679 crore,' he said.

BJP behind Eatala's ‘change of heart', says govt whip

HYDERABAD: Congress MLA and government whip Aadi Srinivas on Saturday expressed his disappointment over former minister Eatala Rajender's 'failure to expose' alleged corruption in the execution of Kaleshwaram Lift Irrigation Scheme (KLIS). Addressing the media at the Congress Legislative Party (CLP) office, he said that contrary to expectations, Rajender did not reveal BRS president and former chief minister K Chandrasekhar Rao's involvement in the alleged scam while deposing before the PC Ghose Commission of Inquiry on Kaleshwaram. Srinivas alleged that the BRS and BJP were working hand in glove and said that was evident from Rajender's testimony before the Commission. The Congress MLA tried to highlight how Union minister and state BJP chief G Kishan Reddy had also previously asserted that Rajender would reveal crucial details about KLIS to the Commission. He pointed out that prominent BJP leaders, including Prime Minister Narendra Modi and Union Home Minister Amit Shah, had described Kaleshwaram as an 'ATM' for KCR's family and demanded an inquiry into the project. Srinivas also recalled Rajender's earlier statements, in which he labelled KCR as the 'whole and sole' of the Kaleshwaram project and called for the then CM's resignation. He alleged that the BJP was behind Rajender's change of heart and his current contradictory stance on Kaleshwaram.

It is known in India that only countries like Sri Lanka and Pakistan have been influenced by the debt game of China but here is a list of countries which have been caught under its debt trap policy. Pakistan is one of the courtiers which has faced massive pressure of Chinese loans in the recent decade. As per the data of International Monetary Fund (IMF) data, Chinese debt accounts for 23% of Pakistan's total foreign debt. The second country on the list is Maldives. An archipelago nation in the Indian Ocean, Maldives has been in news for the anti-India activities due to the massive influence China has created in the country with its loans. The third country on the list is Laos. The South East Asian country has been under the debt influence of China as China has provided it with a large amount of debt, making it a large part of its GDP.
