Government may introduce seed amendment bill in Parliament this year

New Delhi: The government is in the process of making changes to the Seed Act to address the problem of spurious seeds, minister of agriculture and farmers' welfare, Shivraj Singh Chouhan said on Wednesday.
The amended bill will ensure traceability of seeds and fix accountability, he said. "We are in the process of amending the Seed Act, which would be introduced soon," the minister added.
A senior official in the agriculture ministry said the government would try to introduce the bill by the winter session of Parliament, which usually starts in the last week of November.
'We are working on the modalities and would try to introduce various measures so that quality seeds reach to the farmers,' said the senior official.
One of the features will be a QR code to help farmers trace the origin of seeds, he added.
Spurious or uncertified seeds are causing significant losses to farmers, leading to crop failures and financial distress. Fake seeds, often sold under the guise of reputable brands, fail to germinate or produce expected yields, leaving farmers with debt.
In 2023-24, out of a total 133,000 seed samples tested, 3,630 were found sub-standard, minister of state for agriculture and farmers' welfare Ramnath Thakur said in a written reply in Lok Sabha on 11 February.
The Seeds Act, 1966, which regulates the quality of seeds for sale, has been amended multiple times to improve seed quality and ensure access to high-quality seeds for farmers. The Act provides a legal framework around seed certification and systematic seed certification started in India in 1969.
According to officials in the agriculture ministry, the amendment will be done in consultation with states and other stakeholders. Under the existing provision, certification of seed is not mandatory, and private players are currently selling seed as 'truthfully labeled'.
In March the Haryana assembly had passed the Seeds (Haryana amendment) Bill, 2025 which has stringent provisions including imprisonment for one to three years and a fine of up to ₹ 5 lakh to prevent the production and sale of substandard or fake seeds.
Additionally, the Central government is planning to strengthen equip seed testing labs with the latest technology. "We are in the process of upgrading the labs, the funds for which will be given to the states under PM-RKVY (Rashtriya Krishi Vikas Yojna)," said the official.
Chouhan said that the government will also tighten pesticides legislation and may bring amendments to the existing laws to ensure quality inputs to farmers.
The minister said many farmers have raised concerns about the quality of seeds and pesticides during an outreach campaign "Viksit Krishi Sankalp Abhiyan", a countrywide initiative running from 29 May to 12 June across all states and union territories, aimed at equipping farmers with information, tools, and technology for the kharif sowing season.
Chouhan said, "The campaign was very successful. We engaged directly with 13 million farmers across 143,000-villages in 721 districts." As many as 60,281 programmes were conducted including in tribal, aspirational and border districts.
'Scientists will focus on demand-driven research based on farmers' feedback and many innovations done by progressive farmers would be popularized,' he added.
Chouhan said the government will make KVKs (Krishi Vigyan Kendra) a nodal agency for better coordination among all stakeholders. There are 731 KVKs spread across the country, with almost one KVK in each district barring a few.

