Shaw Foundation ties up with NCSS to house social service agencies at upcoming Shaw Tower

[SINGAPORE] The upcoming Shaw Tower is set to house various social service agencies when its redevelopment is completed in mid-2026. The development's community spaces will focus on mental wellness, as well as the arts and heritage.
The Shaw Foundation is also establishing its own non-governmental organisation (NGO) to run programmes for beneficiaries.
Raymond Chan, chairman of Shaw Foundation, said at Shaw Tower's topping-out ceremony on Tuesday (Jul 29): 'In our commitment to giving back to the community, we are collaborating with the National Council of Social Service (NCSS) in dedicating space for social service agencies in Singapore such as Montfort Care.'
The effort comes under the Community and Sports Facilities Scheme by the Urban Redevelopment Authority (URA). This scheme allows developers additional floor space of up to 2,000 square metres or 10 per cent of the maximum allowable floor area for the site – whichever is lower – for community use.
The agencies will not pay rent to Shaw Towers Realty, the owner of Shaw Tower, but instead pay a service fee – in accordance with URA's requirements.
'This supports the broader push to integrate community facilities into commercial developments, supporting non-profit community service providers,' Chan added.

Shaw Tower, located in Beach Road and the Central Business District, will have 435,000 square feet (sq ft) of Grade A office space. It will also house community-centric facilities, including a multi-purpose hall, which will take up 21,500 sq ft.
Highlighting mental wellness
In an exclusive interview with The Business Times, Alfred Yeung, general manager of Shaw Towers Realty, said the tie-up with NCSS aligns with Shaw Foundation's philanthropic efforts, with the dedicated spaces focusing on mental wellness.
'This is highly appropriate in this kind of commercial environment, with office workers in the neighbourhood. It will serve not only the building's users, but also (those) within the larger radius,' he added.
NCSS noted that Shaw Foundation first approached it in 2021 for the collaboration. NCSS then took the lead in turning the space into an integrated social services hub, which is 'a collaborative effort by the sector to create a seamless and comprehensive support system in caregivers' service journey', it said.
Besides Montfort Care, which serves vulnerable children, families and seniors, Shaw Tower will also house mental health charity Brahm Centre and Children-At-Risk-Empowerment Association, which helps at-risk youths. Montfort Care will take the lead in co-creating the one-stop support hub for caregivers.
'Beyond caregiver support, the hub will feature integrated mental health services and arts and heritage programmes, developed in collaboration with Shaw Foundation,' NCSS added.
This initiative is part of NCSS' plans to develop three themed social service hubs across Singapore, alongside JiaYou Centre at Chinatown Point and an upcoming site at City Square Mall.
New NGO
Yeung said that Shaw Foundation will be establishing its own NGO called Shaw – an acronym for 'Shaw, Heritage, Arts and Wellness' – to serve various beneficiary groups. However, it will focus on early childhood and new mothers.
The NGO will 'run and devise programmes linking arts, music and heritage with mental wellness', he said. Operations of the NGO will start in 2027 – six to nine months after Shaw Tower's redevelopment is completed.
Shaw Towers Realty sits under Shaw Foundation. Lendlease is the project and development manager in Shaw Tower's current phase, and will become the property manager at the operational phase.

HONG KONG: Hong Kong's debt-laden developers and their creditors are set to face intensifying financial pressure as bond maturities are slated to jump by nearly 70 per cent next year amid falling sales and valuations for the city's economically crucial property sector. Road King last week became the first city-based developer to default on bond coupons since China's property debt crisis began in 2021, following the first loan default by listed peer Emperor International earlier this year. Slim prospects for a revival in the commercial property sector in the near term and fewer sources of raising fresh capital mean more developers would struggle to meet repayment obligations in Hong Kong, analysts said. Property and its related sectors account for roughly a quarter of Hong Kong's GDP, and the industry's rising non-repayments will not only weigh on its economic prospects but also cast a cloud over creditors, including HSBC, with sizeable exposure to developers in the Asian financial hub. Local property developers' bond maturities will climb to US$7.1 billion in 2026 from US$4.2 billion this year, according to LSEG data and Reuters calculations. S&P Global Ratings analyst Edward Chan said that he would not rule out the possibility of more small-sized developers defaulting in the next 12-24 months because banks are cutting their loan exposure to them. "It will be at a point where there is actually no chance for them to repay such loans," Chan said. Developers, which hold mainly office and retail assets, are under huge pressure due to the challenge to sell assets to raise cash in those two segments that have seen valuations drop more than 50 per cent from 2019 peaks and with no recovery in sight, he said. More fire sales, on the other hand, would further depress the valuations and affect the overall industry, including cash-rich developers, analysts said. Among the cash-strapped debt issuers, New World Development, one of Hong Kong's top four developers, will face bond repayment obligations of US$168 million next year and of another US$630 million in 2027, while Lai Sun Development will have US$524 million due next year. New World, seen as one of the biggest risks to the city's financial and property markets due to its HK$180 billion (US$23 billion) borrowings, averted default by sealing a US$11.2 billion debt refinancing deal in June. New World did not respond to a request for comment. Lai Sun declined to comment. HEFTY CHARGE The majority of Hong Kong developers' debt comes from bank borrowings. In a sign of the growing bad loans in the sector, Hang Seng Bank took a hefty HK$2.5 billion charge on Hong Kong commercial real estate in the first six months of this year - up 224 per cent from a year ago. Its parent HSBC updated its internal model that resulted in its Hong Kong commercial real estate loans with significant credit risk, but those that had not yet defaulted, tripling to US$18.1 billion at end June this year. HSBC said the classification of problematic loans that saw a big rise was not an absolute indicator of credit quality, and that it was common for external events and market conditions to lead to increases in that classification without resulting in actual defaults. Hang Seng Bank declined to comment beyond its public comment after its earnings during which it said the rise in expected credit losses was due to a prudent approach amid an increase in allowances for new defaulted exposures, and other factors. Commercial real estate accounts for around 9 per cent of total bank lending in Hong Kong and up to 70 per cent of these loans are secured with around 45 per cent - 55 per cent loan-to-value ratio, according to S&P, which has forecast a rise in impaired loan ratios for the local banking sector. But Eddie Yue, the head of Hong Kong's de-facto central bank, said the banking system is "well-capitalised and has sufficient provisions and good financial strength to withstand market volatilities", citing key indicators including capital adequacy and provision coverage ratio. Some banks have decided not to categorise a defaulted loan as such or demand immediate repayments from distressed developers on worries about a worsening asset quality and the domino effect it could have across the sector, said market observers. And some have also refrained from seizing pledged assets on defaulted loans of developers on concerns it would be hard to recover the debt and crowd-out a market that has already seen commercial asset prices plunge, they said. "Now banks are actively deciding not to recall these loans too much - they want to buy time for a market recovery," said JLL Hong Kong's chair Joseph Tsang, adding curtailing lending to developers could hurt economic activity as a whole.

