Delhi Pollution: Environment ministry orders petrol cars, ignoring pollution body's advisory to buy cleaner vehicles
The environment ministry floated the tender on the Government e-Marketplace (Gem) portal on 8 May for 60 cars to be deployed in New Delhi at an estimated cost of ₹8.4 crore. Of these, 57 are petrol-powered cars – 27 units of Maruti Suzuki Ciaz and 30 units of Maruti Suzuki Dzire. The other vehicles are two Toyota Hycross hybrid cars and one Tata Nexon EV electric car.
The tender was published barely a week after the Commission for Air Quality Management in National Capital Region and Adjoining Areas (CAQM) put out an advisory on 2 May for all governments, public sector undertakings and public institutions in the NCR to buy only battery electric vehicles, hybrids or CNG-powered vehicles.
The commission, which was set up by parliament through the CAQM Act, 2021, works to reduce the hazardous air quality in India's national capital. New Delhi was ranked No. 1 in the world among cities with the highest AQI levels, according to the World Air Quality Report 2024.
'While the concerns of vehicular emissions are universal, considering the ultra-high density of vehicular traffic particularly in Delhi-NCR, there is a need to develop an accelerated roadmap for cleaner mobility, focusing on transition from polluting vehicles, dependent purely on fossil fuels like diesel and petrol," CAQM said in its advisory, which was also marked to the secretary of the environment ministry. It urged government entities to take the lead and mandate future purchasing, hiring or leasing of only cleaner vehicles.

The environment ministry and the CAQM did not respond to Mint's emails seeking comment.
"If the order was for some rural areas, then it would be understandable. But in Delhi, where there is enough infrastructure for EVs and CNG cars, it is just perplexing that such an order was released," said an auto industry consultant working with the government.
Negative signal
Proposals to hire only green cars for government use have been in the offing for several years at both the state and central levels but have failed to take off meaningfully. A bid to replace government vehicles with EVs received a boost when Energy Efficiency Services Ltd floated a tender to buy 10,000 EVs for the government in 2017. However, the plan lost steam due to operational challenges and dissatisfaction among bureaucrats with the vehicles.
"The government's leadership in the space is vital. Large-scale transitions take time, and departments may occasionally need to balance immediate functional needs with long-term sustainability goals. That said, public sector procurement remains a powerful tool to drive change to green powered cars," said Saket Mehra, a partner at Grant Thornton India.

Experts said such an order can act as a negative signal for car makers, which are struggling to build EV sales volumes in the Indian market.
"The industry will get a positive signal and a push in volumes as well if the government solely dedicates to procure green energy-powered vehicles. It is important to shift away from petrol-powered cars, which has been the government's stand for some time now," said IV Rao, distinguished fellow of transport and urban governance at The Energy and Resources Institute.
EV car sales in the country grew 20% to almost 100,000 in 2024. Overall car sales in the year were 4.3 million units. Maruti Suzuki Ltd, India's largest car seller, said the opportunity for EVs is greater outside the country than in India.
The environment ministry's procurement order also comes when several state governments are formulating policies to encourage the adoption of EVs. The government's own target suggests that 30% of cars on the road should be EVs by 2030. In 2021, Union power minister RK Singh wrote to all Union ministers to convert the official fleet of their departments to EVs.

Union road transport and highways minister Nitin Gadkari informed the Lok Sabha in 2022 that only 0.6% of all government vehicles were electric, i.e. 5,384 out of 847,544 units.

