Parliamentary panel urges Jal Shakti Ministry to implement National Water Policy

New Delhi, Aug 11 (PTI) A parliamentary panel has asked the Ministry of Jal Shakti to urgently implement the long-delayed new National Water Policy, warning that India's water sector is grappling with shrinking per capita availability, deteriorating quality, and low efficiency of water use systems.
In its ninth report on action taken by the government on earlier recommendations, the Standing Committee on Water Resources expressed 'paramount concern" over the lack of significant progress on the policy's rollout, despite the draft being ready.
'…the Committee urged the Ministry to take necessary decisions in the matter on urgent basis and ensure the implementation of the New National Water Policy on priority so that necessary systems be prepared to confront the current challenges in the Water Sector," the report said.
It directed the ministry to ensure the policy is in place within three months to strengthen resilience against scarcity, pollution, and climate-induced disruptions.
The committee also raised alarms over the acute staffing shortages in State Dam Safety Organisations (SDSOs), which, it said, could compromise the objectives of the Dam Safety Act, 2021.
While the National Dam Safety Authority has held 16 review meetings with states to highlight vacancies, the panel found no clarity on concrete measures taken to address the issue and demanded swift remedial action.
On flood management, particularly in the Northeast, the committee reviewed the Brahmaputra Board's plans to prepare and update master plans for 15 sub-basins and 14 major rivers using advanced technology.
It stressed that the success of these initiatives would depend on 'rigorous implementation" and called for time-bound action to curb recurring floods and erosion in Assam and neighbouring states.
The panel reiterated its recommendation for dedicated financial grants to states and UTs to promote rainwater harvesting, rejecting the ministry's stance that such funding might undermine community-led schemes like 'Jal Shakti Abhiyan: Catch the Rain' and 'Jal Sanchay Jan Bhagidari'. It also noted the absence of clear plans for the repair and maintenance of rainwater harvesting infrastructure.

Other recommendations included incorporating local MPs and MLAs in bodies under the National Mission for Clean Ganga to improve on-ground monitoring, augmenting budget allocations for the National River Conservation Plan to address pollution in non-Ganga basins, and strengthening coordination between the Jal Shakti and Environment ministries for water management in forest areas, tiger reserves, and sanctuaries.
The report said that while several programmes and schemes exist, gaps in policy execution, institutional capacity, and funding continue to hinder India's water security goals. The committee has sought updates on multiple fronts within three months. But why are people being unnecessarily targeted?' Banerjee said. 'Day before yesterday, a man from a technical field went to Noida with his child, but hotels refused accommodation because he speaks Bengali. If I respect your language, why shouldn't you respect mine?' she said. 'Rabindranath Tagore composed the national anthem and Bankimchandra Chattopdahy composed Vande Mataram, our national song. Both are sung in the Parliament. The Jai Hind slogan was raised by Netaji Subhas Chandra Bose. Don't forget that the first legislation to stop the practice of Sati was passed in Bengal,' Banerjee said, paying homage to Raja Rammohan Roy, the icon of the Bengal Renaissance who fought against the barbaric practice of burning widows in the pryes of their husbands. Bengal BJP spokesperson Debjit Sarkar insisted that allegations of harassment of Bengali-speaking people are baseless. 'A false binary is being created before the 2026 assembly polls. TMC alleged three days ago that a migrant worker was murdered in Tamil Nadu because he spoke Bengali. Police investigation showed that the murder was linked to his wife's extramarital affair. Two days ago, TMC alleged that some men in Mumbai sliced off the ears of a migrant worker from Birbhum because he spoke Bengali. The man said he was attacked during a dispute over wages,' said Sarkar.

