AI prompts us to rethink the very foundations of higher education systems

Rebecca Davis raises some important questions in her Daily Maverick article, ' Cheat GPT crisis – SA universities faced with a burgeoning degree of AI-written academic assignments '.
She points out, as others have, that 'students are turning to artificial intelligence (AI) to do their assignments and as detection tools fail, universities are scrambling to rethink their assessment methods'.
She suggests further, quite correctly, that some institutions are in denial about the scale of the problem.
In a follow-up piece, ' Chat GPT poses an existential threat to universities and the integrity of degrees ', Associate Professor Andy Carolin from UJ suggests that the availability of Chat GPT has created the risk of an 'ever-increasing number of students who hold certificates that fraudulently certify their mastery of skills and content knowledge that some of them may have only barely attempted'.
He concludes by suggesting that while 'it may go against the enthusiastic embrace of technological innovation', there may be no other choice than to insist on a return to in-person discussions, tests and examinations.
There can be no doubt that AI raises serious questions about how universities should conduct assessments, but this is really only the tip of the iceberg.
AI 'offers' or 'threatens' (depending on your outlook) to fundamentally transform knowledge, teaching, learning and assessment as we currently know it, as well as the people and the institutions that offer it. Consequently, the discussion and debate should prompt us to rethink the very foundations of our current higher education systems.
It is important to highlight that it is not only large language models (LLMs) which are being applied in the education sphere, but these are being combined with symbolic AI, for example, which is more effective in structured, rules-based areas such as learning pathways, competency alignment, student progression, adaptive testing and so on. This is sometimes referred to as neuro-symbolic AI or LLM and planner architectures.
Some of the areas which are of relevance to this debate – and which of course all require much more depth than is possible here – include the following:
Rethinking what constitutes knowledge and competence;
The development of teaching and learning materials and accompanying assessments;
The delivery of teaching and learning and the conducting of assessments;
The future for teaching and administrative staff;
Qualification and changes in hiring decisions by employers; and
The future of tertiary institutions.
Rethinking knowledge and competence
Historically, universities have placed significant value on knowledge retention, ie testing whether students can recall facts, formulae, or processes. However, with hybrid AI tools now capable of delivering detailed, real-time answers, the educational benefit of this type of memorisation must be questioned.
We have historically managed the transition away from times tables and recalled theorems to calculators which do this work for students and working people, and it is this mind-shift – in this case with AI – that we are being asked to make today.
This is not to suggest that some retained knowledge is not important – it clearly is.
But most tertiary institutions worth their salt will be far more focused on building the competence of their students to think critically, to be creative, to collaborate and communicate effectively – the well-versed core 21st Century skills. These are already widely acknowledged as more important metrics than recalling specific data points.
It surely cannot be correct to suggest that the use of AI stands in opposition to these core competencies? AI applications certainly raise the bar in terms of what can be achieved, but those who make extensive use of AI will know that the refining and synthesising of AI outputs through intelligent and creative prompting can be a very challenging process requiring high levels of creativity and critical thinking.
This suggests, therefore, that if private and public universities wish to have students capable of using AI effectively when they enter the new world of work, they will need to assess students' 21st Century skills in both unaided as well as aided formats.
'Unaided' assessments which also seek to test some measure of knowledge retention may well, as is suggested by Carlin, require in-person formats, though arguably this could include online face-to-face formats. 'Aided' assessments would involve required AI use, disclosure by the student and a close examination of the discovery and prompting processes to reach the final learning outcome.
The development of teaching materials and accompanying assessments
A major part of the life of a lecturer has traditionally been the development of lectures and the assessments that go alongside these materials.
Hybrid AI has, however, already demonstrated its ability to generate teaching materials and accompanying assessments at various levels of complexity. This form of AI can create course outlines, lesson plans and reading materials by drawing on datasets that cover an extensive range of academic subjects. These models can synthesise concepts into coherent, digestible materials suitable for different learning outcomes.
