Controls on rent increases for new build homes will be relaxed under new plans to go to Cabinet on Tuesday.
However, existing tenancies will remain under the existing rent pressure zone system, which limits increases to the rate of inflation or 2%, whichever is lower.
Housing minister James Browne will bring his proposals for an overhaul of the RPZ system to a meeting of coalition leaders on Monday night and is expected to bring a memo to cabinet on Tuesday.
It is understood that the 2% cap in RPZs will remain in place for existing tenancies but that new tenancies will be more closely linked to the base rate of inflation.
It is expected that landlords will be able to change or reset rents between tenancies, a change from the current system which designates whether or not a home is in a rent pressure zone.
It it understood that Mr Browne wants this change alongside rental protections to prevent the likelihood of a landlord seeking to move people on or evict tenants.
In an unexpected move, the minister will also seek to legislate for minimum six-year terms for some renters. The landlord would be allowed reset the rent every six years to the current market rate.
The moves are part of an overall plan to attract international investment and kickstart the building of apartments particularly, as well as overhaul the RPZ system which was introduced in 2016 and was criticised by last year's Housing Commission report.
While the plans are yet to be finalised, they have already drawn some criticism from the opposition. Sinn Féin housing spokesman Eoin O Broin said that the plans would create a four-tier rental system and were "utter madness".

Security and rising product costs among retailers' concerns
Up to 100 local shops close annually in Ireland with at least three outlets shutting their doors every fortnight, according to the Convenience Stores and Newsagents Association (CSNA). It says the future of small, mostly family-owned shops around the country is a concern for many people, particularly those who live in rural Ireland. Flora Crowe employs around 50 people across two retail outlets in Sixmilebridge, Co Clare. Her family has a 40-year history in the retail sector, which she says is particularly challenging these days on the cost and security front. "We can't escape the cost of wages, and we don't know where we're going yet with the sick pay increase and the auto-enrolment scheme. "The fact they are paused is, I know, unfair on employees but we need a breather and if we can't afford to pay these wages there will be no jobs. "The last thing I want to do is cut hours. We have a fantastic workforce, and we don't want to lose anyone," Ms Crowe said. Newly-appointed President of the CSNA Sara Orme runs a retail and forecourt outlet, along with her husband Paul, in Devlin, Co Westmeath. Day-to-day running costs are also something that Sara is acutely aware of. "We're 19 years here in April. Electricity was the big cost after Covid and Ukraine. "We've had to become more energy efficient like doors on fridges and upgrade ovens. That has really helped. "Waste disposal is another one and we're really big here on recycling. We've really cut our prices there," said Ms Orme, who employs 14 people. 'People are finding it difficult' Gerry and Patsy Morrissey have been running Morrissey's shop and post office in Kilmurry McMahon in west Clare for more than 40 years. A member of the Morrissey family has operated the outlet since a shop was first opened at the location in 1869. Gerry Morrissey, who took over the running of the shop in 1980, said: "It's great to think that we have been here that length of time. We are proud of that." While Gerry and Patsy are the only full-time employees, rising product costs are also a significant factor. "Even the bar of chocolate is gone up so much," Patsy says. "Was it last week that butter and bread went up €1 between the two of them? "We don't get an extra euro in on our income. I'd say people are finding it difficult," Patsy reflected. Another big cost is security and it is one that is rising. "We're in business 40 years and we've always had a certain level of crime. But since Covid there has been a marked increase in crime," Ms Crowe said. "We've had our own burglaries, and we've had a massive increase in shoplifting. "CCTV can only take us over far. We've locks and grilles on our doors. Nobody wants it but unfortunately that's the way things are gone," she said. Sara Orme echoes that sentiment. "You have to be alert all the time. Sometimes it's the person you don't expect, and drive-offs are a huge issue with the fuel. "The margin on fuel is very tight. That €80 is nearly full cost gone and the chances of recouping that are very low," she said. 'Different times' for children of retailers While costs are a clear issue the issue of succession is also a concern. Not every son or daughter of a shop owner wants to take on the responsibility of keeping the show on the road seven days a week. "They're not all willing to put in the hours. They grew up in different times I suppose," Patsy Morrissey said. "Kids have more now than what we had when we were growing up and they don't want to be tied down seven days a week," she added. However, her husband Gerry is hopeful that a fifth generation of Morrissey's will step up. "We hope that one of the family members might take it on. They haven't really decided yet whether they will or not. "But hopefully down the line they might do that," he said. Flora Crowe is also hoping that one of her children will one day end up taking over from her. "The work is very hard and there's no escape from it, but I really hope that one of my kids do take it over," she said. On another note, Patsy Morrissey has some important advice for people who might intend working in or running a local shop. "No gossiping. You can be told the story but you don't repeat it back," she laughed.

