No plans to 'fully liberalise' cross-border ride hailing, but app bookings for licensed taxis being considered: LTA

SINGAPORE: There are no plans to fully liberalise cross-border point-to-point transport via ride-hail services, the Land Transport Authority said on Sunday (Aug 3). However, the authority added that it is considering the use of ride-hailing apps to book cross-border trips on licensed taxis and increasing the number of boarding and alighting points in Singapore and Malaysia. LTA noted recent Malaysian media reports suggesting that Singapore is looking to introduce cross-border on-demand ride services, and said it wanted to clarify the current arrangements and ongoing discussions. Singapore and Malaysian officials met to discuss cross-border service arrangements on Aug 1, with the issue of allowing cross-border e-hailing to ferry passengers raised during discussions. LTA, however, said that no decision was made on the issue. 'While we are open to ideas to improve the cross-border commuting experience, we would like to clarify that LTA has no plan to fully liberalise cross-border point-to-point transport via ride-hail services,' said the authority. The Malay Mail reported on Sunday morning that Johor and Singapore have proposed introducing a cross-border e-hailing service as an alternative mode of transport for commuters. Johor Chief Minister Onn Hafiz Ghazi was quoted as saying the proposal was among various matters discussed during his meeting with Singapore's Acting Transport Minister Jeffrey Siow. The chief minister also said that the proposed service would offer more flexible on-demand transport options for the public, as well as ease congestion. LTA said in its clarification that there is an existing reciprocal cross-border taxi scheme in place that allows a licensed fleet of up to 200 taxis from each side to ferry passengers between Singapore and Johor Bahru. These cross-border taxis are currently permitted to pick up and drop off passengers only at a single designated point in the other's country - Larkin Sentral in Johor Bahru for Singapore taxis and Ban San Street Terminal in Singapore for Malaysian taxis. LTA said the existing quota of the cross-border taxi scheme is not fully utilised. "In view of commuter demand for more convenient cross-border travel, we will encourage full take up of the quota of licensed taxis,' said LTA. 'We are also considering increasing the number of boarding and alighting points in each other's country, and to use ride-hailing apps to book cross-border trips on licensed taxis.' LTA said that in any adjustment to the cross-border point-to-point transport regime, its key priorities are to better meet commuter demand while safeguarding the interests of Singapore's taxi and private hire drivers. 'As cross-border taxi scheme is a reciprocal arrangement, any change will require agreement from both governments,' it added. BUS OPERATIONS At the meeting, LTA said the Malaysian authorities also requested Singapore's cross-border buses to start their operations from Johor Bahru at 4am. LTA said it is assessing whether the operating times of these services can be adjusted to help address bus crowding in the early mornings. 'A key consideration is that the first buses should match the starting time of our local bus and MRT services when they arrive in Singapore. LTA is exploring with cross-border bus operators the possibility of bringing forward the bus start times slightly, as well as engaging private bus operators on their interest to operate earlier services at higher fares.' Public bus operations SBS Transit and SMRT told CNA that they are engaging their captains regarding the request. Currently, the earliest public bus across the border on weekdays begins at 5am. SBS Transit said it has to consider the availability of its resources while SMRT said it aims to ensure its services meet commuter needs while maintaining operational sustainability. The safety of commuters and the well-being of bus captains remain the top priorities, added SMRT.

CAD probes Tokenize Xchange operator, director faces fraudulent trading charge as users say their assets remain 'in transit'

