Apr. 20---- A regular meeting of the Willmar City Council will take place at 6:30 p.m. Monday, April 21, in the boardroom at the Kandiyohi County Health and Human Services building, 2200 23rd St. N.E. in Willmar.
There are only two items for consideration by the council under regular business — an amendment to the agreement with city engineering firm Bolton & Menk for the fiber internet phase one project and scheduling a City Council work session for 5 p.m. Thursday, May 1, at a site to be determined.
The amendment to the agreement is to establish documented right-of-way or easements within certain areas of phase one of the project where there currently are no documented right-of-way or easements. Survey services are needed to establish and record these project needs.
The phase one project area overall includes the
and residential and business neighborhoods that are north of 19th Avenue, south of the railroad tracks and west of First Street.
The current contract with Bolton & Menk for design services for phase one of the fiber internet project, known as Connect Willmar, is $403,000. The additional costs are estimated to be $100,000 for a total of $503,000.

A local company has created a replacement for a damaged plaque honouring Bolton's most famous son. The memorial to beloved steeplejack Fred Dibnah sits on Churchgate in the heart of Bolton town centre. However, the tile was cracked and remains in a sorry state eight months after the damage was reported to Bolton Council. Hardscape, a Bolton company that manufactures paving tiles for urban spaces, created a new tile free-of-charge in April. Hardscape, a local company, created the replacement stone free of charge (Image: Hardscape) A spokesperson for the company said: "We became aware of the Fred Dibnah stone being broken months ago and offered to replace it. "Obviously these things take time and we had to arrange for the council to come and inspect it. "It's a recognisable part of the town with history, people recognise the stone and it's been a part of lots of people's lives. "We thought it was important that the history of that is maintained with a replacement that's sympathetic to the original. "We were obviously more than happy to do that, especially with something like this which is local to where our company is based." Cllr Adele Warren said she raised the issue of the tile's condition with the company, as her husband runs it. She said: "It was all done on their own backs, with a little bit of pressure from me. "He's a local legend, isn't he? "Everybody knows who Fred Dibnah is, and it's a prominent part of the town as well, so I thought it was the right the thing to do really." The council have estimated that the stone will be replaced in a few weeks. Fred Dibnah died in 2004, aged 66. He rose to fame in 1978 when a television show showed his traditional steeplejack and chimney demolition methods, which included explosives and base fires. His warm personality and strong Lancashire accent endeared him to viewers. A statue of him, unveiled in 2008, stands on Oxford Street, close to a working steam engine and the memorial stone was also installed showing his birth and death years and one of his sayings 'Did you like that?'. 'We are determined to return his statue to its former glory, and the stone has now been remade and is being scheduled in for installation in the next few weeks. 'In the meantime, we would like to thank all those offering to repair the statue free of charge, which underlines how much he is loved by locals and visitors to Bolton.'

Aug. 8---- on Monday, Aug. 4, 2025, approved a retail registration application for the sale of medical and adult use and THC products by , located at 1413 S. First. St. RISE will be the first adult-use cannabis retailer in Willmar. It has been in business for several years selling medical cannabis and also began selling THC products when that became legal in Minnesota. The Willmar City Council on Feb. 3 adopted its ordinance to regulate cannabis and hemp retail businesses, and staff recommended approval of the registration in compliance with Minnesota State Statute. The ordinance will be amended following a public hearing on Monday, Aug. 18, to reflect changes made by the state Legislature during the 2025 session. RISE's location complies with Willmar's zoning ordinances and has passed a site inspection conducted by the Minnesota law states that within 30 days of receiving a copy of an application from the Office of Cannabis Management, the local unit of government shall certify whether a proposed cannabis business complies with local zoning ordinances and, if applicable, whether the proposed business complies with the state fire code and building code. The Office of Cannabis Management may not issue a license if the local unit of government informs the office that the cannabis business does not meet local zoning and land use laws. If the local unit of government does not provide the certification to the office within 30 days of receiving a copy of an application from the office, the office may issue a license. 'It's a kick in the teeth' - Pub owners gutted after second break-in in 6 months

The management of a town centre pub has described being broken into as a "kick in the teeth". Dave Golden was excited for another day at The Blarney Stone in Bolton on Sunday, August 3, but was in for a rude awakening. When he arrived at the Bradshawgate pub at around noon, he found that it had been broken into, with cash, an iPad used for the till, and numerous bottles of spirits having been taken. This is not the first time this has happened, with the pub also having been burgled earlier this year, when spirits and electronics were taken. The pub, which had previously been Prince Billy's, only reopened in late February this year. Speaking to The Bolton News, Dave said: "It was on Sunday morning, I came in at around noon and realised that we had been broken into. "It is a proper kick in the teeth, especially when we see ourselves moving in the right direction. As well as replacing the iPad and spirits, the pub has also had to call out workmen to repair it and make it more secure. Dave added: "That Sunday afternoon we couldn't open up until later, we did open at 4pm but had to buy an iPad, all new spirits and we had to get some float in. "Although it is disappointing, we will be back up and running again, we will keep fighting and keep moving. "In general we feel incredibly welcomed to Bolton by everyone." The Blarney Stone is the only Irish pub in Bolton.
