Govt announces discount on trade licence renewal for shops using Odia on signboards

Bhubaneswar: To promote use of Odia language in public spaces, the Odisha govt has announced a 5% discount on trade license renewal fees for shops and commercial establishments that use Odia script on their signboards.

The housing and urban development department issued a notification on Wednesday to ensure compliance with the Orissa Shops and Commercial Establishments Act, 1956, which mandates the use of Odia on signboards. Citing Rule 32 of the 1958 Rules framed under the Act, the govt reiterated that every business outlet must display its name prominently in Odia script.
"To promote and protect the rich cultural and linguistic heritage of Odisha, the state govt shows its strong commitment and helps the public who do not understand any other language or script except Odia," read the notification.
All municipal corporations, municipalities, and urban local bodies (ULBs) in the state will ensure that shops and commercial establishments in their areas are using Odia billboards. Official sources said despite repeated directives in the past, many establishments continue to flout the rule by using only English or other scripts. The latest circular warns that strict action will be taken against violators while offering a financial incentive to encourage compliance.
"All shop owners and business operators are hereby directed to prominently use Odia in at least 60% of the signages. Non-compliance will attract penal action," the order stated. "To encourage more shops and business establishments to use Odia scripts, the govt has offered a 5% discount on the renewal of their trade licenses. The discount can be availed on the SUJOG and Bhubaneswar.me portals," it read.
Urban local bodies have been instructed to strictly enforce the rule across their jurisdictions and submit a report about adherence within the next 60 days. The govt's decision has been welcomed by language activists, who have long demanded stricter implementation of the policy to safeguard the identity and dignity of Odia language.

Carmakers flouting emission norms may soon face hefty penalties, with the government notifying draft rules empowering the Bureau of Energy Efficiency (BEE) to oversee compliance and impose fines. Under the proposed Energy Conservation (Compliance Enforcement) Rules, 2025, BEE will enforce adherence to Corporate Average Fuel Efficiency (CAFE) norms and levy penalties proportional to the shortfall in targets, the government said in its notice. At present, there is no procedural framework to penalise automakers that miss CAFE targets, even though the Energy Conservation (Amendment) Act, 2022, allows for such action. The government is now framing guidelines for the third edition of CAFE norms, which are set to take effect from April 2027. 'In order to avoid the difficulties of imposing penalty, it has become necessary or expedient to empower the bureau to detect, verify, assess and represent non-compliance cases before the adjudicating officer appointed by the state commission,' the power ministry said in the draft notification issued on Monday. In case of disputes, the electricity regulatory commission (SERC) of the state where the registered office of a carmaker or importer is located will adjudicate the claims and pass an order on final penalties, the notification explained. The penalties will be credited into the Central Energy Conservation Fund (CECF). Of the penalties, 90 per cent will be transferred to states. 'As much as 90 per cent of collected penalties will be distributed to states based on the sales share of the non-compliant vehicle model in that state,' a senior industry official said. 'Only 10 per cent will remain with the central government.' As per an assessment done by the Centre, eight carmakers including Kia, Renault and Mahindra & Mahindra (M&M) had higher than mandated emission levels in FY23, which could mean penalties of around ₹7,300 crore. These companies had vehicles whose fuel consumption exceeded 4.78 litres per 100 km and had carbon dioxide emissions of more than 113 grams per km. The quantum of penalties though had become a point of contention between the Centre and automakers. Carmakers had argued that the new and stricter penalty norms came into effect only from January 1, 2023, and therefore calculating penalties based on cars sold in the entire financial year 2022-23 would not be appropriate Linked Images (1)

THIRUVANANTHAPURAM: In light of the recent court directives, the state government is all set to go for a permanent vice chancellor at the Digital University of Kerala (DUK). The cabinet on Wednesday gave nod to bring in amendments to the 2021 Digital University Act through an ordinance. Amendments will be introduced in sub-sections (3), (4) and (6) of Section 11 of the Act based on the 2018 UGC regulations and the court directives. The move comes five days after Governor Rajendra Arlekar reappointed Ciza Thomas as the university's interim V-C. The cabinet has recommended the governor to promulgate the ordinance. As part of eradicating extreme poverty in the state, the cabinet has also decided to provide relaxation of the norms to eligible people in municipal corporations and rural areas with an urban nature. The minimum area to apply for financial aid for home construction under the scheme has been reduced from 3 cents to 2 cents. If revenue land or other options are unavailable, the applicants can avail of up to `2 lakh. key decisions
