APNA condemns delay in foreign med graduates' registration
In a statement released here on Friday, president of APNA Dr A V Subba Reddy expressed deep concern over the ongoing issue. 'We are strongly condemning the unlawful delay in giving permanent registration certificates by APMC to the eligible foreign medical graduates,' he stated, highlighting the plight of these doctors, who are reportedly unable to practice due to bureaucratic hurdles.
Adding to their condemnation, Subba Reddy, who is also National Organisational General Secretary of FPHANAI (Federation of Private Hospitals and Nursing Homes Association of India), vehemently protested the arrests made during a recent demonstration. 'We are strongly condemning the unlawful arrest of the foreign graduates when they are doing their protest very peacefully without any disturbance to the public, traffic, or anybody.'
He particularly decried the methods used by law enforcement during the arrests. 'The way they have arrested and the objectionable way of behavior of police with the lady doctors, dragging them by catching their hair, it is more brutal behavior. We are strongly condemning it,' he declared, calling for immediate action and accountability regarding the alleged police misconduct.
The incident has sparked outrage among the medical fraternity, raising questions about the treatment of protesting professionals and the efficiency of the registration process for foreign medical graduates in Andhra Pradesh. Subba Reddy has urged the authorities to expedite the registration process for FMGs and to conduct a thorough investigation into the alleged police brutality.

VIJAYAWADA: Foreign Medical Graduates (FMGs) in Andhra Pradesh have accused an officer in the Andhra Pradesh Medical Council (APMC) of deliberately stalling their permanent registrations (PRs) for over 14 months, despite a High Court ruling in their favour. Of the 1,500 FMGs in the State, about 500 who have completed internships claim that they fall under the 2002 guidelines, not the National Medical Commission's (NMC) 2021 regulations, which apply only to students enrolled after November 18, 2021. They allege the APMC is wrongly applying the 2021 rules, even though NMC regulations and a June 19, 2024, notice make no distinction for Andhra Pradesh students. The FMGs raised concerns after the NMC, in response to the State government's appeal, clarified that FMGs must compensate for online study through extended offline courses. The NMC said complying with the AP High Court order would arbitrarily relax norms and advised the State to file a review petition on August 7. The AP High Court has issued two verdicts on FMG internships, and the APMC has filed a review petition. Speaking to TNIE, Dr Bathini Jessy Manisha, a 2016-2022 graduate from Yerevan State Medical University, Armenia, said, 'The Registrar has been repeatedly claiming we studied online, but hides the fact that after a brief online period during Covid-19, we returned abroad to complete classes, clinicals and exams in offline mode. Worse, they are counting holiday periods as 'online study duration' to inflate the timeline and deny us registration. This is a calculated attempt, not a mistake.' Dr Manisha completed 56 months of offline study and four months online between March and September 2020. She finished her internship at Kurnool Medical College in November 2024. 'I come under the 2002 regulations. The court has recognised our eligibility. Every delay costs us opportunities, mental peace and dignity,' she said. FMGs claim the APMC has ignored explicit court orders to issue registrations, seeking extensions citing 'lack of clarity' just before compliance deadlines, which they see as a deliberate delay tactic.

APMC files review petition in High Court seeking more time and clarity on July 9 judgment in FMGs' case
After a Division Bench of the High Court of Andhra Pradesh issued directions on July 9 that Permanent Registration be granted to a Foreign Medical Graduate (FMG) in a month of the judgment, the Andhra Pradesh Medical Council (APMC) on August 7 filed a review petition in the court seeking more time and clarity in the verdict. In the July 9 order, the Division Bench, comprising Chief Justice Dhiraj Singh Thakur, said Permanent Registration should be given to the FMGs who had compensated all the practical studies, which they had missed during the pandemic period, by taking up additional offline classes. It also referred to the NMC's public notice of June 19, 2024, and said if the APMC doubted the veracity of documents produced by an FMG, the burden fell on it to ensure the validity of the same. The same Division Bench had, on August 4, given another direction for issuing speaking orders as per the norms of the NMC in respect of four petitioners who moved the court seeking Permanent Registration. The APMC sought clarity in this verdict as well. The APMC filed a review petition following a written response from the National Medical Commission (NMC), which reportedly felt that the July 9 order of the court 'will result in arbitrary relaxation of norms prescribed by it for ensuring uniform standards of study across the county.' A copy of the response is yet to be shared with the media. According to a press release from the Department of Health, Medical Education and Family Welfare on August 8, the NMC suggested that the APMC file an appropriate application before the Division Bench seeking extension of time for complying with the July 9 verdict. As per the release, Special Chief Secretary M.T. Krishna Babu sought clarification from the NMC on August 5 on various subjects with regard to FMGs after discussing it with Minister for Health, Medical Education and Family Welfare Satya Kumar Yadav. The NMC, in its clarification on August 7, reportedly stated that physical study cannot be substituted by online study. It was said to have referred to the Foreign Medical Graduate Licentiate Regulations (FMGL) and Compulsory Rotating Medical Internship Regulations, 2021, which, in normal situations, required an FMG to undergo one year compulsory internship in India after completion of medical graduation in foreign medical institutions. The NMC, as per the release, said, for those affected by the pandemic or war, in addition to one year of compulsory internship, they were required to undergo one or two more years of clerkship in India to compensate for the period of stay in India. But, the FMGs maintained that the FMGL regulations apply to those who joined the medical course after November 18, 2021, and that they all had joined the courses before 2020. The NMC, according to the release, clarified that compensation certificates issued by the foreign medical institutions should contain all details of academic and clinical courses. The certificates need to be authenticated by the Indian Embassies in the countries where the FMG studied their course.

National Medical Commission seeks review of Andhra Pradesh HC order in foreign medical graduates case
VIJAYAWADA: The National Medical Commission (NMC) has reiterated that the quality of medical education cannot be compromised, particularly in the case of Foreign Medical Graduates (FMGs) whose clinical training was disrupted due to the COVID-19 pandemic and the Russia-Ukraine war. In a detailed seven-page clarification issued to the Andhra Pradesh government on August 7, the NMC emphasised that physical, on-site study of clinical courses is irreplaceable and cannot be substituted with online classes. The clarification came in the wake of two recent Andhra Pradesh High Court verdicts that have caused uncertainty over the mandatory internship period for FMGs. 'Upholding rigor of medical training is essential' The first judgment, delivered on July 9, directed the Andhra Pradesh Medical Council (APMC) to grant permanent registration to FMG Katta Vamsi within a month, even without confirmation from the Indian Embassy regarding the authenticity of his Kyrgyzstan medical degree. The second verdict, on August 4, ordered APMC to issue speaking orders for four FMG petitioners in compliance with NMC norms. Following these rulings, Special Chief Secretary (Health) M.T. Krishna Babu, after consultations with Health Minister Satya Kumar Yadav, sought clarifications from the NMC on key issues, including the required duration of physical, on-site study to compensate for time lost to online classes during the pandemic and the Russia-Ukraine war. The details to be included in the compensation study certificate issued by foreign institutions. The state government also asked whether the standard course duration must be extended to make up for online study.
