Grand designs: Greater Adelaide Regional Plan details vision for housing, jobs growth

A vision for the development of 316,000 new houses across the greater Adelaide area over the next three decades has been released by the State Government, promising to deliver much-needed housing stock with a view to creating vibrant, sustainable, green communities well-resourced by infrastructure.
The Greater Adelaide Regional Plan is the nation's first fully digital plan of its sort, and sets a framework for the development of housing across 11,000sq km stretching from Cape Jervis to Murray Bridge and Port Wakefield, and incorporating the towns of the Barossa.
Sally Smith, deputy chief executive, planning at the Department for Housing and Urban Development, says the Plan identifies land which can be used for housing construction, employment-related development with the scope to create 254,000 new jobs, as well as the necessary infrastructure.
It also provides increased protections for 88 per cent of Adelaide's food production areas, and will create a new Northern Park Lands, as well as open space and sporting facilities in new growth areas. Smith says the Plan aims to create vibrant new communities, well-serviced with infrastructure and social and employment opportunities. 'The Plan sets housing targets to be achieved across council areas and ensure housing choice will be provided across Greater Adelaide,'' she says. 'A key theme of the Plan is living locally, which is a focus on ensuring communities are sustainable and well serviced, whether it's renewal of an existing suburb or a new greenfield, master-planned estate.
'The Plan recognises that we need housing choice. As we continue to have an increased number of single-person households we need well-located smaller homes, but we also need family homes with room to move.''
Areas that have been identified for new homes are either already connected or close to infrastructure.
Where this is not the case, future investment in infrastructure will need to be considered upfront as part of the planning process through land preservation for infrastructure to support houses and employment areas, the state government says.
The Plan will work in concert with the government's housing roadmap, which looks at more urgent, short-term responses to increase housing supply.
'While the Plan looks to the long term it also has a focus on short-term actions, as we need to act now, and we are,'' Smith says.
'The plan includes 56 actions that need to be completed in the next two-to-five years. This is a huge work program to help address the delivery of affordable housing and employment land to support our growing population and the delivery of the State Government's Economic Statement. What I think we've achieved is a fantastic balance between providing new housing opportunities in strategic infill areas on large underutilised or vacant land that maximises existing infrastructure and services that support density, while also providing substantial greenfield pieces of land for long-term development.
'The housing pipeline in Greater Adelaide is assured and secure through the work of this Plan and the framework it sets.''
Smith says members of the public can use the Plan to keep abreast of what will be happening in their local communities, and can even plug in their own address as a starting point.
'We've created an Australian-first with our digital Regional Planning portal,'' she says. 'It is an amazing tool for all South Australians to access the planning vision for the state.
'It is a single source of information and mapping that outlines in detail all the elements of the Plan – housing and liveability, productive economy, natural resources and the environment, transport and infrastructure and, importantly, how we're going to implement it.
'The electronic plan allows you to search an address or an area and provides you with a wealth of information about the planning for that area. This provides an interactive experience as you can turn on different layers of information that are of interest to you. But if you prefer you can print a copy of the whole Plan, or tailor it to your interests.''
Community input key to vision
One of the key visions for the Greater Adelaide Regional Plan is to provide choice in housing options for the state's growing population, with an extensive 18-month consultation process finding that there was demand for a wide variety of housing formats, from traditional houses to granny flats.
Representatives from the Department for Housing and Urban Development held more than 70 engagement events over 18 months to inform the design of the Plan, to ensure that it is fit for purpose both in terms of types of housing stock, but also taking into account open space and employment opportunities.
The Department's director, strategic planning, Brett Steiner, says bringing members of the community into the conversation was vital.
'It was important to have robust discussions about something as important as the future vision for Adelaide, and to gain insights about housing needs and people's priorities for transport, parks and other community infrastructure,'' he says.
'We heard that the No.1 priority across Greater Adelaide was to provide a range of housing options and an affordable housing supply that meets the wide range of needs in our community. We have to encourage a mix of housing options like traditional houses, townhouses, apartments and granny flats to make sure everyone has a place to live and a home that suits them.''
The Plan has been successful in this regard, Steiner says.
'We managed to find ample opportunities over the next 20 years to create new estates and major land releases, more opportunities for apartment living like the Adelaide CBD and strategic infill in surrounding areas that are already near transport and jobs.''