Hybrid AI can also automate the creation of formative and summative assessments. Through natural language processing, it can craft questions ranging from multiple-choice quizzes to more open-ended prompts designed to test higher-order thinking skills.
It would be naïve to assume that AI is not already being used by some lecturers to do precisely this – to create and update lecture notes and to develop new assessments which reflect changing global events.
Are we to regard this as some form of cheating? It would seem churlish to deny lecturers the opportunity to be more efficient and effective in their work by using AI applications, judiciously, of course, when the rest of the world is doing precisely this.
Teaching, learning and conducting assessments
Taking this a step further in the life of a lecturer, it should be recognised that hybrid AI can increasingly assume the role of a digital lecturer and learning facilitator by delivering material through interactive, multimedia presentations and real-time discussion prompts.
Intelligent tutoring systems, for instance, can parse student queries and tailor responses with immediate and context-relevant explanations, mirroring the support offered by a human instructor.
Additionally, hybrid AI can track each student's engagement and comprehension through analytics and offer timely, data-driven guidance to help them grasp difficult concepts. This kind of on-demand, personalised assistance ensures that students receive support at their own pace.
More sophisticated AI-based tools can even adapt materials in real time, based on learner feedback, to support the level at which the learner is most comfortable.
When it comes to assessments and marking, hybrid AI can automate much of the process, from generating relevant test questions to scoring responses. Beyond merely checking correct or incorrect answers, modern AI-driven systems can interpret open-ended responses and evaluate them for conceptual clarity and depth of understanding.
Implications for teaching and administrative staff
The capacity of hybrid AI in terms of teaching, learning and assessment clearly suggests that the roles of many lecturers will change over time.
Initially, they are likely to be freed from many menial and repetitive administrative tasks associated with student administration. Then, increasingly with information being so readily available in such great quantities instead of being focused on 'the lecture', it is likely that lecturers will gravitate more towards student support and in-person assessment.
However, as support and self-learning become increasingly personalised through hybrid AI applications, the requirement for lecturer support in even these areas is likely to diminish.
Likewise, with administrative staff, hybrid AI is well suited to take on many tasks associated with admissions, quality assessments, accreditations and qualifications' administration. This is already a reality.
So over time, maybe quite a short time, significantly fewer lecturer and administrative posts are likely to be required.
For current and future students – we will all be lifelong learners – the upside will probably be significantly cheaper education as tertiary institutions that offer online options, having recovered their initial investments, will be able to offer qualifications at significantly lower fees than is now the case.
Again, this trend is already very discernible.
Qualifications and employer hiring decisions
It has already been suggested that it is likely that the assessment of knowledge retention will decline in importance, so qualifications will increasingly need to reflect less about what learners know and more about how learners can apply their own knowledge and the knowledge that they are able to generate through AI applications.
Furthermore, as the pace of change speeds up (largely through technology) and competencies have to be rapidly updated, qualifications are likely to become more modular and flexible.
Instead of granting a single, comprehensive degree, institutions may increasingly move towards stackable micro-credentials or digital badges tied to distinct competencies, allowing learners to continuously update and demonstrate their abilities.
Additionally, non-traditional providers of education — such as industry organisations or even AI-based platforms — could gain more legitimacy in awarding recognised qualifications.
Students of the future may therefore earn credits across multiple providers and compile them into a unified record or 'portfolio', verified and authenticated by blockchain or other secure systems. This decentralised approach would diversify educational pathways and enable continuous upskilling, moving beyond the one-time awarding of a conventional degree.
As qualifications begin to change, employer hiring decisions are likely to change as well, and these two processes will each drive the other synergistically.
Employers are already increasingly focusing on demonstrable skills and practical outcomes. Their recruiters often weigh assessments of real-time problem-solving or proof of project-based achievements more heavily than a traditional diploma or degree.
This will be supported by hybrid AI systems and applications which enable recruiters to verify skill levels through performance data, such as coding challenges, simulations or portfolio reviews.