MeitY flags security concerns over import of used multi-function devices
Hyderabad: After cracking down on illegal import of refurbished hard disk drives (HDDs), authorities are now investigating the large-scale entry of second-hand multi-function devices (MFDs) through several ports in India, particularly Inland Container Depot (ICD) at Timmapur near Kothur in Rangareddy district. The ministry of electronics and information technology (MeitY) has escalated the issue to the revenue department of the finance ministry. MeitY highlighted that these imports bypass the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order of 2021. Imports Enter GeM and Open Markets, Raise Surveillance Concerns In the letter, MeitY noted that the imports were not only reaching the open market, but were also being sold through the govt e-Marketplace (GeM), posing threats to critical surveillance infrastructure and misleading govt procurement systems. The import of refurbished hard disk drives and MFDs needs specific authorisation under the foreign trade regulations. Various high courts across the country had granted interim relief to importers of MFDs, citing the lack of specific notification under the Customs Act. An official of MeitY told TOI, "This legal grey area is enabling consignments to be cleared, even without requisite DGFT permissions." The ministry's letter pointed to multiple litigations across the country involving importers challenging customs seizures. Customs officials, meanwhile, seized several MFD consignments at Timmapur and other ports, but without the legal backing of a Section 11(3) notification, enforcement has been uneven. Refurbished HDDs Also Under Scrutiny The fresh alarm over MFDs follows a major inter-departmental alert earlier this year regarding the smuggling of refurbished and end-of-life hard disk drives. According to DGFT data, refurbished hard disks imports in the last three years entered via Hyderabad. The value of these consignments was pegged at over 800 crore. Diagnostic indicators such as SMART logs and FARM values confirmed operational histories running into thousands of hours. Many of these drives were found with wear indicators reset or deleted. In both HDD and MFD cases, the concern was not only policy circumvention, but national security. MeitY has cautioned that such imports could compromise surveillance systems, result in unreliable data storage, and contribute to environmental degradation through e-waste.

‘Address grievances of outsourcing workers at the earliest'
Chandigarh: The Bharatiya Mazdoor Sangh, Chandigarh, has sought establishment of Kaushal Vikas or Rozgar Nigam in the city, modelled after Haryana, to stop exploitation and discrimination of outsourcing workers by private contractors and agencies. This initiative aims to resolve grievances at the earliest. Balwinder Singh, president of the Bharatiya Mazdoor Sangh, Chandigarh, on Wednesday submitted a representation to the Punjab governor and UT administrator Gulab Chand Kataria in this regard. He stated, "Around 17,000 workers are engaged in the outsourcing system to run various departments of the Chandigarh administration and municipal corporation for 20 years. Earlier, the outsourced workers were hired through e-tendering, but since 2018, the workers have been engaged through the GeM portal, i.e., Government E-Marketing. Presently, private contractors/agencies and SPIC, an authorised agency of the Chandigarh administration, are engaging and managing outsourcing workers in the departments of the Chandigarh administration and MC. Govt defends petrol car tender in Parliament
Last Updated: New Delhi, Aug 21 (PTI) The Environment Ministry on Thursday said most of the vehicles in its fleet are electric, CNG or hybrids and clarified that its latest bid document for new cars includes flexibility to hire e-vehicles. In a written reply in the Rajya Sabha, Minister of State for Environment Kirti Vardhan Singh said, 'In the recent past, the ministry has procured only four vehicles, all of hybrid category, through Government e-Marketplace (GeM) in accordance with the instructions issued by Department of Expenditure." He added that the bid document has 'provisions which allow flexibility in hiring of e-vehicles within the overall strength of vehicles proposed to be hired." The clarification came against the backdrop of reports in May that the ministry floated a tender for 60 vehicles in Delhi, of which 57 were petrol-powered cars and just three were cleaner-fuel options — two Toyota Hycross hybrids and one Tata Nexon EV. The estimated value of that tender was around Rs 8.4 crore, according to reports. The decision drew criticism because it came just days after the Commission for Air Quality Management (CAQM) in the NCR issued an advisory to all government bodies on May 2, urging them to procure only electric, hybrid or CNG-powered vehicles. Singh told the Upper House that the ministry has also hired e-vehicles through Energy Efficiency Services Limited, a joint venture of PSUs under the Power Ministry, and that 'majority of the vehicles being hired are e-vehicles or CNG or hybrid vehicles".