Lift trapped group assessing Leinster House accessibility
A group of people with disabilities who were invited to Leinster House to deliver training on accessibility ended up "trapped" and "embarrassed" after a lift broke down in the parliamentary complex. The organisation, which provides disability awareness training, said they were "astonished" at how inaccessible Leinster House was after their visit to Dublin last year. In an email, they described supposedly accessible toilets that were not large enough to cater for wheelchairs, buses being refused access to drop off people with mobility issues, and a broken-down lift that left five members "stranded". They told the head of the Oireachtas that members were stuck in a corridor and "very embarrassed" as able-bodied people had to "edge" their way past them on their way to offices or lunch. A message said: "From the moment of our arrival, we encountered barriers and exclusion." The visit was made by members of the HSE Gold Star Disability Awareness Training programme and volunteers from Tipperary last June on the invitation of an Oireachtas member. In the email, they said the room where they delivered their training session was inaccessible on "a number of disability access levels". Then, when members were trying to go downstairs to the restaurant, one lift broke down and another was discovered to be out of service. The email said: "The lift to offer access to the lower corridor en route to the restaurant broke down when we had five people safely down, leaving others stranded at the top. "Once these five people tried to continue to access the restaurant, they were met with a note on the second lift that said, 'temporarily out of order'." The email continued: "Every person there was tired, embarrassed, disappointed, hungry and let down once more in terms of their rights to universal access and the dignity of using a toilet privately." It said these were just some of the issues that needed to be addressed and asked for a meeting with Oireachtas management. 'Sincere apologies' In response, Clerk of the Dáil Peter Finnegan expressed his "sincere apologies" for how the visit had unfolded. "We fell well short of the standards that people are entitled to expect when they visit their National Parliament," he said. A representative of the group returned in July to give advice on how Leinster House could be made more accessible for people with disabilities. However, progress has been slow, in particular around the replacement and upgrading of lifts, work that has be carried out by the Office of Public Works (OPW). In September, the representative of the group wrote again to ask if there had been any update. The Oireachtas said a public procurement process for a new lift would start soon and that an additional accessible toilet would be provided. A message said some toilets that had previously been marked "accessible" were no longer signposted as such and that training for all staff was scheduled for this year. In December, the group responded saying members were "very patient" but were "anxious to know that they are not forgotten". By April, they said they were "quite anxious" to see if changes had taken place and whether a return visit was possible. In response, Mr Finnegan said the new accessible toilet project was complete and a job coach [and] disability liaison officer was to be appointed imminently. However, the lift problem was proving a bigger challenge. "The advice provided by the OPW is that the project to install a new platform lift for the Member's restaurant will be more complex than just simply replacing the existing lift," Mr Finnegan said in an email. "The overall solution for the area requires changes to access and egress and some internal changes to offices and security posts." He added that while progress had been made, they were not "as far advanced" as they hoped, especially on the provision of a new elevator.

Usyk, the former undisputed world champion at cruiserweight and heavyweight, painted a bleak picture of what life is like in Ukraine and believes Trump needs to have a clearer comprehension of the situation. 'I advise American president Donald Trump to go to Ukraine and live in my house for one week, only one week,' Usyk, the WBC, WBA and WBO heavyweight champion, told the BBC.
