Farmers stage protest, seek clearance for Kalasa Banduri Project

The Hindu22-07-2025
Farmers under the aegis of Kalasa Banduri Horata Samiti staged a demonstration in front of the office of Union Minister for Consumer Affairs Pralhad Joshi in Hubblali on Monday demanding early clearance for the Kalasa Banduri Nala Project.
The farmers, led by samiti president Vijay Kulkarni and others, took exception to the delay in giving environment and forest clearance to the project which has been pending for long.
The protestors said that Goa is unnecessarily creating hurdles to the project even after the Mahadayi Water Dispute Tribunal allocating water to Karnataka for utilisation through diversion of water from the Mahadayi basin to the Malaprabha basin.
They urged Mr. Joshi to prevail upon the Union government in getting the required clearance for the project. They subsequently submitted a memorandum on behalf of the samiti to MLA Mahesh Tenginakai and the former Minister C.C. Patil who visited the spot.
Samiti vice-president Babajan Mudhol and others led the protest.

480K backlog posts filled in central govt since 2016: Jitendra Singh

Occurrence and filling of vacancies, including the backlog ones, is a continuous process, Union Minister Jitendra Singh said on Thursday. "Instructions have been issued to all ministries/departments of the central government to constitute an in-house committee for identification of backlog reserved vacancies, to study the root cause of such vacancies, to initiate measures to remove the factors causing such vacancies and to fill them up through special recruitment drive," he said in a written reply in the Rajya Sabha. Each ministry or department is also required to designate a liaison officer of deputy secretary rank or above and set up a special reservation cell under their direct control to ensure compliance with reservation-related orders, said Singh, the Minister of State for Personnel. The minister was responding to queries on percentage of persons employed from the Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs) and Persons with Disabilities (PwDs) in central government services and whether "there still exists a backlog in employment of persons from the reserved categories", among others. "Occurrence and filling of vacancies, including the backlog vacancies, is a continuous process," he said. According to data, furnished by various ministries and departments of the government, around 4.8 lakh backlog vacancies in central government posts and services have been filled up since 2016, he said. "Ministries/departments of the central government have been advised from time to time, to fill up the vacant posts in a time bound manner," he added. Reservation is provided to OBCs at 27 per cent, followed by 15 per cent to SCs and 7.5 per cent to STs, in direct recruitment on all India basis by open competition in central government posts and services, the minister said. Further, in promotion, reservation is provided to SCs at 15 per cent and to STs at 7.5 per cent, he added. In case of Persons with Disabilities, reservation both in direct recruitment and promotion (upto the lowest rung of Group A) is provided at 4 per cent, he said. "Details of vacancies and posts filled up are maintained by the respective ministries, departments and organisations," Singh said.

Lakhimpur Kheri violence: SC questions UP Police inaction on witness' complaint of threat, bribe

The Supreme Court on Thursday questioned the Uttar Pradesh Police for not acting on a witness' complaint that he was threatened with 'dire consequences' and offered a bribe not to testify in the 2021 Lakhimpur Kheri violence case involving former Union minister Ajay Mishra's son Ashish Mishra, Live Law reported. A bench comprising Justices Surya Kant, Ujjal Bhuyan and N Kotiswar Singh directed the police to verify the allegations. On June 20, Baljinder Singh filed a written complaint alleging that an unidentified person offered him Rs 1 lakh and threatened him with consequences if he testified in the case, Advocate Prashant Bhushan, appearing for the complainant, told the court. Bhushan added that despite the written complaint, no first information report had been registered, Live Law reported. The Uttar Pradesh Police reportedly claimed that Singh had not appeared in person, which is why the FIR was not filed. The court said this explanation was unsatisfactory. 'In case the complainant has been reluctant in coming forward in support of his complaint, some senior police officer can be deputed to visit the complainant…to verify if complaint has been made by him,' Live Law quoted the bench as saying. 'If such contents are acknowledged it is imperative for police to investigate.' The court also directed the senior superintendent of police in Lucknow to verify the complaint and file an affidavit along with a fresh status report. The case pertains to the death of eight persons, including four farmers, on October 3, 2021, as violence had broken out after a vehicle belonging to Ashish Mishra had allegedly run over a group of demonstrators. The violence had taken place in Lakhimpur Kheri district of Uttar Pradesh during a protest against the Union government's farm laws that were later repealed. During the hearing on Thursday, Bhushan also said that if Singh's allegations were found to be credible, Ashish Mishra's bail would have to be cancelled. He was granted bail by the Supreme Court in July 2024. Ashish Mishra's counsel opposed this, claiming the allegations lacked evidence. He told the court that 20 witnesses had already been examined by the trial court, while another 20 had been dropped by the prosecution. He also claimed that although the trial court was hearing the case thrice a month, 'nobody turns up'. While Bhushan requested a day-to-day hearing, the bench declined, saying it could impact other pending cases.