SINGAPORE – Despite the stronger than expected gross domestic product (GDP) growth in the first half of 2025, the boost to the Republic's economy is likely to be temporary. And Singaporeans will need to be clear about the challenges that lie ahead, said Defence Minister Chan Chun Sing. He was speaking at the Tanjong Pagar GRC and Queenstown and Radin Mas SMCs' 60th National Day dinner on Aug 16 at Tanjong Pagar Community Club. On Aug 7, a baseline tariff of 10 per cent from the United States came into effect for Singapore. Prime Minister Lawrence Wong had said on April 8 the tariff would hurt the nation's economy, businesses and workers, and significantly impact the economy's growth. Speaking to more than 750 residents, partners and volunteers at the dinner, Mr Chan said the good news is that Singapore's GDP growth hit 4.3 per cent year on year in the first half of 2025, which is stronger than expected. But part of the growth came from a flurry of front-loading activity – where businesses stepped up production and exports ahead of the tariff hikes. And that boost is likely to be temporary, he said. Mr Chan, an MP for Tanjong Pagar GRC, warned his constituents: ' Looking ahead, we are concerned with the uncertainties in the global environment that will slow down the investments or will reduce the confidence of investors. ' He added that the bigger challenge will come from the uncertainty over the tariffs, which could have an impact on the job market or lead to rising inflation. Mr Chan also cautioned that external parties will continue to try to influence how Singaporeans think. He said: 'We must make decisions based on our own long-term interests, rather than be swayed by others to do their bidding or to be their proxies.' Still, he said there was no need for Singaporeans to despair. 'Even in the toughest of times, we must play to our strengths, there will be opportunities for us to seize, and this will depend on what we do together as a nation.' Pointing out that the world had become increasingly 'transactional', he said the Republic must remain relevant. Mr Chan, who is also Coordinating Minister for Public Services, said: 'We must develop tangible capabilities, be it on the economic front or on the security front, and offer real value proposition for others who want to partner us.' He said Singapore has to be consistent and coherent, especially in a world of unpredictability, to nurture stability, both for Singaporeans and for investors. 'Investors are not just looking for the highest returns for their investment, but they are also looking for a reliable place to put their investment, where their investment can be governed by the rule of law, where their intellectual property can be protected,' he said. To show that Singapore was thinking long-term, the minister said the country needs to invest in its people through education, training, and equipping the workforce with skills to thrive in an evolving world. Mr Chan said Singapore must continue to manage the country's financial reserves and finances to better prepare for future challenges. Another way is to invest in major infrastructure projects to maintain global competitiveness. He cited some long-term plans, including the construction of Changi Airport Terminal 5 and the Tuas mega port. Mr Chan said opportunities will open up in Singapore as businesses and investors seek to diversify risks, and companies prioritise resilience and preparedness. He said Singapore can fill that role if the nation remains relevant, offer a stable political system and a coherent government. Mr Chan was accompanied by his Tanjong Pagar GRC team – Minister of State Alvin Tan, Ms Joan Pereira, Ms Rachel Ong and Mr Foo Cexiang. Senior Parliamentary Secretary Eric Chua, the MP for Queenstown, and Radin Mas MP Melvin Yong were also there. At the event, Mr Chan paid tribute to the Malay community and acknowledged its contributions to nation-building. And he called on all Singaporeans to continue to be united to care for one another. Said Mr Chan: 'We are not done building Singapore, and I'm sure the younger generation amongst us today will make sure that one day, 40 years later, when we stand outside here, we will see an even better Singapore.' He added, it will not be measured just in terms of a development in the country's infrastructure, but rather in the way Singaporeans unite to face long-term challenges. 'If we can do that, then I am very sure we can all have that quiet confidence we will make it to SG100,' said Mr Chan.
