Chandigarh: After years of student demand and over two years since its initial approval by Panjab University's budget estimate committee, the long-pending Student Activity Centre for the Sector-25 campus is finally moving from plans to execution.
With the Chandigarh administration granting formal approval to the conceptual master plan for the South Campus, the university is set to begin work on the centre — envisioned as a hub for student-led activities, cultural events, and recreational engagement.
The project was first formally taken up in Feb 2022 and has since been awaited by students of Sector-25, which houses departments like UIET, UIAMS, Dental Sciences, Microbiology, and Biotechnology.
With over 5,000 students and hostels for both domestic and international students, the campus lacked a student-dedicated facility akin to the iconic Sector-14 Student Centre.
Now, a four-storeyed round structure will come up opposite Girls Hostel No. 8, echoing the original centre's circular layout but redesigned with a contemporary, student-focused vision. It will house reading room, club rooms, seminar space, multipurpose galleries, a gym, and a modest cafe.

"This will be a dedicated space for student expression, learning, and community life," said a senior official from the PU architect office. "The structure draws inspiration from the original Student Centre but is adapted to today's campus realities. The priority here is not food stalls or retail, but activity, engagement, and student-led programming."
Vice Chancellor Prof. Renu Vig welcomed the approval, calling it a major step forward.
"The conceptual Master Plan has been developed with a student-centric focus. Sector-25 has immense potential to support emerging and interdisciplinary fields, and this expansion is a timely boost. Both campuses will now complement each other in vision and infrastructure," she said.
The new Student Activity Centre (official name) will be set within a planned residential and academic ecosystem. Unlike the heavily commercial surroundings of Sector-14, only a few convenience stores are proposed near the new centre, keeping in mind the adjacent residential zone, which includes three girls' hostels, one boys' hostel, and an international hostel.
The Master Plan outlines nine new academic blocks in addition to the twelve existing ones, a multilevel basement parking facility near the UIET Gate with space for 700 vehicles, a new Library-cum-Reading Hall, and the long-delayed multipurpose auditorium. The auditorium, which began construction in 2009, remains incomplete. A new tender issued on May 8 for road work and civil finishing has revived hopes for its eventual commissioning, though the original March 2025 target has quietly slipped.
Teachers' residences are also part of the upgrade. "Judicious land utilisation has been a top priority," the Architect Office official added. "Academic blocks are proposed up to four storeys, while residential buildings — including new staff housing — have been proposed up to seven storeys to optimise space within the campus layout."
With the approval now in place, university officials say groundwork will begin in phases, including with the most awaited — and most visible — of the projects: a centre for students that's been long overdue.
South Campus Master Plan: Key Highlights
Student Activity Centre: Four-storeyed round building with seminar hall, clubs, gym, reading room, galleries, and a small café.
Multipurpose Auditorium: 2,200-seat facility under construction since 2009; fresh tender issued May 2025.
Library-cum-Reading Hall: New academic library to support Sector-25 departments.
Multilevel Parking: Basement facility near UIET Gate, capacity of 700 vehicles.
Academic Blocks: Nine new buildings proposed, in addition to existing twelve.
Hostel Infrastructure: Four girls' hostels, two boys' hostels (one new), and an international hostel.
Staff Housing: New residential towers proposed up to seven storeys.

The central probe agency registered the instant case on March 14, 2023. The accused was one of the directors of the accused chit fund firm, which defrauded about Rs 25 lakh of public money (cheating, criminal breach of trust in furtherance of common intention, and fraudulently making default in repayment of deposits on maturity, along with benefits.) by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like After the investigation, a charge sheet was filed by the CBI on September 28, 2024, against the accused. The accused has been produced before the Magistrate Court, Kolkata, and the court has granted a transit remand for three days for producing him before the Special Judge (CBI), West Tripura, Agartala, in the Tripura chit fund case. The trial in the case is continuing. The CBI on February 7 this year arrested three absconding accused from Hyderabad, Hojai (Assam) and Vellore (Tamil Nadu) in connection with the Tripura chit-fund scam case. Live Events The CBI sources had said that Minnatullah Barbhuiya was arrested in Hyderabad, Kamrul Islam Barbhuiya from Hojai (Assam), and Imdadullah Barbhuiya was arrested in Vellore (Tamil Nadu). All three absconding accused are residents of Assam's Hailakandi district. Minnatullah Barbhuiya and Kamrul Islam Barbhuiya are Directors of Kama (Indian) Projects and Services Ltd. The CBI had re-registered a case in pursuance of the notifications issued by the Tripura government and the government of India, by taking over three cases separately filed in West Agartala, Kumarghat and Teliamura police stations in September 2014, March 2013 and August 2012, respectively. Sources said that the central probe agency took over the cases from Tripura Police to investigate the allegations of collection of huge money from the people and the investors assuring huge profit/return of invested money without having any authority from SEBI, RBI and other authorities and thus misappropriated the whole money by operators/management of M/s Kama (India) Projects and Services Ltd. During the investigation, it was revealed that the prime accused persons -- Minnatullah and Kamrul Islam and Imdadullah -- who are the co-accused in criminal conspiracy and in misappropriation of public money, had not joined the investigation in the case to date and were absconding from their last known address and since long. Hence, NBWs (Non-Bailable Warrants) were issued by a Special CBI Court in Agartala to apprehend and secure their presence in the investigation of the case. The CBI on February 3 arrested another accused, Bikash Das, a resident of Assam's Hailakandi district, from Bhiwandi in Maharashtra, in connection with the Tripura chit fund scam case. Das was wanted in two FIRs by the CBI, related to the alleged chit fund scam cases, referred to the CBI by the Tripura government. Special CBI Judge Agartala earlier declared him a proclaimed offender, who had been absconding since 2013, and issued a standing warrant against him on August 16, 2024. The CBI had also announced a cash award of Rs 20,000 for apprehending him. The Tripura High Court last year ordered a scheme to return money to the customers cheated by chit fund companies.

Shipwreck compensation claim: HC orders arrest of sister ship of MSC Elsa 3

Kochi: High court on Tuesday directed the Vizhinjam port authorities to arrest the vessel MV MSC Palermo, a sister ship of MSC Elsa 3, which capsized and sank off the Kerala coast on May 25, until Rs 2.60 crore is deposited towards the claim raised by the owners of four fishing boats for losses allegedly caused by the shipwreck. Justice S Eswaran issued the order on four admiralty suits filed by Shaji of Arattupuzha, owner of the fishing boat Saravana-2; Purushothaman of Nayarambalam in Paravur, owner of Pareekshanam 1; T B Satheesan of Kuzhippilly, owner of Ayyappa Jyothy; and T G Venu of Nayarambalam, owner of Adithyan. The petitioners alleged that, at the time of the shipwreck, their boats and crews were at sea when floating containers and sharp debris from the capsized MSC Elsa 3, including submerged materials, got entangled in their fishing nets, causing severe damage. They further claimed loss of metal chains, ropes and other fishing gear. Shaji sought Rs 1.30 crore, including Rs 80 lakh for revenue loss over 32 days; Purushothaman claimed Rs 35.08 lakh; Satheesan Rs 34.79 lakh; and Venu Rs 59.86 lakh. The court clarified that MV MSC Palermo may be released from arrest, without any further order, if the shipping company produces a demand draft for Rs 2.60 crore before the high court registry. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Original Adidas Three Combo Track-Pants With Up To 60% Off Adidas India Shop Now Undo Earlier, the state govt had itself filed an admiralty suit seeking Rs 9,531 crore in maritime claims for alleged grave and widespread environmental and economic damage caused by the capsizing of MSC Elsa 3.
