Congress VP Hira Jotva arrested in Rs 7.3 crore MGNREGA scam in Bharuch; party says ‘vindictive move by BJP'

Indian Express27-06-2025
Over a month after an FIR was filed against two Gir-Somnath based agencies in Gujarat for an alleged MGNREGA scam of Rs 7.3 crore in the Bharuch district, district police arrested Gujarat Congress Vice President Hira Jotva in the case late on Thursday night.
An alleged 'outsourced' technical staff person, Ramesh Tailor, was also arrested on Thursday.
Bharuch district police said that evidence shows Jotva allegedly being a 'partner' in both firms and 'having directly used the siphoned funds' from the MGNREGA scheme.
District Superintendent of Police Mayur Chavda told The Indian Express, 'We have evidence that shows that Jotva was a sleeping partner in both the agencies that were contracted in Bharuch and had a direct involvement in the irregularity being investigated. We are also probing the money trail as there is evidence that Jotva has used the money that was siphoned off… He was brought to Bharuch and arrested late on Thursday night.'
The FIR was lodged by Assistant MGNREGA account officer P U Chaudhary of the Bharuch District Rural Development Authority against Veraval-based Jalaram Enterprises (owned by Piyush Nukani) and Murlidhar Enterprises (owned by Jodha Sabhad).
It states, 'The irregularity relates to MGNREGA projects in Amod, Jambusar, and Hansot talukas of the district… As per the complaint received from an infrastructure company, the two agencies contracted to supply material had passed bills in violation of tender conditions…'
The arrests of Jotva and Tailor are the first in the case as agency owners Nukani and Sabhad are 'on the run', police said.
Chavda said that the two agencies, as per the procedure under MGNREGA, had appointed an outsourced technical assistant, Ramesh Tailor, who was stationed at the office of the Taluka Development Officer (TDO) of Hansot taluka. He allegedly 'created forged documents at Jotva's behest'.
Chavda said, 'Tailor created the documents used for the misappropriation, including forged bills… The MGNREGA provisions mandatorily require the expenses to be in the ratio of 60:40 in favour of labour and raw material. However, in this case, the accused showed material cost up to 80% of the total amount, which disturbs the ratio and indicates a scam.'
Chavda added that apart from inflated bills, the agencies allegedly also showed completed works which 'did not exist on the ground' to embezzle funds. Both Chavda and Tailor will be produced in court on Friday evening.
Reacting to Jotva's arrest, Gujarat Pradesh Congress Committee Spokesperson Manish Doshi told The Indian Express that Jotva has been 'victimised' as he 'did not succumb to the pressure of quitting the Congress'.
'The story being weaved against Hirabhai Jotva that just because two agency owners are known to him, he is involved in the scam, exposes the two-faced approach of the BJP… The state government, on the one hand, has not even initiated an action against its Cabinet Minister Bachubhai Khabad even after both his sons have been arrested in multiple FIRs for alleged MGNREGA scams but here, Jotva is arrested just for being acquainted with the agencies,' he said.
'Jotva has documents to fight his case. He is a powerful leader of the Ahir community in his region… There has been a lot of pressure on him to quit the Congress since a while now but he has not succumbed. This arrest is a result of the vindictive nature of BJP, which wanted him to toe their line. We have full faith in the judiciary and we will fight a legal battle,' Doshi said.
Senior BJP leaders refused to comment on the Congress' stand in the issue. Jotva, who is among the nine Vice Presidents of Gujarat Congress, had unsuccessfully contested the Lok Sabha polls in 2024 from Junagadh and also the Keshod Assembly constituency in the Gujarat Assembly polls of 2022.
The FIR states that following a detailed investigation into the complaint, it was found that in works of building roads in villages of Jambusar, Amod and Hansot talukas, 'inflated bills of material supply' were allegedly presented while only a small amount of material was allegedly used. 'The bills put forth from Jambusar were for 128.40 cubic metres of material, while the actual material used was 28.32 cubic metres against the stipulated use of 103 cubic metres…' the FIR states. Similar discrepancies were also 'discovered' in a total of 56 villages.
The Bharuch district FIR had come just a week after the Dahod district police had re-arrested two sons of Gujarat Minister of State for Panchayat and Agriculture Bachubhai Khabad in one common and two separate FIRs lodged in Dahod B-Division police station to probe another alleged MGNREGA-related scam of over Rs 100 crore.

