
Stampede: Karnataka govt revokes suspension of four police officers
However, the suspension of Vikash Kumar Vikash – Inspector General of Police, stands as proceedings related to his case are currently underway in the Karnataka High Court, official sources said.
According to the government order, the suspension has been revoked as both the Judicial Commission and Magisterial committee have completed their inquiry into the stampede incident and submitted their reports to the government, and the officers have also submitted representations requesting to revoke their suspension.
The officials whose suspensions have been revoked are IPS officers: B Dayananda – Additional Director General of Police and Shekar H Tekkannavar – Superintendent of Police. Also, two Karnataka State Police Service officers: C Balakrishna – Deputy SP and A K Girish – Police Inspector.
On July 1, the central administrative tribunal (CAT) Bengaluru bench quashed the suspension of Vikash, challenging which, the state government had moved the High Court.
'In view of the facts and circumstances explained in the preamble, the Government of Karnataka, in exercise of the powers conferred under Rule3(7)(c) of All India Services (Discipline and Appeal) Rules 1969, hereby revokes the order of suspension of B Dayananda, IPS (KN: 1994) and Shekar H Tekkannavar, IPS (KN: 2014) and reinstates into service with immediate effect, pending the initiation of Disciplinary proceedings under Rule 8 of All India Services (Discipline and Appeal) Rules 1969," an official order said.
It said, 'Further, Government of Karnataka in exercise of the powers conferred under rule 5(5) of Karnataka State Police (Disciplinary Proceedings) rule 1965, hereby revokes the order of suspension of C Balakrishna, Dy.SP and � K Girish, Police Inspector and reinstates into service with immediate effect, pending the initiation of Disciplinary proceedings as per Rules." The stampede occurred on June 4 evening outside the Chinnaswamy stadium in Bengaluru, where a large number of people thronged to participate in the RCB team's IPL victory celebrations. Eleven people died and 56 were injured in the incident.
Chief Minister Siddaramaiah on June 5 had ordered the suspension of five officers.
'…it is found that there has been on the face of it substantial dereliction of duty by these officers," their suspension order had said.
The order revoking the suspension issued on Monday says the government had ordered a magisterial inquiry by Jagadish G, IAS, Deputy Commissioner and District Magistrate, Bengaluru Urban District into the stampede incident. Further, the government had also constituted an one man Judicial Commission under chairmanship of Retired Justice of High Court of Karnataka John Michael Cunha to inquire into the same incident.
Since, both the Judicial Commission and Magisterial committee have completed their enquiry into the stampede incident and submitted their reports to the government on July 10 and July 11 respectively and further the officers also have submitted representations requesting to revoke their suspension, the order of suspension of the officers have been reconsidered by the government, it said. Siblings die of electrocution in Rohini, father discharged after treatment
Two siblings, a woman aged 28 and a man aged 26, died of electrocution at their home in Rohini's Begumpur, the police said on Thursday. Their elderly father, 65, who also suffered serious injuries, has been discharged from a hospital after undergoing treatment, an officer added. The deceased have been identified as Vivek, a welding worker, and his sister Anju. She had come to celebrate Rakshabandhan with her family after getting married three months ago. The matter came to light when the police received a PCR call at 10.56 p.m. on Wednesday, informing them about an electrocution case and requesting that the power supply to the Begumpur house be cut off. Subsequently, a police team rushed to the spot, where they were informed them that locals have shifted the three victims to Agrasen Hospital. Deputy Commissioner of Police (Rohini) Rajeev Ranjan said that a crime team and officials from the North Delhi Power Limited inspected the site. 'Preliminary investigation revealed that the house, built on a 50 sq. yard plot, has an open and unsafe electrical wiring system with live wires wrapped around an iron grill on the staircase,' he said. According to the police, around 10 p.m. on Wednesday, Vivek was heading upstairs when he came in contact with the iron gate which was exposed to the live wiring. After hearing, Vivek's cries, his father Kalicharan and Anju came to his help but were electrocuted themselves, the officer said. At the hospital, the doctors declared Vivek and Anju dead. The bodies of the deceased have been sent for post-mortem, the DCP added.

Shashi Bhushan Singh takes charge as Delhi Police chief
NEW DELHI Shashi Bhushan Kumar Singh, a decorated IPS officer, took charge as the 25th Commissioner of Delhi Police on Thursday, succeeding Sanjay Arora. Mr. Singh, a 1988-batch IPS officer of the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre, will continue to serve as the Director General of Home Guards. He is set to retire in February 2026. At Delhi Police, Mr. Singh has served as Additional Commissioner of Police (Karol Bagh), Additional District Commissioner of Police (South), and DCP (North East) and (Central). He also led the Economic Offences Wing and served as the Joint Commissioner and the Special Commissioner of Police across domains like intelligence, law and order, crime, security, and technology. Supervised 89 probes The officer introduced public facilitation desks at police stations, supervised investigations across 89 stations, and led security operations during the 2015 Republic Day celebrations attended by then U.S. President Barack Obama, and the India-Africa Forum Summit attended by 54 heads of states. Bengaluru: Karnataka government on Thursday reinstated IPS officer Vikash Kumar Vikash, who was suspended along with four police officers in connection with the June 4 stampede outside the Chinnaswamy Stadium here, pending disciplinary proceedings. The government has on Monday revoked the suspension of two IPS officers: B Dayananda - Additional Director General of Police, who was Bengaluru Police Commissioner when the incident happened, and Shekar H Tekkannavar - Superintendent of Police, pending disciplinary proceedings, along with two Karnataka State Police Service officers: C Balakrishna - Dy SP and A K Girish - Police Inspector. Meanwhile, the government on Thursday also issued a notification appointing Dayananda as Additional Director General of Police (Prisons and Correctional Services), and Shekhar H Tekkannavar as Superintendent of Police, Intelligence. "The Government of Karnataka, in exercise of the powers conferred under Rule-3(7)(c) of All India Services (Discipline and Appeal) Rules 1969, hereby revokes the order of suspension of Vikash Kumar Vikash, IPS (KN: 2004) and reinstates into service with immediate effect, pending the initiation of Disciplinary proceedings under Rule 8 of All India Services (Discipline and Appeal) Rules 1969," the government order said. Vikash is now posted as Inspector General of Police, Internal Security Division, Bengaluru, in the vacant post. He was Additional Commissioner of Police (West) and in charge of stadium security when the stampede happened. Vikash's suspension wasn't revoked along with the other four police officers on Monday, and officials had cited a case relating to his suspension pending before the High Court. Vikash had challenged his suspension before the Central Administrative Tribunal (CAT), which revoked the suspension order on July 1. The government has challenged the CAT order in the High Court. A separate notification was issued giving posts to Dayananda and Tekkannavar. Dayananda is posted to a position that has fallen vacant due to the superannuation of Malini Krishnamoorthy (DGP) on Thursday. Shekhar H Tekkannavar is posted as Superintendent of Police, Intelligence, Bengaluru in the vacant post. He was Deputy Commissioner of Police (Central) during the stampede incident. The stampede occurred on the evening of June 4 outside the Chinnaswamy stadium in Bengaluru, where a large number of people thronged to participate in the RCB team's maiden IPL victory celebrations. Eleven people died and 56 were injured in the incident.