The plan was formally launched at the Committee for Economic Development of Australia's SA State of the State 2025 event on March 17.
Work has already started on detailed planning for new land releases for housing and industry, as well as for major new community assets like the northern parklands 'to ensure that we continue Adelaide's reputation as one of the world's best-planned and most-liveable cities,'' Steiner says.
The Plan has a five-year rolling implementation strategy, with the state, the development industry and councils working together 'to ensure we properly plan and deliver new housing and infrastructure like transport, schools and health services in new communities''.
'All of the actions and progress reporting can be viewed live to ensure that we are being transparent and accountable to the community about our progress,'' Steiner says.
As well as built assets, liveability, open space and tree cover are also integrated into the plan. 'Providing new open space and increased tree canopy is a key strategy that underpins our plan for the future,' Steiner says.
'Adelaide has had a strong legacy in developing great parks through government leadership and action. This Plan builds on that legacy and lays out the creation of a new Greater Adelaide Open Space system. This includes the new Northern Park Lands and also sets a new target to achieve a 30 per cent tree canopy cover across metropolitan Adelaide over the next 30 years.'
Realising a vision for Adelaide's future
With Adelaide expected to grow by an additional 670,000 people in the next 30 years, a clear pathway to accommodate the city's transformation is crucial.
That's why State Planning Commission chair Craig Holden describes the Greater Adelaide Regional Plan as 'the most important and state-significant strategic planning work' the independent advisory body has undertaken since its inception in 2017.
Unveiled in March, the Regional Plan identifies where 316,000 new homes and associated infrastructure will be built.
'The Greater Adelaide Regional Plan identifies where housing, employment, schools, hospitals, urban greening and all the important community amenities will be located to support thriving, sustainable communities,' Holden says.
'Importantly, it identifies where the supporting infrastructure will need to be planned and prioritised over the next 30 years to ensure these ambitions are realised.
'The Plan identifies where we will grow to support our future projected population growth to provide confidence and certainty for our community looking for secure employment and affordable housing.'
Apartments and higher-density infill housing have been earmarked along major roads and public transport centres within the plan, which also highlights seven new greenfield growth areas – Murray Bridge, Two Wells, Roseworthy, Riverlea, Kudla, Victor Harbor and Goolwa – as the location for 96,000 new homes over the next 30 years.
A new linear park of more than 500ha is also planned to run from the Hills face at Uleybury, through Evanston Gardens and along the Gawler River.
'The Plan provides certainty that Greater Adelaide will continue to be a prosperous region that delivers housing diversity and economic opportunity while protecting our natural environment,' Holden says.
The strategy followed extensive research and engagement and formed an economic and social blueprint for the Greater Adelaide region to grow and prosper. 'Without a clear plan, we risk not delivering the critical housing, infrastructure, transport and services needed to accommodate the growth of the state,' Holden says. 'Planning is a fundamental element of building communities that are connected, cohesive, safe and climate-smart.
'The Greater Adelaide Regional Plan gives state agencies, industry, councils and communities not only certainty about the planning future for the region but can also be the catalyst for their own strategic work and decision-making. The Plan is the foundation for our state's economic progress.'
Unlocking doors for more homeowners
The Greater Adelaide Regional Plan is much more than a blueprint to open the doors of 316,000 new homes – it's an opportunity to 'reinstate South Australia's competitive advantage'.
That's the verdict of Hickinbotham Group managing director Michael Hickinbotham, pictured, who says the strategy – which identifies where SA's housing and other infrastructure will be built during the next three decades – is a critical document, with the 'potential to provide long-overdue direction for growth'.
'Done well, it can significantly ease the housing crisis by increasing supply, bringing land to market and facilitating the delivery of more homes where they're needed,' he says. 'There is a golden opportunity for South Australia to get this right.
'Every state is facing the same challenges – but high-quality, affordable communities and homes have long been a competitive advantage for South Australia.
'We need to reinstate that – and if we do, it will set up our state for the future. Get this right and South Australia won't just keep up – we'll set the benchmark for housing, growth and liveability.'
Hickinbotham, who is at the helm of South Australia's largest residential building company, says home ownership is 'one of the most significant concerns' facing many locals.
'The plan provides certainty that land will be available, and homes will be built,' he says.
'It opens the door for more South Australians to achieve home ownership and build their futures here.'
