Gig workers' union seek more protections, greater accountability from aggregators

The Telangana Gig and Platform Workers Union (TGPWU) called for more safeguards for workers, including a fixed minimum payment and greater accountability from aggregators and platform companies, and sought inclusion of specific recommendations in the draft Bill for gig workers.
The State government had released the draft Telangana Gig and Platform Workers (Registration, Social Security, and Welfare) Bill, 2025.
The union raised concerns over the lack of transparency in algorithmic systems that determine key aspects such as ride allocations and fare structures for workers. 'While we are glad that the Bill has been ciruculated, we are particularly concerned about the algorithms used to determine rides, payouts, and other aspects of work. A vast majority of workers do not understand how these systems operate,' TGPWU office-bearer Shaik Salauddin said.
'An important aspect that we are seeking is more clarity and accountability on the part of aggregators. We also want the minimum remuneration to be included. This should take into account waiting time, fuel costs, which have escalated over a period of time, and distance,' he said.
The union also sought mandatory registration of all workers at the onboarding stage, and transparency in algorithmic systems.
The unions have called for removal of the expression 'primary employer', arguing that it creates ambiguity, blurs the difference between it and the aggregator.
Protecting women workers from sexual harassment is another significant issue that has been sought. The TGPWU recommended that the Prevention of Sexual Harassment Act be integrated into the draft Bill. The Union stated that the draft Bill in its current form makes it unclear whether workers would be protected from sexual harassment.
Mr. Salauddin said that their suggestions have received backing from Hyderabad parliamentarian Asaduddin Owaisi, who is now a member of a parliamentary delegation that will travel abroad to present to the international community India's fight against terrorism.
In a letter addressed to the Labour Department, Mr. Owaisi endorsed the workers' recommendations, noting that the they would meaningfully contribute to strengthening the rights, welfare, and social security of gig and platform workers in the Telangana. Also recommended are mechanisms for dispute redressal, including provisions for appeals before a State-notified officer.

New Delhi: The government is in the process of making changes to the Seed Act to address the problem of spurious seeds, minister of agriculture and farmers' welfare, Shivraj Singh Chouhan said on Wednesday. The amended bill will ensure traceability of seeds and fix accountability, he said. "We are in the process of amending the Seed Act, which would be introduced soon," the minister added. A senior official in the agriculture ministry said the government would try to introduce the bill by the winter session of Parliament, which usually starts in the last week of November. 'We are working on the modalities and would try to introduce various measures so that quality seeds reach to the farmers,' said the senior official. One of the features will be a QR code to help farmers trace the origin of seeds, he added. Spurious or uncertified seeds are causing significant losses to farmers, leading to crop failures and financial distress. Fake seeds, often sold under the guise of reputable brands, fail to germinate or produce expected yields, leaving farmers with debt. In 2023-24, out of a total 133,000 seed samples tested, 3,630 were found sub-standard, minister of state for agriculture and farmers' welfare Ramnath Thakur said in a written reply in Lok Sabha on 11 February. The Seeds Act, 1966, which regulates the quality of seeds for sale, has been amended multiple times to improve seed quality and ensure access to high-quality seeds for farmers. The Act provides a legal framework around seed certification and systematic seed certification started in India in 1969. According to officials in the agriculture ministry, the amendment will be done in consultation with states and other stakeholders. Under the existing provision, certification of seed is not mandatory, and private players are currently selling seed as 'truthfully labeled'. In March the Haryana assembly had passed the Seeds (Haryana amendment) Bill, 2025 which has stringent provisions including imprisonment for one to three years and a fine of up to ₹ 5 lakh to prevent the production and sale of substandard or fake seeds. Additionally, the Central government is planning to strengthen equip seed testing labs with the latest technology. "We are in the process of upgrading the labs, the funds for which will be given to the states under PM-RKVY (Rashtriya Krishi Vikas Yojna)," said the official. Chouhan said that the government will also tighten pesticides legislation and may bring amendments to the existing laws to ensure quality inputs to farmers. The minister said many farmers have raised concerns about the quality of seeds and pesticides during an outreach campaign "Viksit Krishi Sankalp Abhiyan", a countrywide initiative running from 29 May to 12 June across all states and union territories, aimed at equipping farmers with information, tools, and technology for the kharif sowing season. Chouhan said, "The campaign was very successful. We engaged directly with 13 million farmers across 143,000-villages in 721 districts." As many as 60,281 programmes were conducted including in tribal, aspirational and border districts. 'Scientists will focus on demand-driven research based on farmers' feedback and many innovations done by progressive farmers would be popularized,' he added. Chouhan said the government will make KVKs (Krishi Vigyan Kendra) a nodal agency for better coordination among all stakeholders. There are 731 KVKs spread across the country, with almost one KVK in each district barring a few.

