Texas House considering allowing employers to provide less health insurance

In most cases, your health insurance must cover a list of certain services such as cancer screenings even if you get it from your employer. The proposed Texas House Bill 139 could remove that requirement and let a company provide an "Employer Choice of Benefits Plan" that does not provide all those state-mandated services.
The bill was filed by Rep. Jay Dean, R-Longview, who is the chair of the House Committee on Insurance. Dean's office did not respond to questions from the American-Statesman on the bill.
State-mandated services include:
Providing coverage for newborn children, students, adopted children and certain grandchildren. This includes children up to age 26.
Supplies and services for diabetes care
Serious mental illness coverage
Childhood vaccines
Hearing screenings
Covering an out-of-network specialist when an in-network specialist is not available
Cancer screenings, including mammograms, colonoscopy or other colon cancer screenings, pap smears and prostate cancer screenings.
The health benefit plan would have to share with employees this disclaimer: "This Employer Choice of Benefits Plan, either wholly or partly, does not provide state-mandated health benefits normally required in health benefit plans in Texas. This employer health benefit plan may provide a more affordable health benefit plan for you, although, at the same time, it may provide you with fewer health benefits than those normally included as state-mandated health benefits in health benefit plans in Texas. Please consult with your insurance agent to discover which state-mandated health benefits are excluded from this health benefit plan."
The plan then has to give a list of mandated health benefits it is not providing.
If this bill becomes law on Sept. 1, "it would allow insurers to offer plans that fail to meet basic expectations that most Texas patients have," said Katherine McLane, spokesperson of Texas Coalition for Patients. She said the coalition believes this legislation would "throw away" 35 bills of protection from the past five legislative sessions.
The employer choice of benefits plan still would have to follow federal rules set by the Affordable Care Act, which does include preventative cancer screenings, newborn screenings and vaccines, for example.
The coalition worries that as the ACA continues to be attacked at the federal level, Texans can't rely on federal law to continue to uphold health care insurance protections, said the coalition's Talan Tyminski. "Mental health, children's health care, those would all be gone," she said.
Dean has another bill that also has the coalition frustrated. HB 138 would create the Health Impact, Cost and Coverage Analysis Program that would create a report of any added cost that mandated health legislation would have on insurance providers or the state, as well as individuals. That report also would analyze if the legislation would increase or decrease the use of health services.
The Center for Health Care Data at the University of Texas Health Science Center at Houston would create the report, but McLane worries patients and providers would be left out of the decision-making.
"This has the stink of big insurance all over it," she said. "We can't exclude patients and Texans from it and (from) taking a wholistic view of health care."