Hickinbotham says the strategy – designed to complement the State Government's Housing Roadmap, which identifies ways of boosting housing stocks in the short-term – will open the door to a host of far-reaching economic benefits for both the local housing industry and beyond.
'In an industry affected by cost volatility and planning delays, the plan is vital for sustained investment, supply chain stability and job creation,' he says. 'It follows years of uncertainty, giving industry the confidence to commit resources, scale-up activity and deliver the housing our growing population needs.
'Increasing, the supply of land and homes in strategic growth corridors will address the state's housing shortfall, accommodate our future AUKUS workforce and support regional industry growth.
'This will underpin housing affordability and create certainty for industry to plan, invest and build.'
Hickinbotham says South Australia needs the policy clarity and long-term direction contained within the Plan.
'Without a strategy like this, we risk fragmented and reactive development,' he says.
'With it, we can deliver well-planned communities that meet demand and support economic, development and population growth.
'It must now be backed by rapid rezoning, streamlined approvals and the provision of supporting infrastructure.'

They're more purpose-driven, politically aware, and emotionally tuned-in than ever before – but not in the way you'd think. A new report has lifted the lid on the inner workings of Gen Z in 2025, and it paints a picture far deeper than the overused avocado on toast stereotype. The Gen Z Wellbeing Index 2025 has revealed the subtle but powerful ways young Australians are reshaping their identities, values and mental health in an increasingly uncertain world. And some of the biggest changes are happening under the surface. On one hand, Gen Z is growing up. The report by online youth site Year13, and Scape – the biggest purpose-built student accommodation owner and operator in Australia – found there has been a marked rise in internal resilience, with more young people reporting a stronger sense of purpose and passion for hobbies. But on the other hand, their outer world is rattling them more than ever. Prominent issues such AI, political division, climate change and inequality are increasingly on their radar – and not just in a scroll-past it way. Year13 Co-Founder Will Stubley told young Australians are under increasing pressure. 'We can see the rising concerns of climate change, war and Artificial Intelligence sit alongside the perennial problems of youth like figuring out their future, fatigue and burnout,' Mr Stubley said. 'Figuring out their future in particular continues to be the most widespread problem for youth. 'As industries and technology are evolving and the cost of living stays high, many Gen Zs are feeling even more pressure to make the right decisions about their future,' he said. 'They want to know opportunity lies ahead of them but with so much change going on around us it means it's never been more important to show young people how they can fit into the modern world. 'The data shows a clear need for greater support around the transition from school to work as young people seek out future-focused pathways to give them secure careers. If we want to improve wellbeing we need to improve their readiness for the workforce,' Mr Stubley said. Gen Z is paying attention, and they're feeling it. The emotional toll is showing up in real terms, with OCD diagnoses on the rise, and major stressors such as education, unemployment and politics taking centre stage in their lives. Even politics, once a background noise for many, has doubled in prevalence as a reported wellbeing stressor. Concern about societal and political division has doubled from 22 per cent last year to 44 per cent today among young people, while it nearly doubled for Artificial Intelligence (42 per cent, up from 24 per cent) as well. Western Australian teen Milla Penberthy believes these external factors are definitely taking a toll on her generation. 'Most of us are a very progressive group of people and we are pushing for these rights,' the 18-year-old told Despite AI being a major concern for her peers, Ms Penberthy believes we should learn to work with it rather than fear it. 'It is such a helpful thing to have in our lives. I can see where the fear comes from become it's such a new concept, but we just need to remember that it's there to help us,' she said. Lyvia is an international student from Malaysia who has been living in Australia for three years. The 24-year-old said that as an international student she has to 'be updated on the political side of things.' 'Especially when it comes to things about my visa. You need to be watching to see what's changing and what's being removed,' she told Both Ms Penberthy and Lyvia said financial stress is at the forefront of their minds as they navigate living away from home. 'Obviously the cost of living in Sydney is very bad at the moment. So that's definitely a contributing stress factor,' Ms Penberthy said. In their quest to cope, Gen Z is diversifying their toolkit – swapping bar nights and fitbits for memes, listening to music and music. Screen based distractions such as gaming and social media are still big, but a noticeable swing towards non-digital self-soothing is on the rise. Lyvia told she founds comfort from the stressors of daily life with movies, and in her first year of her university studies enjoyed going swimming and volunteering, but said these days she is studying and working so much that she can't find the time for them. Ms Penberthy said she prefers to self-soothe offline, making sure she has time to pursue her love for netball and swimming. 'I love netball and swimming. I try to get myself out of my room at least once a day doing some form of exercise,' she said. Here's the curveball: Young Aussies are drinking and vaping significantly less. The number who never touched alcohol has jumped from 13 per cent to 22 per cent, and daily vaping rates have nearly halved. It's a fay cry from the doom-and-gloom headlines that once painted them as lost in a haze of nicotine and cheap savvy b. 