NAGPUR: A 30-year-old Gram Panchayat member and BJP leader was brutally murdered on Tuesday morning in Saoner tehsil, allegedly by individuals linked to the land mafia. The victim, Atul Patil, was stabbed to death at Pipla, which falls under the jurisdiction of Khaparkheda police station in the district. Patil, a vocal whistleblower who had exposed several land scams, had filed multiple complaints against illegal land dealings, including schemes orchestrated by village sarpanch Vishnu Kokadde, a Congress leader and a close associate of former Maharashtra minister Sunil Kedar. The murder has sparked outrage and raised political temperature in the region, especially as the Zilla Parishad (ZP) elections are near. The police have arrested two suspects in connection with the murder - Himanshu Kumbhalkar, 19, who is the prime accused, and Vishnu Kokadde, 41, who had previously faced charges of forgery and cheating in a ZP land allotment scam exposed by Patil. According to police sources, Patil had used the Right to Information (RTI) Act to uncover fake documents used to develop unauthorised layouts. His complaints led to the registration of cases against Kokadde, a Gram Panchayat secretary, and others. It is alleged that Kokadde and his wife, former Nagpur Zilla Parishad president Muktabai Kokardde, misused their political influence to issue fraudulent No Objection Certificates (NOCs) and earn crores of rupees through illegal land deals. Senior Inspector Arvind Katlam of Khaparkheda police station revealed that Kumbhalkar had called Patil out of his house under the pretext of resolving an old dispute. 'As Patil stepped outside, he was ambushed. A brief scuffle broke out, but Kumbhalkar overpowered him and stabbed him multiple times,' said Katlam. Patil was rushed to a nearby private hospital but was declared dead on arrival. Both accused were produced in Saoner court, where Kumbhalkar was remanded to police custody till June 21 and Kokadde till June 19, for further investigation. The murder is also believed to be linked to the political rivalry between Patil and Kokardde in the area. However, police officials maintain that the land scam exposure appears to be the main motive. BJP leaders staged a 'rasta roko' protest demanding swift justice and immediate arrest of all those involved in the conspiracy. The agitation was led by local MLA Ashish Deshmukh and district president Manohar Kumbhare, who accused the authorities of failing to protect a whistleblower. Deshmukh has also demanded that the case be heard in a fast-track court. Meanwhile, security has been beefed up in the region to prevent any law and order issues.

Chandigarh: Punjab and Haryana high court declined the anticipatory bail plea of one of the accused in the high-profile Rs 23-crore cheating case involving alleged allurement sought in the name of the Prime Minister and the home minister to secure Lok Sabha ticket from Hisar seat. Denying bail to the petitioner, Justice N S Shekhawat of the HC observed in the detailed order released last week: "Two cheques of Rs 12 crores and 10 crores were taken from the complainant, which are yet to be recovered. Apart from that, the custodial interrogation of the petitioner would be required to know the names of others involved in the crime as well as to unearth the modus operandi adopted by the accused in the present case. " In this case, one Parveen Godara, a BJP functionary of Hansi town in the Hisar district of Haryana, was defrauded by the accused on the promise of getting him a ticket from Hisar for the 2024 parliamentary election for Rs 23 crore, out of which he paid around Rs 63 lakh. Based on his complaint, an FIR was registered at the city police station in Hansi on April 22, 2025. The matter will come up for further hearing after August 15. Between 2022-23 and 2025-26, Bengal was supposed to receive allocations. From 2016 to the next six years, West Bengal was allocated 50,593 crore under the 100 Days Work Scheme (MGNREGA). Allegations of irregularities surfaced in works amounting to only 9.20 crore, against which action was also taken. All related documents and records have been submitted to the Ministry of Rural Development. The court highlighted that the 100-day work scheme is a long-term, centrally funded project where money is directly transferred to workers' bank accounts. It stressed the importance of resuming the scheme in the public interest A division bench led by Chief Justice TS Sivagnanam observed that while instances of fund misuse had been proven in four districts, the suspension of the entire scheme for three years was unjustifiable. BJP leader Amit Malviya welcomed the HC Verdict calling it a huge blow to the Mamata Banerjee government. 'In a landmark ruling, the Calcutta High Court has ordered that the MGNREGA scheme in West Bengal must restart from 1st August 2025 -- a huge blow to the Mamata Banerjee government and a massive win in the fight against corruption. Here's what the verdict means: The scheme cannot be kept in abeyance indefinitely just because the State misused it. Control will now rest with the Central Government for strict monitoring -- Mamata Banerjee will no longer be able to loot. No retrospective payments -- only genuine beneficiaries will receive fresh entitlements. All recovered money from the scam will go to the Consolidated Fund of India, not to TMC's coffers. Since the Act itself hasn't been scrapped, the benefits must reach the poor -- and the Court has ensured that they will. This is a tight slap on TMC's corruption-ridden governance. The poor of Bengal will now get what is rightfully theirs. But make no mistake -- Mamata Banerjee will do everything to stall its implementation... because she cannot tolerate a system she cannot manipulate,' he posted on X. The Trinamool Congress also welcomed the verdict claiming that it vindicates the party's stand.