Recruiters themselves are likely to dwindle in numbers as the formal interview is replaced by hybrid AI-driven platforms which take on tasks like candidate matching, pre-screening, and initial interviews.
The end of universities?
Does this mean an end to bricks and mortar and online universities and colleges as we know them today?
Well, not tomorrow.
It is likely that some tertiary institutions will be able to continue offering their teaching and learning in a more 'traditional' format, which at least eschews some of the pressures from the AI revolution. But these are likely to be already well-branded, boutique institutions which cater in the main part for wealthier students who can afford premium fees.
But for the vast majority of learners in South Africa and the world more broadly, the cost of education is paramount and hybrid AI is already making education increasingly affordable.
The day is probably not long off when we see private and public teaching and learning institutions involving automation at virtually every stage of the student lifecycle.
Admission decisions will be determined algorithmically, factoring in everything from academic records to psychometric assessments derived from online interactions. Class content — lectures, readings, tests — will be generated and updated in real time by hybrid AI, with intelligent tutoring systems offering one-on-one support tailored to individual student needs.
Assessments will be administered and graded by hybrid AI tools capable of interpreting both structured and unstructured responses, providing instant feedback and analytics on a student's strengths and weaknesses.
Administrative tasks — from financial aid calculations to scheduling — will also run autonomously, with minimal human oversight required for exception handling or strategic decisions.
In this scenario, students will interact with a near-seamless digital ecosystem that delivers personalised learning and credentials requiring only minor human intervention to handle aspects of policy compliance, complex student welfare matters or moral and ethical queries.
Good or bad development?
From a pedagogical or andragogical perspective, this is probably a question to which we don't really know the answer, and one which we should probably approach with as much data as possible, rather than through dogma and belief.

And, with the Global Plastics Treaty's goal to end plastic pollution by 2040, South Africa's position in the global initiative may be worth considering. Kristin Engel, joined by Dharmesh Shah, a senior campaigner of the treaty at the Center for International Environmental Law, alongside Johann Conradie, co-founder of Myplas and vice-chair of the South African Plastics Recycling Organisation, the implications of the treaty for big plastic producers in South Africa are arguably profound. Data breaches and cyber vulnerabilities – SA's troubling lack of readiness revealed

South Africa is becoming globally notorious in a field that should really be avoided: cybersecurity failure. A recent report from Virtual Private Network provider Surfshark shows that South Africa ranks second on the continent for data breaches. Simultaneously, Cisco's 2025 Cybersecurity Readiness Index reveals a dangerous disconnect — while 85% of local companies believe they're prepared, just 7% meet the 'mature' threshold for actual cyber resilience. Daily Maverick's examination of leaked data on the dark web confirms a troubling truth: South African data is leaking at an industrial scale, driven by poor cyber hygiene and a digital environment outpacing its own defences. Less than zero: South Africa's scorecard South African Airways (SAA), the South African National Defence Force (SANDF), Experian, and Home Affairs — and as of last week, Mediclinic — the list goes on. South Africa has emerged as one of the primary countries targeted by hackers for data leaks and ransomware. The Surfshark 2025 breach ranking places South Africa second in Africa and 37th globally, but more concerning is our upwards trajectory. Surfshark data shows a 164% increase in breach volume from the third quarter to the fourth quarter of last year, based on tracked accounts exposed in known breached databases. Meanwhile, Cisco's 2025 Cybersecurity Readiness Index found that while 85% of South African firms claim confidence, most fall into 'formative' or 'beginner' categories, indicating an alarming gap between perception and preparedness. Of far more import is the risk to the state and public sector. The SANDF breach of August 2023 revealed critical gaps in public sector cybersecurity. Operational schedules, internal communications, and staff details were dumped on public forums. Should a similar breach hit Eskom or Rand Water, the fallout could escalate from data loss to national service failure, severely undermining South Africa's essential infrastructure. Smashthestate: infrastructure in the crosshairs The SANDF breach wasn't a one-off. Staff rosters, operational files, and internal communications were leaked with minimal resistance, revealing deep structural vulnerabilities — at the time that Daily Maverick viewed the page, the data had been downloaded 154 times. South African Airways (SAA) similarly saw both employee and passenger data compromised. Even the Department of Home Affairs — custodian of the national population register and biometric databases — has suffered multiple exposures. In one case, a misconfigured public server linked to a third-party contractor's testing environment left biometric fingerprint templates, ID numbers, and passport scans openly accessible online for more than two months before being taken down. 'The system wasn't even behind a login — it was indexed by search engines,' confirmed Hendrik de Bruin, the head of SADC Security Consulting at Check Point in an interview with Daily Maverick. 'Anyone with a browser could access high-value identity data in raw form.' This not only violates basic data protection principles, but poses significant surveillance and identity theft risks, particularly given South Africa's widespread use of biometrics for banking and social grants. 'There is no proper segmentation between operational tech and IT in many departments. That's how you go from data loss to infrastructure failure,' continued de Bruin. 'Public entities often rely on legacy systems patched together over decades, making them a soft target.' Telecom metadata leaks suggest even critical communications infrastructure is poorly protected — laying the groundwork for both surveillance and sabotage. The long-term concern, experts note, is not just data privacy, but systemic risk to national functioning. An absent red team: the hollowing out of SA's skills One of the most consistent failures is pre-emptive testing, with few state procurement contracts mandating red teaming or penetration testing. Instead, a culture of checkbox compliance dominates government IT planning, where simply having antivirus software counts as security preparedness. 'Breaches go undetected because no one's even looking for them,' said De Bruin. 'We have government departments that can't afford even basic endpoint protection. Of course attackers will sit in those systems for weeks.' Cisco's 2025 Index reinforces this point. 'Many organisations don't even know what their perimeter looks like any more,' said Nabeel Rajab, a cybersecurity specialist at Cisco, presenting the index on Wednesday, 28 May 2025. 'Cybersecurity is no longer just about a firewall — the attack surface has become broader and more dynamic.' The report found that 43% of South African organisations had experienced an AI-driven cyber incident in the past year, yet the majority remain reactive rather than proactive. 'More than half of organisations surveyed still operate in a mode of responding to attacks, rather than preventing them,' Rajab said. Further, South African security leadership often lacked proper executive buy-in. 'There's a disconnect between chief information security officers and C-suite executives. Security leaders are not always at the decision-making table,' said Rajab. 'Most firms don't run regular perimeter reviews. They outsource security and forget about it,' De Bruin added. 'And with AI-driven phishing kits now available for $10 (R179) on Telegram, attackers don't need to be sophisticated.' Moreover, there are opportunities for attackers to use third parties to gain access to sensitive data, as was the case with the recent Mediclinic leak. The breach occurred earlier this year, and according to a statement by the medical group occurred through a third-party IT provider, probably providing payroll services, given that the stolen data primarily consisted of payroll information. A Mediclinic media statement said: 'We are confident that no patient data has been affected,' and confirmed that their systems had since been further secured. Nation states and proxies — the advanced persistent threat in the room Advanced persistent threats (APTs) refer to highly sophisticated and sustained cyberattack campaigns, often orchestrated by nation-states or state-sponsored groups. Unlike ordinary cybercriminals who typically seek quick financial gain, APTs focus on long-term infiltration, data theft, surveillance, and even sabotage. These actors use tailored malware, social engineering, and zero-day vulnerabilities to silently breach networks, maintain access over extended periods, and exfiltrate sensitive data — often without detection. APTs are typically aligned with strategic geopolitical objectives, such as espionage, infrastructure disruption, or influence operations. Their presence in South Africa suggests the country is being used as both a testbed and a foothold for broader regional campaigns. Check Point's 2025 threat map shows increased targeting of South African systems by advanced persistent threats (APTs) such as APT28 (Russia), Void Manticore (Iran), and Volt Typhoon (China). 