'With all the new research that's coming through about how bad alcohol and vaping are, our generation seems to be realising that we need to stop doing it or decrease our use,' Ms Penberthy said. 'People are definitely becoming more aware.' However, confidence levels remain strikingly low, especially when it comes to self-image, with just 3 per of the broader Gen Z population reporting feeling 'extremely confident' about their looks. Interestingly, not all young Aussies are faring the same. Scape residents, according to the report, are the standouts – reporting better sleep, stronger mental health, and more energised morning than their national peers. Only 6 per cent reported poor mental health, compared to 17 per cent of the broader population. For all changes however, some things haven't budged. Young Aussies still aren't eating enough fruit and veggies, and sleephabits remain stuck – 78 per cent identifying as night owls, with phones, stress and anxiety keeping them awake. Perhaps most telling is what hasn't changed at all: the ever-present pressure of 'figuring out my future.' In a world that's changing fast, that looming question still hangs heavy over Gen Z's heads. Bottom line? Gen Z isn't spiralling – they're evolving. Quietly quitting the chaos, they're creating new paths to resilience, questioning the status quo, and taking their mental health more seriously than ever. But the pressure of an unstable world continues to shadow their progress. And while some might still dismiss them as chronically online or 'too sensitive', the data shows something else entirely: my generation might just be the most self-aware – and socially conscious – we've seen yet.

Tens of millions of dollars levied from developers in one of Melbourne's largest suburbs to be used for local infrastructure is set to be spent in other communities by the City of Wyndham, infuriating residents of Point Cook. The decision by the council to allow $24 million in developer contributions to be spent elsewhere in the municipality has also prompted a state government MP to call for integrity agencies to probe decision making. When new housing estates are built, developers make contributions to council with the money to go towards infrastructure. Last year it was revealed council had $36 million in Point Cook developer contributions, raised two decades ago, sitting in council accounts. Locals seized on the news, demanding their suburb — home to 70,000 people — receive the money for infrastructure, such as basketball courts or an aquatic centre. Council used a third for a community centre in the suburb, but a majority of councillors then allocated $24.4 million for a community space somewhere in Wyndham. He started an online petition to pressure the council to look after the suburb, which has fallen on deaf ears. "This is really wrong. A lot of the community probably didn't know … so I wanted to create awareness, to say this is happening, this what our council are doing to us, and it's not right,'' he said. Basketball is popular in the region but indoor courts for competition are scarce. Families have to travel across Melbourne's west to find a place to play. It's caused leagues to turn away players, shorten games to accommodate so many teams and create extra byes to fit everyone in. "It's ridiculous,'' Kate Coffey of the Altona Basketball Association said. State Labor MP for Point Cook Mat Hilakari said council was aware of the need for sporting infrastructure in the suburb but had failed to fix the problem. "Wyndham Council says that Point Cook requires the equivalent of 12 indoor basketball courts. We do not have a pool in Point Cook, and it is the largest and most multicultural suburb in the country," he told parliament last month. "Wyndham Council has no plans to rectify these massive gaps." He's also called for a probe from oversight agencies into council decision-making. "What is council doing behind closed doors in confidential meetings? Are these decisions being made formally or informally by a majority councillor-grouping to carve up these funds?" Mr Hilakari said in parliament in April. "We will not know, because we will not be told. "There are agencies to look into this, and they should — the Local Government Inspectorate, council monitors, the Victorian Ombudsman and more." Council has bristled at the suggestion of poor behaviour, writing to local government minister Nick Staikos saying it was concerning Mr Hilakari was using parliamentary privilege to "pedal misinformation and lies for a political attack that seeks to undermine community trust in council". Wyndham City says it has no legal obligation to spend the money collected in Point Cook in the suburb and any suggestion to the contrary was "false and misleading". Wyndham Mayor Mia Shaw said council was focused on exploring opportunities for a major regional community events space. "The majority of councillors think this is the best way to spend the residual developer funds — so that all residents across Wyndham and elsewhere can benefit,'' Cr Shaw said in a statement. "Our residents are telling us we don't have a venue for large events, that's why we're focusing on this new project. "In line with the good governance principles outlined in the Local Government Act, council must govern in the best interests of the whole of the municipality." She called on the state government to help fund projects such as a major basketball centre, which council could not afford to do on its own. The state opposition's special representative on the western suburbs Moira Deeming said it set a terrible precedent and eroded trust in governance. "I don't think it passes the pub test. Point Cook is famous for poorly planned, overcrowded roads and facilities," she said. "In principle, if people pay rates into a fund on the promise of that money being reinvested in their area, then that's what should happen."

