BC hostels will developed under P-4 model: Savitha
Minister Savitha in a statement here on Friday said that Chief Minister Chandrababu Naidu initiated the P-4 model as a key component of the Swarnandhra @ 2047 vision, aimed at poverty eradication in the state. The P-4 programme is designed to encourage the top 10 per cent of economically well-off individuals, as part of their social responsibility, to support 20 per cent of the less fortunate.
She appealed to students who benefited from the NTR Overseas Education Scheme between 2016 and 2019 to become partners in this well-intentioned programme, named 'Margadarshulu' (Guides) and 'Bangaru Kutumbalu' (Golden Families), and contribute to the development of BC hostels.
She suggested that individuals could adopt a hostel, or even one or two students, and support their higher education. Financial assistance could be provided for tasks such as constructing or repairing toilets and compound walls, or setting up RO plants for drinking water. Donors could also install solar power panels for electricity, build additional facility rooms, establish libraries, or provide inverters, CCTV cameras, computers, and other essential electronic items for students.

Drawing from the Centre's Jan Vishwas Act 2023, the Chief Minister informed the Prime Minister about the passage of Chhattisgarh's own Jan Vishwas Bill 2025, aimed at enhancing transparency and accessibility in the justice system. Urban development featured prominently in the discussion, with CM Sai detailing the formation of the Chhattisgarh State Capital Region Development Authority (SCRDA). This body is tasked with transforming 'Nava Raipur' (new Raipur) into a smart, modern urban hub through planned infrastructure and governance. On the economic front, the Chief Minister reported robust momentum in industrial investment and job creation, catalysed by the state's Industrial Policy 2024-30. He noted that the policy's single-window clearance system and targeted incentives, especially for enterprises employing over 1,000 workers, have significantly boosted investor confidence. Between November 2024 and July 2025, Chhattisgarh received investment proposals worth Rs 6.65 lakh crore from 84 companies. Among the marquee developments is the foundation of India's first semiconductor unit in Nava Raipur, alongside the launch of construction for an AI data centre. The state is also prioritising sectors such as textiles, pharmaceuticals, ready-made garments, and IT services to position itself as a technological and industrial powerhouse. Turning to education, CM Sai underscored efforts to rationalise schools and deploy trained teachers in tribal and remote regions. Two flagship projects - Medicity and Edu City - are underway to bolster healthcare and education infrastructure. All set for Naidu‘s Kadapa visit
Kadapa/Jammalamadugu: Allarrangements are complete for the arrival of Chief Minister Chandrababu Naidu in Kadapa, stated District In-Charge Minister and State Minister for BC, EWS Welfare, Handlooms and Textiles, S. Savitha. Speaking to reporters at a resort in Jammalamadugu on Thursday, Minister Savitha, accompanied by State Tourism Minister Kandula Durgesh, MLAs Adinarayana Reddy and Putta Krishna Chaitanya Reddy, detailed the Chief Minister's itinerary. Chandrababu Naidu is scheduled to visit Jammalamadugu to distribute NTR Bharosa social pensions (as Friday marks the 1st of the month) and participate in the P-4 programme. Minister Savitha expressed confidence that with the coalition government in power, Kadapa district is poised for a golden era. She highlighted the Chief Minister's focus on industrial and tourism development in the district. On Friday, Naidu will lay foundation stones for tourism projects worth Rs 160 crore in Gandikota, with Rs 80 crore specifically allocated for Gandikota's development. 'CM Chandrababu Naidu believes tourism is crucial for State development, which is why he's giving special attention to its growth across Andhra Pradesh,' Minister Savitha stated. She added that the P-4 model, aimed at poverty eradication, will significantly benefit the weaker sections of society. As part of its implementation in the constituency, the Chief Minister will meet with 'Golden Families', mentors and the public at the Praja Vedika in Goodemcheruvu. Following this, he will hold a separate meeting with TDP workers and leaders. Minister Savitha emphasised that the Chief Minister was driving both development and welfare forward like 'twin horses' in the State. She highlighted his efforts in attracting investments from both within India and abroad, and noted that Andhra Pradesh was providing pensions on a scale unmatched by any other State in the country. Regarding the arrangements for the Chief Minister's visit, Minister Savitha confirmed that everything is ready. She inspected the helipad set up near the Government Polytechnic College in Jammalamadugu and subsequently reviewed the arrangements at the Praja Vedika in Goodemcheruvu. She instructed officials to expedite the completion of arrangements at the public meeting venue and ensure all preparations for the CM's visit are meticulously handled. No coercion in P4, CS tells collectors
Vijayawada: Chief secretary K Vijayanand has instructed District Collectors to exercise extreme caution in identifying 'Margadarshulu' (mentors) for the 'Swarnandhra P4' programme, ensuring the process is free from any controversy or criticism. During a video conference from the Secretariat on Thursday, the chief secretary reviewed the Swarnandhra P4 Foundation, Water Bodies Repairs, Renovation & Restoration (RRR) scheme, Green Hydrogen Hub and Annadata Sukhibhava programmes with district collectors. He emphasised that as directed by the Chief Minister, 'Golden Families' (Bangaaru Kutumbaalu) should only be adopted by Margadarshulu who come forward voluntarily, without any pressure. He urged collectors to motivate well-placed individuals in society to come forward voluntarily as mentors. With the government planning a large-scale launch of the programme on August 16, he instructed collectors to achieve their defined targets by August 15. In a move to enhance state development and public welfare, the chief secretary directed district collectors to promptly submit proposals for necessary repairs and restoration work to preserve all water resources in the state. He highlighted the government's objective to develop the state's water bodies under the Central government's RRR scheme, with a 60 per cent central share and 40 per cent state share. To transform the state into a green energy hub, the Prime Minister and Chief Minister have laid the foundation stone for a Green Hydrogen project in Pudimadaka. Chief secretary Vijayanand instructed the collectors of Sri Sathya Sai, Prakasam and Anantapur districts to identify the necessary land for establishing solar power projects to supply solar energy to this joint venture between the state government and NTPC. The chief secretary also clarified doubts raised by several district collectors regarding the implementation of the Annadata Sukhibhava programme. Principal secretary, planning, Piyush Kumar, virtually participated in the meeting and explained the SOPs for collectors to follow in implementing the P4 programme.
