
EC begins special training for BLOs in Bengal

Kolkata: A special training for booth level officers (BLOs) has kicked off in Bengal, the Election Commission said on Friday. Nearly 900 BLOs would attend the training at the city's Mahajati Sadan on Saturday, an official said, highlighting how such sessions have never been held in Bengal.
Trinamool questioned the timing of these special training sessions, asking whether they were linked to any special intensive revision (SIR) of voter rolls in Bengal.
Bengal chief electoral officer (CEO) Manoj Agarwal said: "SIR is not our domain. It will be decided by ECI. But booth level officers are critical to holding elections and election-related tasks. They are involved in all pre-poll processes. Such training sessions were never held before."

These trainings were first held in Delhi and nearly 1,000 BLOs from the state attended them, Agarwal said. "It began in Bengal on Thursday with Malda and, on Friday, it was done in East Burdwan. Four districts are being covered. Three BLOs from every constituency are taking part in this. After Kolkata, we have such programmes in Midnapore and Jalpaiguri," he added.
TMC has threatened to launch statewide protests, including at Nirvachan Sadan in Delhi, if Bengal voters are struck off rolls on grounds of (absence of) additional documents.

BJP has demanded a Bihar-like SIR rollout in Bengal.
The unease started with the commission asking Bengal govt to provide more "administrative and financial autonomy" to the state's chief electoral officer, requesting it to carve out a separate "election department" and give it a "separate budget". The EC also asked the state to quickly fill up vacant senior officers' posts in the CEO's office ahead of the 2026 assembly polls.
A source said Bengal govt has recommended nine names against three vacant posts for the EC to choose from. For the post of additional CEO, the state has proposed the names of Sudip Mitra, special secretary in the personnel and administrative reforms department, Sujay Sarkar, special secretary, Bidhannagar Municipal Corporation, and panchayat department additional secretary Sudip Sarkar.
For the post of joint CEO, the names of Samyajit Debnath, secretary of Staff Selection Commission, Bahnisikha De, additional secretary in the health department, and Arundhuti Bhowmick, additional secretary in the MSME department, have been proposed.
For deputy CEO, the state has proposed the names of Ranjan Chakraborty, deputy secretary in the power department, Priyaranjan Das, deputy secretary of PWD, and Rajib Mondal, land manager, Bidhannagar, urban development department.

She asked why the opposition should not continue to raise the issue when the matter pertains to voters' list. The Congress general secretary's remarks came after the Lok Sabha was adjourned till 2 p.m. due to protests by opposition parties demanding discussion on voter roll revision in Bihar. Absurd to link SIR in Bihar with Tamil Nadu, says Election Commission
Rejecting contentions linking the Special Intensive Revision (SIR) under way in Bihar with the 'adding' of about 6.5 lakh voters in Tamil Nadu, the Election Commission of India (ECI) has said that the SIR has not yet been rolled out in the latter State. 'It is, therefore, absurd to connect the SIR exercise in Bihar with Tamil Nadu. Such peddling of false statements with respect to the SIR should be avoided,' the Commission said in a social media post. The post, seeking to check facts in light of the charges made by former Union Minister P. Chidambaram, said, there was no need for political leaders to spread 'false information' with respect to the SIR exercisce being conducted by the ECI at the national level. 'As far as voters, who have permanently shifted from Bihar to other States and are 'ordinarily residents' in those States, are concerned, the exact figures can be known only after the SIR has been conducted,' the Commission said. Referring to provisions in the Constitution of India and the Representation of the People Act, 1950, the Commission said the enrolment of voters was with respect to the constituency in which they are an 'ordinarily resident'. The Commission further explained: 'It is for the voters to come forward and get enrolled in the constituency where they are eligible.' With regard to contentions being spread about the reported enrolment of 6.5 lakh voters in Tamil Nadu, the Commission termed them as 'false figures'. '[The] SIR has not yet been rolled out in T.N. [Tamil Nadu]. It is therefore absurd to connect the SIR exercise in Bihar with T.N. Such peddling of false statements with respect to the SIR should be avoided,' the Commission said in the post. Citing Article 19(1)(e) of the Constitution and Section 19(b) of the Representation of People Act, 1950, the Commission said every person who was an 'ordinarily resident' in a constituency shall be entitled to be registered in the electoral roll of that constituency. Section 20 of the RP Act, 1950, has provided the meaning of 'ordinarily resident'. 'Therefore, a person originally belonging to Tamil Nadu, but is ordinarily residing in Delhi, is entitled to be registered as an elector in Delhi. Similarly, a person originally belonging to Bihar, but is ordinarily residing in Chennai, is entitled to be registered as an elector in Chennai,' the Commission explained. It further rejected the contentions made by some political leaders over this issue as 'misleading and baseless.'