SINGAPORE: The operator of cryptocurrency trading platform Tokenize Xchange, AmazingTech Pte Ltd (ATPL), and its related companies are under investigation by the Commercial Affairs Department (CAD) for potential offences including fraudulent trading, according to a joint statement from the Monetary Authority of Singapore (MAS) and the Singapore Police Force (SPF) on Friday (Aug 1). Thirty-five-year-old ATPL director Hong Qi Yu was also charged on Thursday (July 31) with fraudulent trading, which carries a jail term of up to seven years, a fine, or both. The announcement of the investigation followed ATPL's announcement on July 20 that it is in the process of acquiring a digital financial services (DFS) licence from Malaysia's Labuan Financial Services Authority (LFSA), after failing to obtain a major payment institution (MPI) licence in Singapore. On the same day, the company informed users they had until Sep 30 to complete any withdrawals or transfers of assets, as it announced support for its Singapore staff in pursuing new career opportunities by then. Authorities said that Tokenize Xchange had been operating under an exemption from the Payment Services Act 2019 (PS Act) while MAS reviewed its application for an MPI licence. The exemption, which applied to entities already conducting activities that came under the Act when it came into force, ended on Jul 4 after MAS rejected its application. Authorities added that the operator is not licensed by MAS, and its activities were not supervised or regulated by MAS. 'Thereafter, ATPL was required to cease providing payment services, wind down its business in an orderly manner, and ensure that all monies and digital payment tokens received from its customers were returned,' MAS and SPF added. In mid-July, MAS received several complaints against ATPL over delays in processing customer withdrawals of funds and digital payment tokens. MAS told the firm to address these concerns and return all funds and digital payment tokens to customer accounts in an orderly manner, including covering any shortfall in their accounts. Through its engagements with the company, MAS subsequently found signs that the company did not have enough assets to meet customer claims and that it might have failed to keep customer assets separate from its own. MAS also found indications that the company might have made false representations regarding the segregation of its customers' assets when it applied for an MPI licence. The company was then referred to CAD for investigation. As of two days ago, some users online said on r/singaporefi that their assets remained 'in transit,' with one asking, 'Has anybody managed to successfully withdraw anything since July 4 till now?' /TISG Read also: Chocolate Finance secures US$15M in fresh funding after 'unusually high' withdrawals wipe out nearly 40% of its assets Featured image by Depositphotos (for illustration purposes only)

Johor sees 13MP as strategic roadmap to 2030 development goals

MALAYSIA: The 13th Malaysia Plan (13MP) has been adopted by Johor as a strategic and timely blueprint aligned with its Maju Johor agenda. This has been created to help Johor become a developed state by 2030 through inclusive and sustainable development. According to the New Straits Times , the state government views 13MP as a key accelerator of this vision, with strong focus on strengthening the economy, enhancing infrastructure, and improving quality of life for the rakyat. State growth reinforced by highest GDP performance Johor's confidence in the 13MP is underpinned by its recent economic performance. The state recorded the highest gross domestic product (GDP) growth in Malaysia at 6.4% 'It proves Johor is on the right track, and 13MP will further fuel this,' said State Investment, Trade, Consumer Affairs and Human Resources Committee chairman Lee Ting Han, as quoted by the New Straits Times . He added that the plan would reinforce Johor's role as a national growth engine through targeted support for investment, infrastructure, and regional cooperation. JS-SEZ and IMFC-J to drive regional economic growth One of the core initiatives under the 13MP is the Johor–Singapore Special Economic Zone (JS-SEZ), which has been recognised as a key regional economic driver. According to Lee, the establishment of the Invest Malaysia Facilitation Centre Johor (IMFC-J) under 13MP will streamline cross-border investment and create a more efficient business environment between Johor and Singapore. Infrastructure to support mobility and trade A number of major infrastructure projects under the 13MP have been outlined to support regional mobility and logistics. These include the Gemas–Johor Baru double-tracking railway, the Elevated ART (E-ART) system in Iskandar Malaysia, and upgrades to the Senai Utara–Machap stretch of the PLUS Expressway. The Johor–Singapore Rapid Transit System (RTS) Link was described as a 'transformational project' that will reduce border congestion, improve daily commuter traffic, and deepen economic integration with Singapore. Lee also welcomed the planned expansion of the Port of Tanjung Pelepas, which he said would strengthen Johor's maritime trade capacity and Malaysia's regional logistics standing. Commitment to sustainable growth and tourism Johor also noted that under the 13MP, green economy efforts, including the AIR2040 water reform initiative, smart grid systems and battery energy storage, will be prioritised. These are expected to support the state's sustainability agenda, as highlighted in Maju Johor. Tourism is another key focus area. In a move that is expected to drive tourism growth in the lead-up to Visit Johor Year 2026, Johor has been designated a host state for the Strategic Tourism Investment Zone (STIZ). Stronger Johor–Singapore integration expected The 13MP's emphasis on cross-border infrastructure, investment facilitation, and regional economic collaboration is also likely to have direct implications for Singapore. This may also enhance trade flows, help ease commutes and create business opportunities between the two. These developments could also help Singaporean businesses by giving them expanded access to talent, land, and logistics in southern Johor, while boosting tourism and joint ventures across the Causeway. As Johor advances towards its 2030 goals, Singapore is expected to remain a key partner, both benefiting from and contributing to Johor's next phase of growth.
