Global Vaccine Reserves Helped Prevent 327,000 Deaths Since 2000: Study

Global stockpiles of vaccines under programmes supported by 'Gavi, the Vaccine Alliance,' helped prevent more than 5.8 million cases and 327,000 deaths from outbreaks in low- and middle-income countries since 2000, according to a new study.
The alliance, established in 2000, funds the roll-out and scale-up of new vaccines through routine healthcare systems and preventive campaigns.
The findings, published in the British Medical Journal (BMJ) Global Health, highlight life-saving impacts and economic benefits of nearly USD 32 billion due to outbreak response immunisation programmes aimed at containing vaccine-preventable disease outbreaks.
"For diseases with routine vaccination programs, maintaining high levels of population immunity is vital for preventing large outbreaks," lead author Dominic Delport, a PhD candidate at Burnet Institute, an Australian-based medical research institute and NGO said.
"But when outbreaks do occur, a rapid vaccine response typically provides the greatest protective impact for the population at risk -- and the faster the response, the greater the impact," Delport said.
The researchers added that with routine vaccination declining and also impacted by cuts to the US' foreign aid, the study highlights the ongoing need for an insurance policy against major outbreaks of diseases like cholera, Ebola and measles.
The study analysed 210 outbreaks across 49 low- and middle-income countries that occurred between 2000-2023 for five diseases -- cholera, Ebola, measles, meningitis and yellow fever.
Globally, routine vaccine coverage has been shown to falter, with a recent study published in The Lancet journal attributing this to persistent inequalities, challenges due to the COVID-19 pandemic, and a growth of vaccine misinformation and hesitancy -- factors which increase the risk of vaccine-preventable outbreaks, it said.
Low- and middle-income countries have been studied to bear the major brunt of these outbreaks.
Senior author Nick Scott, associate professor and head of modelling and biostatistics, Burnet Institute, said the global decline in routine vaccine coverage highlights the value of vaccine stockpiles as insurance against major outbreaks.
"Routine vaccine coverage is declining due to many factors including vaccine hesitancy and funding cuts for organisations like USAID and Gavi, and in many places gaps in coverage due to COVID-19 disruptions haven't been filled yet," Scott said.
"And as routine coverage declines, the prospect of more major outbreaks means there's a growing need for global vaccine stockpiles," the senior author said.
The authors wrote, "Across 210 outbreaks, ORI (outbreak response immunisation) programmes are estimated to have averted 5.81 million cases 327,000 deaths." The team also looked at the impact of outbreak response immunisation programmes in helping control large outbreaks in low- and middle before they became overly disruptive.
Larger outbreaks are linked with worse health and economic outcomes, often requiring more disruptive public health measures that involve travel interruptions and school and business closures.
"We found here that the presence of the (outbreak response immunisation) consistently resulted in smaller outbreaks (eg, reducing the percentage of measles outbreaks with more than 100,000 cases from 41 per cent to eight per cent)," the authors wrote.
"(Outbreak response immunisation) programmes are critical for reducing the health and economic impacts of outbreaks of vaccine-preventable diseases," they wrote.