'APT actors used to test in Eastern Europe. Now they test here,' said De Bruin. South Africa's non-aligned foreign policy stance, paired with poor cyber defences, makes it an ideal 'silent battleground.' He added: 'APT actors value South Africa because they can trial infrastructure payloads in the wild without triggering Nato's red lines.' Cisco analysts also flagged this shift, noting that while countries like the US, Japan, and Germany have built mature cyber defences, countries like South Africa are increasingly being exploited as soft entry points for threat actors looking to test malware, exploit vulnerabilities, and gather reconnaissance. 'We're building a smart state on insecure foundations. Without urgent reform, a breach will one day lead to a blackout — or worse,' Rajab warned. What this means for you This isn't just about your ID number being on Telegram. The bigger risk is systemic failure. The disruption of power grids, water systems, or air traffic control through ransomware or unauthorised access is no longer theoretical. It has happened elsewhere — in Ukraine, Iran, and the US. South Africa may be next. Two laws govern cybercrime in South Africa: the Protection of Personal Information Act (Popia, 2013) and the Cybercrimes Act (2020). While Popia mandates breach notification, it lacks enforcement teeth. The Cybercrimes Act criminalises data interference — but with no national breach registry, no proactive SOC (Security Operations Centre) infrastructure, and limited prosecutorial momentum, its impact remains muted. The Information Regulator, tasked with enforcing Popia, has issued only a handful of sanctions. There is no obligation for public disclosure of breaches beyond notifying affected individuals, meaning systemic risks are often hidden until too late. 'The biggest threat in South Africa is normalisation,' said De Bruin. 'Once leaks become routine, so does failure.' The price of doing nothing: national security The cost of inaction is no longer reputational — it's operational and, in time, existential. Until cybersecurity is treated not as compliance window-dressing but as a survival imperative, the gap between attack and defence will only widen — with catastrophic potential. South Africa's cybersecurity response needs urgent reform: stronger legislation, competent enforcement, national breach transparency, and dedicated funding. As Rajab concluded in his briefing: 'Resilience isn't built on confidence — it's built on readiness. And right now, South Africa is confident, but not ready.' DM

Of course, Joel Burke asked for some context about the claims of white genocide in South Africa. He is, after all, an American. He is also a tech nerd, and, importantly for this information trade, the author of Rebooting a Nation: The Incredible Rise of Estonia, E-Government and the Startup Revolution – so Daily Maverick schooled him on SA history over lunch at the e-Governance Conference (and promised not to mention where he works). Question: Joel, who are you when you're not trying to reboot a nation — and what's this book about, really? Answer: I'm Joel Burke. I wrote Rebooting a Nation: The Incredible Rise of Estonia, E-Government and the Startup Revolution. It covers Estonia's digital transformation journey — from shedding Soviet shackles to becoming a digital powerhouse. Q: Rebooting a Nation sounds like a Silicon Valley pitch for regime change. What exactly does the book dig into? A: It's split into three parts: the economic upheaval that shaped modern Estonia; the nuts and bolts of e-government infrastructure (think digital ID and the X-Road); and finally, a look into Estonia's 'country-as-a-service' ambition — a concept that's both literal and slightly sci-fi. Q: There's this almost mythic quote floating around: 'This is what happens when you let engineers build a country.' You buy into that? A: It's apocryphal, but not inaccurate. Estonia, during the Soviet era, was a kind of bootcamp for engineers. That engineering mindset – pragmatic, systems-driven – has left fingerprints all over their digital governance approach. Q: Sure, having tech-heads in power helps. But what's the secret sauce beyond that? A: More than just having tech-minded people, I think it was also at least an elite or societal consensus that they were going to invest long-term in developing these e-government services. If you look at the timeline, while they did it quite fast, it didn't happen in just one administration, but over a series. This highlights the importance of building things with a long-term view and having collective buy-in. Q: Estonia doesn't have oil, rare earth minerals or much coastline. How does it sell itself to the world? A: Through conversations, I've observed a sense that