President Murmu hails Op Sindoor as fight of humanity against terrorism
Operation Sindoor will go down in history as an example in humanity's fight against terrorism, President Droupadi Murmu told the nation on the eve of the 79th Independence Day on Thursday, as she hailed the test of Atmanirbhar Bharat during the conflict and the nation's unity, which according her, was the most befitting response to those who wanted to divide India. (PTI) In a 40-minute address, Murmu didn't refer to American tariffs on India but noted a 'stress' in the global economy. She argued that 'all key indicators' show the Indian economy in the pink of health and 'demand at home is pacing ahead'. The President mentioned how welfare schemes were designed to prevent people from slipping back to poverty. She said income inequality and regional disparities were reducing and said astronaut Shubhanshu Shukla's space journey had 'fired a whole generation to dream bigger.' Amid the ongoing controversy over the Election Commission's Special Intensive Revision of electoral rolls in Bihar, the President highlighted India's universal adult franchise that came 'without any restrictions of gender, religion and other factors that had barred many people from voting in other democracies' and said democratic institutions in India had 'strengthened the practice of democracy'. Three months after the India-Pakistan conflict in May, the President, who is also the commander-in-chief of the Indian Armed Forces, hailed Operation Sindoor and the rise of Atmanirbhar Bharat in the defence sector. Calling India's response to the April 22 Pahalgam terror attack as decisive, Murmu told the nation, 'This year we had to face the scourge of terrorism. With strategic clarity and technical capability, they destroyed terrorist hubs across the border. I believe Operation Sindoor will go down in history as an example in humanity's fight against terrorism.' She hailed the united spirit of India and said the world had taken note of India's stance. 'Operation Sindoor was also a test case of the Atmanirbhar Bharat mission in the defence sector. The outcome has proved that we are on the right path. Our indigenous manufacturing has achieved the critical level that makes us self-sufficient in meeting many of our security requirements. These are landmark achievements in India's defence history since Independence,' Murmu added. Murmu pointed out how a newly independent India opted for universal adult franchise, without restrictions. 'After regaining our freedom, we also became a democracy with universal adult franchise. In other words, we the people of India put the power to shape our destiny in the hands of each of us, without any restrictions of gender, religion and other factors that had barred many people from voting in other democracies. In spite of many challenges, the people of India made a successful transition to democracy. The transition was a natural reflection of our ancient democratic ethos,' she said. 'India had the oldest republics in the world. It is rightly acknowledged as the mother of democracy. When we adopted the Constitution, it provided the edifice of democracy. We built democratic institutions that strengthened the practice of democracy. We prize our Constitution and our democracy above everything else.' The President spoke about India's 'extraordinary progress' in 78 years and told the nation that the achievements in the economic field were noticeable. 'With a GDP growth rate of 6.5% in the last fiscal, India is the fastest growing among the major economies in the world. Even amid stress in the global economy, demand at home is pacing ahead. Inflation has remained under control. Exports are rising. All key indicators show the economy in the pink of health. This is as much due to carefully calibrated reforms and sagacious economic management as due to the hard work and dedication of our workers and farmers,' Murmu said. In her speech, Murmu said that the government was running a series of welfare initiatives for the poor and those who rose above the poverty line but were still vulnerable. 'This is reflected in the rising expenditure on social services. Income inequality is reducing. Regional disparities are also disappearing. The states and regions, earlier known for weaker economic performance, are now showing their true potential and catching up with the front-runners,' she said. 'Our business leaders, small and medium industries and traders have always exhibited a can-do spirit; what was needed was removing the bottlenecks in the path of wealth creation,' said Murmu. She said that the new rail link in Kashmir was a 'major accomplishment' as it will boost trade and tourism in the region. Murmu said that the government considered the basic amenities of life as rightful claims of the citizens and highlighted schemes such as the Jal Jeevan Mission and the Ayushman Bharat that provides cover to more than 55o million people. 'As inequalities in access are removed, the poor and the lower middle-class also benefit from the best possible health-care facilities,' she said. She also spoke about the dramatic advances of the IT sector and how more than half of the total number of digital transactions in the world take place in India. 'Moreover, we are increasing our self-reliance in every area possible. This has added to our self-confidence and increased the momentum of our journey towards becoming Viksit Bharat,' she added.

MDNIY welcomes special guests from Ayush Ministry on eve of Independence Day
New Delhi, Aug 14 (PTI) The Morarji Desai National Institute of Yoga (MDNIY) on Thursday welcomed special guests from the Ministry of Ayush invited in recognition of their significant contributions to the International Day of Yoga (IDY) celebrations held on June 21, officials said. The visit took place on the eve of the 79th Independence Day. Addressing the gathering, Dr Kashinath Samagandi, Director, MDNIY, expressed gratitude to the government of India for inviting these distinguished guests to the national celebrations. He said that yoga, having emerged as a global phenomenon, carries the responsibility of being preserved and promoted in its authentic form. Emphasising the holistic approach of Yoga, Samagandi highlighted the importance of diet (ahara), lifestyle (vihara), and behaviour (achara-vichara) in daily practice. He also presented an overview of the institute's ongoing activities through a detailed presentation, an Ayush ministry statement said. N K Kansara, principal consultant, Yoga Certification Board (YCB), briefed the guests on the progress and achievements of the YCB. Later in the day, a farmer delegation invited by the Ministry of Ayush in recognition of their role in the medicinal plants sector visited MDNIY. The delegation participated in a short yoga break (Y-Break) session and experienced its benefits. The Y-Break initiative has already benefitted over 8.68 lakh government employees across the country, the statement said. The two delegations, comprising over 350 guests, were taken on a guided tour of MDNIY to familiarise them with its facilities, academic programmes, and ongoing initiatives, it stated Md Taiyab Alam, chief and development officer, MDNIY, and Dr I N Acharya, programme officer, along with faculty members and staff were present during the visit. The event reflected the shared ethos of independence and the timeless values of yoga — �discipline, harmony, and service to the nation. The visit not only enriched the Independence Day celebrations but also promoted the integration of yogic principles into daily life, reinforcing the message of unity, peace, and national well-being, the statement said.