The news media has lost control

It has been said that journalists provide the conversation of democracy. That old adage is losing steam in this era, however, as the news agenda for the nation's rhetorical sphere is increasingly being framed by many and varied new voices. For decades, the journalism establishment exercised great power in deciding the topics and issues that Americans reflected over at the kitchen table or water cooler, and eventually at the voting booth. 'The news' was what primary gatekeepers such as The Associated Press, The New York Times and CBS said was news. Americans assumed that journalists brought particular and professional expertise to the agenda-setting function. Citizens also believed these reporters were representative of the nation's population, and therefore committed to creating a sensible, fair and wide-ranging news marketplace. News consumers respected journalists and trusted that the news industry was trying to serve a greater societal purpose. Long-time and legendary CBS news anchor Walter Cronkite was once widely considered the most trusted person in the nation. But the media establishment has largely squandered this lofty role and lost the confidence of news consumers. The news agenda has become infected with activism, hyperpartisanship and, at times, superficiality. The AllSides Media Bias Chart tracks the ideological leanings of a wide range of news outlets. Precious few achieve a centrist rating. Some receive a 'leans right' label, but most establishment news outlets receive a 'leans left.' Credibility ratings for the journalism industry have suffered as a result, and news consumers are looking elsewhere for information. Perhaps even worse, some citizens are just becoming news bystanders who no longer care about being informed. This void is being increasingly filled by all kinds of other voices, including podcasters, bloggers, social media provocateurs and even fringe, bombastic miscreants. On one level, this could actually be considered a good development. It is certainly the American way that everybody gets to have their say. The constitutional framers, indeed, intended that free press and free speech rights applied broadly to the wise and even the less than wise. The marketplace of news content need not be left any more to the machinations of a handful of elite, detached editors and producers in corporate media towers. The warping of the news agenda by supposedly professional journalists no doubt opened the door for the other players to emerge. And the old-time media have not yet figured out that squeezing the agenda won't work in the wide-open marketplace of the internet. The major broadcast networks provided minimal coverage last month of Director of National Intelligence Tulsi Gabbard's press briefing about a possible role of the Obama administration in the Trump-Russia collusion hoax. CNN dumped out of its coverage with a correspondent questioning whether the story deserved any time at all. Gabbard's comments deserved to be scrutinized, of course, but a DNI's pointed remarks are news. However, there are risks associated with having the nation's news agenda set by the rough and tumble atmosphere of social media, podcasters, influencers and zany characters. These actors are often more interested in buzz and vibe than deliberation and rational thinking. And now, in turn, traditional media cruise the internet looking for 'news,' trying to capitalize on the buzz of alternative agenda setters. There is little other way to explain the Coldplay concert couple or Sydney Sweeney's advertisement. And who would have figured a time when a key factor in a presidential election was which candidate did or did not go on Joe Rogan's podcast? Establishment journalism being influenced by the grassroots surely indicates a surrender by the news industry of its long-established responsibility to set an agenda of substance. Perhaps G.K. Chesterton had it right a hundred years ago when he mused, 'I am a journalist and so am vastly ignorant of many things, but because I am a journalist, I write and talk about them all.' But there should still be a key role for professional agenda-setters even in today's cluttered public sphere. Democracy and rational decision-making need an agenda based on deliberate and measured judgement, rather than chasing buzz and vibe. Professional editors and producers owe the nation a national dialogue based on relevance, high impact and perspective. A nation distracted by a shrill and superficial news agenda is unable to effectively address the serious challenges the nation faces.

Trump snapped up more than $100 million in bonds while in office

U.S. President Donald Trump has been on a multimillion-dollar bond-buying spree since taking office, investing in debt issued by local authorities, gas districts and major American corporations. Across 33 pages of filings to the U.S. Office of Government Ethics (OGE), dated Aug. 12, the president outlined 690 transactions that have taken place since he took office. The documents were made public on Tuesday. According to CNBC calculations, the purchases had a total value of at least $100 million, assuming the lower value end listed for each disclosed transaction. By law, the U.S. president, vice president and other select officials must periodically declare "reportable transactions" to the OGE. The precise value of these dealings does not have to be reported. The extensive lists filed earlier this month show that, over the course of this year, Trump has bought bonds sold by various entities, including local U.S. governments, as well as gas districts, water supply districts, hospital authorities and school boards. Trump also bought debt issued by an array of big-name companies. The documents point to purchases of between $500,000 and $1,000,000 worth of bonds issued by T-Mobile U.S., United Health and Home Depot each in early February. Later that month, he procured debt issued by Facebook and Instagram parent Meta, worth between $250,000 and $500,000. The White House did not immediately respond to a CNBC request for comment. Companies, governments and other groups issue bonds to raise capital to carry out projects, fuel growth, refinance existing debt or to bolster financial stability. Investors who purchase the bonds receive interest payments — either fixed or variable — over an agreed period, along with the return of the full loan amount at the end of that period. Some of the companies whose debt is now owned by Trump have been directly impacted by his policies or business dealings. The White House leader has a net worth of $5.5 billion, according to Forbes. In 2020 — the last year of his first presidential term — Trump was worth $2.1 billion, according to the magazine. Forbes has labeled the years between his two terms "the most lucrative post-presidency in American history" thanks to a series of ventures marketed to his supporters. Trump's political rivals have previously accused him of various conflicts of interest during his tenure as president. Under federal law, the president and vice president are exempt from some regulation relating to conflicts of interest among federal officials — but according to non-profit watchdog CREW, every modern president prior to Trump has opted to divest their business interests before taking office.
