The Ministry of Ports, Shipping and Waterways will take a call 'within the next one month' on permitting old public-private-partnership ( PPP ) cargo terminals that started operations before a new law was enacted in 2021 to govern state-run major ports to migrate to a market-driven pricing regime to bring all operators on par, a top official has said.'That is in the final stages of deliberations. We are expecting to see something happening within the next one month,' T K Ramachandran, Secretary, Ministry of Ports , Shipping and Waterways said in Mumbai on August 12.The Major Port Authorities Act, passed by Parliament and notified in the gazette on February 18, 2021, gives freedom to the 11 ports it governs, and new cargo handling terminals set up by private firms at these ports, to levy market determined rates, by scrapping the Tariff Authority for Major Ports or TAMP, the erstwhile rate regulator for state-run ports.However, the fate of the old cargo handlers was uncertain, with no clarity on allowing them to levy market rates. The old cargo terminals include those run by D P World Ltd, A P M Terminals Management B V and PSA International Ltd at Jawaharlal Nehru Port and Chennai Port, among others.In 2023, the Ministry of Ports, Shipping, and Waterways set up a three-member panel of port chairmen headed by Sanjay Sethi, the then Chairman, Jawaharlal Nehru Port Authority to examine the issue of permitting the regulated old PPP cargo terminal operators to migrate to a market pricing regime, similar to the freedom available to private cargo handlers that started operations after the new law took effect in 2021.The Sethi-led panel suggested a set of guidelines for migrating the old cargo terminals to a market-driven rate regime with prospective effect keeping in view the commercial and other aspects.There will be no change in royalty per unit/metric ton/twenty-foot equivalent unit/ forty-foot equivalent unit or royalty on revenue share basis per the original concession agreements, the panel suggested.'As an additional measure, the royalty as revenue share of the major port, would not under any circumstances go below what it would have got under the regime when tariff was fixed/determined as per the tariff guidelines. This would be done by converting the revenue share to royalty based on the Annual Revenue Requirement (ARR) of the project as determined earlier,' it noted.Some of the old PPP cargo terminals are operating on the revenue share model wherein they share a percentage of their annual gross revenue (discovered through a competitive bidding process) with the port authority.Since 2021, the new PPP terminal operators pay royalty per tonne or per twenty-foot equivalent unit (TEU) handled at their facilities to the port authority.The royalty that the private operators are contractually mandated to pay the port authorities, will be based on the market rates set by them, subject to the minimum guaranteed throughput (MGT) written into the contracts. The royalty payouts will be based on actual traffic or MGT, whichever is higher, the panel recommended.The old terminal operators have been lobbying for such a shift, arguing that it was needed to 'improve the efficiency of the old terminals and for their financial viability'.'PPP projects are the backbone of the port industry, and the stress points need to be addressed with promptness,' said Devki Nandan, President, Indian Private Ports and Terminals Association (IPPTA), a lobby group.The tariff migration process has gone through two rounds of stakeholder consultations, and a decision is eagerly awaited by the old cargo terminal operators.

The stage is set for the second State conference of the Tamilaga Vettri Kazhagam (TVK) at Parapathi on the Madurai-Thoothukudi Highway on Thursday. Huge cut-outs of DMK founder C.N. Annadurai and AIADMK founder M.G. Ramachandran, along with that of TVK leader Vijay, who is due to address the conference, have been placed on the facade of the stage at the venue, decked up with red and yellow party flags. Accompanying the cut-outs of the former Chief Ministers are the words, 'Varalaru Thirumbukirathu' (History Repeats), and 1967 and 1977 — the years when the DMK and the AIADMK, respectively, had come to power in the State. The mention of the year 2026 along with 1967 and 1977 is meant to underline the aspiration of the fledgling political party to capture power in Tamil Nadu at the next Assembly election. Though Mr. Vijay has declared the DMK as a political enemy of the TVK, the cut-outs of Annadurai and MGR were surprisingly much larger than the smaller photographs of the party's ideological mentors, Periyar E.V. Ramasamy, K. Kamaraj, B.R. Ambedkar, Rani Velu Nachiyar, and Anjalai Ammal. With only about eight months to go for the Assembly election, the second State conference of the TVK has gained much significance. The meeting is expected to shed light on the line the party would toe while facing its first electoral battle against the ruling DMK-led multi-party front, the AIADMK-BJP alliance, and the Seeman-led Naam Tamilar Katchi. Mr. Vijay has already said the TVK would keep both the DMK and the BJP, its ideological enemy, at an equal distance. The party high-command would also use the opportunity to keep the spirits of the cadre high, as no political party has come forward to ally with the TVK even after the actor had expressed willingness to form an alliance with like-minded parties and share power with them if he forms the next government. The party has also made it clear that it would not compromise on its stand that Mr. Vijay would be the Chief Ministerial candidate. This would be the first major public appearance for Mr. Vijay after the first party conference in Vikravandi in October 2024. Meanwhile, the Madurai district police have planned to deploy around 2,700 personnel drawn from the southern districts to provide security for the conference, which is expected to witness the participation of around two lakh cadre.