Putin was forced to pay Rs 2.2 crore in cash to refuel jets in Alaska. Here's why

Russian President Vladimir Putin reportedly had to pay nearly $250,000 (around Rs 2.2 crore) in cash to refuel his three jets while in Alaska for a summit with US President Donald Trump. Many Russian officials and journalists who travelled with him also said they were unable to use local mobile networks or bank cards during their stay The Russian delegation had to pay for refuelling their jets in cash. AP/File Photo Russian President Vladimir Putin reportedly had to spend almost $250,000 (around Rs 2.2 crore) in cash to refuel three aircraft during his summit with US President Donald Trump in Alaska on August 15. US Secretary of State Marco Rubio told NBC News that the Russian team had to make the payment in cash to refuel their planes in Alaska. Here's why Notably, the Trump-Putin talks produced general remarks about progress on some issues but did not result in concrete steps towards a ceasefire in Ukraine, something Donald Trump had mentioned before the meeting. STORY CONTINUES BELOW THIS AD This brings us back to the key question: Why did Putin need to pay in cash for refuelling? Let's take a look at this: Why Putin had to pay in cash for jet refuelling When Vladimir Putin arrived in Alaska on August 15 for a key meeting with US President Donald Trump, he received a formal red carpet welcome. However, his delegation had to pay for refuelling their jets in cash. US Secretary of State Marco Rubio said this was a direct result of existing US sanctions. Media reports said that the Russian leader had to spend nearly $250,000 (about Rs 2.2 crore) in cash to refuel three aircraft. 'When the Russians landed in Alaska, they were there to refuel. They had to offer to pay in cash to refuel their aeroplanes because they can't use our banking system,' Rubio told NBC News. Putin arrived in Alaska on August 15 for a key meeting with Trump. Reuters/File Photo He added that all sanctions remained fully in place and continued to limit Russian access to global finance. 'They face consequences every single day, but the bottom line is that it has not altered the direction of this war. That doesn't mean those sanctions were inappropriate; it means it hasn't altered the outcome of it,' he said. Russian officials and journalists travelling with them also said they could not use local mobile networks or bank cards during their stay, according to The Moscow Times. US authorities temporarily lifted travel restrictions for sanctioned Russian officials until August 20 to allow the Anchorage summit to take place. Earlier this year, Washington made a similar exception for Kremlin economic envoy Kirill Dmitriev, who was able to travel to the US capital for talks with Trump envoy Steve Witkoff in April despite being on the sanctions list. STORY CONTINUES BELOW THIS AD ALSO READ | Why Putin's bodyguards carried 'poop suitcase' to Alaska summit with Trump US sanctions on Russia When asked why the US does not impose additional sanctions to push Russia towards a ceasefire, Marco Rubio said he did not think new measures would make Putin comply. He added that Russia is already facing strict sanctions, which serve as consequences for refusing a ceasefire. However, he added that there is no proof that further steps would have an immediate effect 'because sanctions take months and sometimes years to bite.' After meeting Putin in Alaska, Donald Trump appeared to soften his approach, claiming the summit 'went well' and rating it '10/10' in a Fox News interview. The Trump-Putin talks did not result in concrete steps towards a ceasefire in Ukraine. Reuters 'I may have to think about it (sanctions) in two or three weeks or something, but we don't have to think about that immediately,' Trump said, despite recently taking a tougher tone on Moscow. He added , 'If I did secondary sanctions now, that would be devastating for them,' without giving further details on possible action. Earlier, Trump had surprised India with a new 25% tariff on goods over its continued purchase of Russian oil, adding to a previous 25% levy and bringing the total to 50%. STORY CONTINUES BELOW THIS AD New Delhi called the move 'unfair, unjustified and unreasonable,' warning it could hurt textiles, leather and marine exports. Notably, Trump had previously warned Russia of 'very severe consequences' if Putin did not reach a peace deal to end the Ukraine war, which is now in its fourth year. Meanwhile, the UK government said on Tuesday that European leaders are considering further sanctions to increase pressure on Putin as part of wider efforts to end the war in Ukraine. ALSO WATCH:

FIR ordered against Bhojpuri actor Pawan Singh, 3 others

Varanasi: A court here has directed the police to register a case of fraud against Bhojpuri film actor-singer Pawan Singh and three others following a complaint by a local hotelier. The order was passed by the court of the Additional Chief Judicial Magistrate-II after hearing an application filed by businessman Vishal Singh. The development has now come to light. Vishal Singh's counsel, Ashish Singh alleged that his client was duped in the name of investment in the 2018 film 'Boss'. According to the lawyer, Vishal Singh met Mumbai-based film director Prem Shankar Rai in 2017, after which he was introduced to several people associated with the project. It was alleged that Vishal Singh was persuaded to invest in the film with a promise of profit, and even a meeting with Pawan Singh was arranged to convince him. The complainant claimed that he deposited about Rs 32.60 lakh from his and his brother's firm into different accounts. In July 2018, he was declared a producer of the film and assured 50 per cent of the profits. Later, he invested another Rs 1.25 crore in the project. However, despite the film's release, Vishal Singh was allegedly not given his share of the profit. The businessman further alleged that when he demanded his dues, actor Pawan Singh threatened to kill him. The complainant approached the Cantonment police station and the police commissioner with his grievance. After no action was taken, he moved the court, which directed police to register an FIR against Pawan Singh and three others under fraud charges.