The proposal by the Karnataka government to increase work hours from nine to 10 hours daily and also allow increased overtime work is likely to be referred to the Cabinet before any decision is taken. This comes amid opposition from the Joint Committee of Trade Unions (JCTU) that represents eight trade unions in the State and the Karnataka State IT/ITeS Employees Union to the move. Based on a direction from the Centre that has asked the States to simplify the Act and rules that govern the working hours, the Labour Department circulated a draft copy of the Bill to amend the Karnataka Shops and Establishments Act, 1961, seeking to increase daily working hours and also increase the cap on overtime work. IT and ITeS companies, offices, pubs, bars, restaurants, hotels, and malls, among many others that offer commercial services, come under the purview of the Act. Even as Labour Secretary Rohini Sindhuri on Wednesday met stakeholders where opinions in favour of and against the proposed amendment were received from employers' organisations and trade unions, Labour Minister Santosh Lad told The Hindu that there would be more consultation on the issue. One more meeting 'The discussions started after Manoj Joshi (Secretary, Union Department of Land Resources) gave a presentation to the Chief Secretary to increase work hours to 10 hours and on ease of doing business,' the Minister said. 'We had called a meeting to elicit opinion on the proposal. We will also apply our minds. We will once again call the stakeholders' meeting.' Indicating that the matter could go to Cabinet, Mr. Lad said, 'We will take a call after seeking concurrence of the Chief Minister and all Cabinet colleagues. No decision has been made yet. Any decision, which will be taken, will be helpful to the working class.' The changes in labour laws that have been moved by the Centre and implemented already in some BJP-governed States are being discussed in Karnataka. The State has also set up a task force following a meeting on 'Compliance reduction and deregulation' being pushed by the Centre, to implement suggestions. Apart from suggesting an increase in daily work hours to 10 from the current nine hours, the proposed amendment to the Act seeks to allow an increase in daily overtime work from one hour to two hours, allow an increase in overtime hours in three continuous months from 50 hours to 144 hours. Unions oppose Meanwhile, the Karnataka State IT/ITeS Employees Union termed the proposal to facilitate 12 hours work a day (including two hours overtime) as 'modern-day slavery'. The union, whose representatives attended the meeting on Wednesday, said the amendment would allow the companies to go for a two-shift system instead of the existing three shifts. The JCTU, in its memorandum, seeking an immediate withdrawal of the proposal, said, 'After similar reforms in Gujarat, registered establishments showed a decline by 18%. Karnataka already has 32% graduate unemployment (AISHE 2023). Gender discrimination can increase since 78% of Karnataka's retail workforce is women and can create a hostile environment for working women.' The economic fallout and employment crisis will aggravate and could lead to compression of workforce by about 30%, it feared, adding that it would increase unemployment among youth in Karnataka. 'The proposal violates the State's own Labour Policy 2020 that guarantees eight-hour work culture,' the memorandum stated. In May, based on the Union government's directive, the State government had moved to change the shift hours under the Factories Act for workers. This move also received backlash from unions, following which the State government put the changes on the backburner.

HYDERABAD: Reiterating that land disputes continue to be critical issues in Telangana's socio-economic landscape, Revenue & Housing Minister Ponguleti Srinivasa Reddy on Tuesday urged district collectors to work with a clear focus on resolving land-related grievances. He emphasised that the Bhu Bharati Act was enacted to address the issues arising from past irregularities under the Dharani portal introduced by the previous government. Newly appointed collectors — P Pravinya of Sangareddy, K Hymavathi of Siddipet, Hari Chandana Dasari of Hyderabad and T Vinay Krishna Reddy of Nizamabad — along with Rajeev Gandhi Hanumanthu, Special Secretary, Registration & Stamps, Revenue department, met the minister at the Secretariat to discuss key issues. Speaking on the occasion, Srinivasa Reddy pointed out that hundreds of families in every village were still grappling with unresolved land issues due to flaws in the Dharani portal. He urged the officials to prioritise applications received during the revenue grievance sessions, and ensure just and timely resolution. Stating that the next two months would be crucial for the Revenue department, he directed the officials to resolve all pending, legitimate land-related issues by August 15, 2025. He underlined that it was the primary responsibility of district collectors to implement these schemes efficiently and deliver benefits to all eligible citizens.