Nashik: A district committee led by Ashima Mittal, the then Nashik zilla parishad CEO, has uncovered irregularities amounting to Rs 11 crore in the tender process to construct a 30-bed modular ICU at Nashik Civil Hospital and a 10-bed modular ICU at Malegaon during 2021-22 and procuring of medical equipment, said Nashik civil surgeon Charudatta Shinde on Thursday. The projects were financed through Centre's Emergency Covid Response Programme-II funds. The alleged irregularities include a part payment of Rs 3.4 crore made without any provision and a payment of Rs 7.7 crore for the purchase of medical equipment — both to the same company that was not even registered with the Food and Drugs Administration. Following complaints by the then Union minister of state Bharati Pawar and Nashik Central MLA Devyani Pharande regarding the tender process, the district-level committee headed by Mittal was set up to investigate the allegations. The committee conducted its inquiry and submitted a report to the commissioner of the National Health Mission, which oversaw the construction of the ICUs. Mittal has recently been transferred to Jalna as collector. The committee noted that the company was initially awarded the construction work of the modular ICUs for Rs 9.5 crore following the tender process. However, the then commissioner of NHM questioned the work order's issuance without state approval and ordered the work to stop. A revised proposal of Rs 6.7 crore was submitted, reducing the number of cubicles instead of revising the rates. Nevertheless, the company had already received a part payment of Rs 3.4 crore. "In this case, the notice has been issued to then civil surgeon Dr Ashok Thorat and the officials concerned. Their response is expected soon," said Shinde. Additionally, the committee found that the same company supplied medical equipment worth Rs 7.7 crore through 10 different tenders without being registered with the FDA, Thane office, and had provided forged documents. "As per the reports from the FDA's Thane office, the committee has said that the company by that name is not registered. The company has provided details of another Bhiwandi-based company, which means it has forged documents and cheated govt to get the tender for supplies. Therefore, it should be blacklisted, and a criminal offence should also be registered against it. We are in the process of filing the complaint with the police," said Shinde. Dr Ashok Thorat, the then civil surgeon, said he had received the notice and would respond accordingly. "We have received the notice about the issue. NEW DELHI: Minister of State for Communications Chandra Sekhar Pemmasani said on Thursday that the network data, traffic, and other details accumulated by Elon Musk's Starlink satellite internet service will be locally stored in India. He added that the domestic user traffic is not to be mirrored to any system or server located abroad. Pemmasani, in a written reply, informed the Rajya Sabha, 'Security conditions, inter-alia, include the establishment of earth station gateway(s) in India for providing satellite-based communication services with no user traffic originating from or destined for India to be routed through any gateway located outside India, no copying and decryption of the Indian data outside the country, and the Indian user traffic is not to be mirrored to any system/server located abroad.' US-based Starlink is the third satcom operator after Bharti-backed Eutelsat OneWeb and Reliance Jio-SES JV to secure all clearances for offering commercial broadband from space services in India, a market expected to grow exponentially in the coming years. Starlink received its Global Mobile Personal Communication by Satellite (GMPCS) permit last month. The Indian National Space Promotion and Authorization Centre (IN-SPACe) authorised Starlink's Gen 1 constellation to provide satellite communication services in India. Gen 1 is Starlink's low Earth orbit (LEO) network of 4408 satellites which can offer 600 Gbps throughput in India. India's top telecom incumbents, Reliance Jio and Bharti Airtel, earlier this year partnered with Musk's aerospace company SpaceX to deliver Starlink services in the country. The minister, meanwhile, said that the satcom sector is expected to generate employment as it is an emerging area. 'Satellite-based communication services is an upcoming area and, as any new economic activity would do, it is also expected to generate employment in the country, as it involves, inter alia, the installation, operation and maintenance of the telecom network including user terminal equipment,' Pemmasani said in his reply. Starlink now needs to acquire spectrum from the government and establish ground infrastructure for its services. Two other global satcom majors -Jeff Bezos-owned Amazon Kuiper and Apple's satcom partner Globalstar - are also awaiting approvals from Indian authorities.

Last Updated: Post-disaster images show a large fan-shaped deposit of mud and debris, about 20 hectares in size, formed at Dharali village, where Kheer Gad stream joins the Bhagirathi river As scientists investigate the cause of the deadly Uttarkashi flash floods, new satellite images from the Indian Space Research Organisation (ISRO) revealed the massive scale of destruction in the Himalayan region. Captured by Cartosat-2S satellite, the high-resolution images from August 7 after the disaster showed a distinct large fan-shaped deposit of mud and debris—spanning nearly 20 hectares (750 m X 450 m)—at Dharali village, where Kheer Gad stream joins the Bhagirathi river. The National Remote Sensing Centre (NRSC), Hyderabad, a centre of ISRO, conducted a rapid assessment, comparing the images on August 7 with the available cloud-free pre-event data from June 13, revealing the severity of the destruction. The images clearly captured the aftermath of the deadly flash floods—widened stream channels and altered morphology of the river, indicating the extensive damage to lives and infrastructure. The destruction is stark with the disappearance of several buildings in the flood-affected zone, likely submerged or swept away by the intense mud flow and debris. 'A number of buildings appear to be submerged with mud-debris in Dharali village. The satellite images would help the ongoing search and rescue operations to reach out to stranded individuals and restore connectivity to the isolated region," said the space agency, drawing attention to the increasing vulnerability of Himalayan settlements to disasters. However, ISRO noted that scientists are still trying to ascertain the main trigger of the flash floods, and the analysis is currently on. A cloudburst in the upper reaches was initially suspected to be the main trigger; however, there is no conclusive data yet to prove it. Earlier in the day, a separate analysis done by Uttar Pradesh-based earth observation and space data analytics company Suhora Technologies ruled out Glacial Lake Outburst Flood (GLOF) as the cause of the flash floods. The firm compared the high-resolution satellite images shared by ISRO with its own glacial lake inventory and said there was no glacial lake present upstream of Dharali village. 'We acquired the Synthetic Aperture Radar (SAR) imagery at 11:01 PM on August 5th through its platform, SPADE, which delivered the image in near real-time, enabling timely and accurate analysis of the disaster," it said in a statement. The catastrophic flash floods on Tuesday caused debris-laden flows over Dharali and Harsil villages in the Uttarkashi district of Uttarakhand, sweeping away homes, buildings, bridges, roads, and claiming human lives. With over six people confirmed dead and many still missing, the giant waves of water swallowed everything in their way.