Lida Mangal vividly remembers the "golden years" of her childhood in Afghanistan. "Life was full of joy in the small things," she said, before civil war forced her family to leave in search of safety. Decades on, Ms Mangal has found freedom in Australia — though her country of origin and the "very strong" women who remain there never leave her thoughts. So much so that she decided to employ as many as she could, more than 11,000 kilometres away. "It's a gender apartheid in Afghanistan now," she told the ABC. "I thought how could I provide a means of income to these women? They had experience in tailoring and textiles. Some were widowed or without a male companion … Afghan women deserve freedom." When the Taliban seized power in Afghanistan in 2021, restrictions on women snowballed. No colourful garments could be worn. No education. No employment. Then came the silencing of women's voices. That same year, Ms Mangal founded her business, Ghan Fashion, where she brings traditionally designed dresses from Afghanistan to Australia. Initially, she was able to openly hire women who were still working in Afghan textile factories, but in recent years, the "barbaric regime's agenda" has made that effort extra difficult. Now it's all done far more covertly. "I've got 20 women who are working now from home, because of the restrictions of the current regime. They have their own materials and equipment they use. I explain my designs … and they prepare and make it," she said. A former refugee and now Australian citizen, Ms Mangal works full-time in a separate occupation, as well as running her fashion business from her Western Sydney home. The garment transportation process is a challenge — the Taliban use sharp tools to check packages for anything being smuggled out of Afghanistan, meaning some of Ms Mangal's dresses arrive ripped and damaged. "There's no other option; we have to accept the way it is," she said. "Every garment has a story. A short distance from Ms Mangal's business is another Afghan-centred enterprise. Kabul Social, founded by Plate It Forward director Shaun Christie-David, is run by a team of predominantly female refugees from Afghanistan, bringing their country's flavours to Sydney's CBD. It was predated by Colombo Social, which has the same intention of celebrating culture and cuisine while employing migrants and refugees. "Seeing skilled Afghan chefs … connect with customers, rebuild their lives, and thrive with job security is so rewarding." Mr Christie-David said his aim was to "give people a chance that wouldn't get one otherwise", given the challenges of having international qualifications recognised in Australia. Marjorie Tenchavez is the founder and director of Welcome Merchant, a social enterprise that elevates refugee and people seeking asylum entrepreneurs. "It's challenging, it's costly and time-consuming," she said of certifying overseas qualifications. "Often they [refugees] have family members relying on them in their home countries as well. Refugee merchants also don't have mainstream access to much support, such as borrowing from the banks, given many are on bridging visas." Language barriers, a lack of local experience, visa uncertainties, and housing insecurity are additional challenges. "It's now more important than ever to give them a platform because there has definitely been a waning interest in the refugee space." It's a pertinent conversation, considering celebrations are currently underway for Refugee Week, from June 15 to June 21. Adama Kamara, deputy chief executive officer of Refugee Council of Australia, said the event was a way to champion the resilient nature of many refugees. "Refugees are among Australia's most entrepreneurial newcomers … this incredible drive, often born out of necessity and a desire to contribute, adds significant economic and social value," she said. Later this year, the 1 millionth permanent refugee visa will be issued since Australia's post-war resettlement program began in 1947, according to the Refugee Council. "It's important we recognise the contributions to Australia made by people who were once refugees," Ms Kamara said. "It's a powerful antidote to negative stereotypes, showcasing refugees not as a burden, but as dynamic contributors."