Maharashtra Governor C P Radhakrishnan, the NDA Vice-Presidential candidate, on Wednesday filed his nomination papers in the presence of Prime Minister Narendra Modi. Modi, flanked by Radhakrishnan and senior leaders from the ruling alliance, handed over four sets of nomination papers to Rajya Sabha Secretary General P C Mody, the returning officer for the election which is scheduled for early next month. Modi, Defence Minister Rajnath Singh, Union Home Minister Amit Shah and Union Minister of Fisheries, Animal Husbandry and Dairying Rajiv Ranjan Singh (from the JD-U) were the lead proposers. With the numbers tilted in the NDA's favour — it has 423 MPs in both Houses of Parliament, well ahead of the winning mark of 392 votes (the electoral college comprises) of 782 MPs — sources said the occasion was marked by good-natured banter and humour. According to BJP sources, Radhakrishnan has begun canvassing to seek support from ruling NDA MPs and a 'larger outreach' will get underway following the conclusion of parliament's Monsoon session on Thursday. Senior leaders from other NDA allies such as the LJP's Chirag Paswan, JDS's HD Kumaraswamy, RLD's Jayant Chaudhary and TDP's Lavu Sri Krishna Devarayalu, in addition to BJP bigwigs including J P Nadda, Nitin Gadkari and Bhupender Yadav, were also part of what a BJP source called a 'successful display of a united front' by almost the entirety of the BJP-led NDA Union Cabinet. The PM broke the ice when he said 'bada gambhir mahaul hai' as he entered the chamber of the Secretary General of the Rajya Sabha for the official formalities, triggering smiles. According to a senior NDA leader, a lighthearted moment that unfolded during the process was related to the Rs 15,000 proposers' fee. 'The PM asked the Secretary General whether there was a fee, to which the Secretary General replied in the affirmative and informed that it was Rs 15,000. A senior BJP leader told the PM that the fee had been paid,' a source said. In response to this, the source added, Secretary General Mody sought to clarify that the amount would not be returned in case the candidate won, triggering laughs. 'Along with Ministers, Party colleagues and NDA leaders, accompanied Thiru CP Radhakrishnan as he filed his nomination for the post of Vice President of India. The NDA family is confident that he will be an outstanding VP and will enrich our journey towards national progress,' the PM said in a post on X later. The 67-year-old RSS veteran, credited with laying the foundation of the party in his home state of Tamil Nadu, called on former Prime Minister HD Devegowda in addition to interacting with legislators from Maharashtra and Goa on Wednesday evening. According to BJP sources, while Radhakrishnan's campaign manager, the Defence Minister, has spoken to Congress president Mallikarjun Kharge, and his election manager, Parliamentary Affairs minister Kiren Rijiju, has spoken to Leader of Opposition in the Lok Sabha Rahul Gandhi seeking support for the unanimous election of the NDA's candidate. 'Another round of outreach' seeking support for him will take place till September 9.

Pic credit - IANS Elon Musk-led Starlink will use Aadhaar authentication for customer verification before onboarding subscribers in India, an official statement said on Wednesday. The development comes after the government's approval for the company to start offering satellite-based broadband services in the country, according to PTI. 'The Unique Identification Authority of India ( UIDAI ) has onboarded satellite-based internet provider Starlink Satellite Communication Pvt Ltd. Starlink will use Aadhaar Authentication for customer verification, which will make the entire process smooth, secure and very easy,' the statement said. According to official estimates, Starlink has the capacity to onboard around 20 lakh customers in India at present. 'Starlink's onboarding with Aadhaar authentication signifies a powerful synergy: India's trusted digital identity joining hands with global satellite technology. Aadhaar e-KYC will facilitate the onboarding of users seamlessly, ensuring compliance with regulatory requirements while delivering high-speed internet to households, businesses, and institutions,' the statement added. The appointment of Starlink Satellite Communication as a sub-authentication user agency and sub-eKYC user agency was done in the presence of UIDAI CEO Bhuvnesh Kumar, UIDAI Deputy Director General Manish Bhardwaj, and Starlink India Director Parnil Urdhwareshe. Starlink has also partnered with Bharti Airtel and Reliance Jio to distribute its services in India.