because they don't have any natural resources, what they are selling to the world, and quite aggressively in Africa, is this idea of digitalisation. It's intangible, consisting of strategies and things they can build and implement independently. I often think of Estonia as analogous to places like Singapore or Israel in this way; without natural resources, they invest in their people and build up knowledge industries. Q: And does the government actually support those local tech businesses, or is it all just marketing brochures and startup memes? A: The Estonian government acts like a beta customer. It uses homegrown digital services and then those companies – like Nortal and Cybernetica – go global. It's a national proof-of-concept pipeline, not just flag-waving. Q: You drew an analogy between exporting digital infrastructure and the defence industry in your book. Can you explain that comparison? A: It's not a perfect analogy, but I compared it in my book. While Estonia is small, building and helping another country like South Africa or Namibia develop its e-government system is a way of forging a very deep, long-term relationship. It's not the same as selling F-35s, but helping build digital infrastructure to run a country is a pretty deep relationship. This is both an economic strategy for the companies and part of a long-term diplomatic strategy for Estonia. Being small, they want to maximise their number of friends. Q: Why the focus on exporting digitalisation, particularly to regions like Africa? A: I think there's a feeling that Estonia got to leapfrog much of the West when they gained independence. They jumped directly to modern systems; for instance, they never really used cheques in banking here. There is a feeling that Africa could potentially do this too. There's a belief that Africa could move much faster than some older nations with entrenched bureaucracy. It's seen as an exciting opportunity for many Estonians and companies. Q: How does Estonia position itself internationally, within organisations like the EU and Nato? A: I think there's always an element of Estonia trying to be the exemplar of all things, like Western values, the EU, and also America. For instance, regarding military defence spending in Nato, Estonia has always met its commitments and gone above and beyond. They are planning for a very high percentage next year. It shows the country is really trying to make a difference. Q: Besides its digital achievements, how else does Estonia try to stand out internationally? A: Estonia wants to stand out in a way that doesn't just bucket them as 'one of these poor post-Soviet countries'. They work very hard to differentiate themselves. They aim to be seen as more than just Nordic or part of a less developed group. They highlight achievements like super low corruption (tied with Iceland or something, ranked high globally), ease of doing business, digitalisation, and startups. In international relations, they try to be a model citizen and maintain strong alliances. It's about showing they are a strong democratic nation that has invented amazing things and that they matter. Q: Sounds slick. But under the hood, what are Estonia's unresolved issues? A: Inequality. For a tiny country, they're surprisingly far down the global equality rankings. The gap between Tallinn and everywhere else is wide, and there's also a lingering divide between Estonian and Russian-speaking populations. Q: Where do you see the main sources of this inequality? A: I break it up into two buckets. There's Tallinn and the rest of the country divide. Tallinn is where the startup ecosystem, conferences and wealth creation are happening. This is somewhat natural, collecting wealth in the city. The second bucket is the Estonian-speaking and Russian-speaking Estonian divide. This has been a long-term challenge regarding integration and human rights. If you only speak Russian in a country where Estonian or English is the lingua franca for business, you can end up with fewer job opportunities. This creates inequality. Q: How is Estonia trying to address this inequality, particularly the linguistic divide? A: The country has started transitioning to all-Estonian education after Russia's invasion of Ukraine. Education overall is good, with high Pisa scores. However, there's still a historical legacy from the time it was an occupied country, which was only 30 years ago and within people's lifetimes. Just like you can still see economic data differences between West and East Germany, Estonia struggles with this legacy. They are making serious efforts to correct it, but it takes time. Q: Can e-governance play a role in bridging these gaps and reducing inequality? A: I think so. Estonia identified tech and digital as areas where the country was on a level playing field with the rest of the world in the early 90s. Tech does have a great way of levelling the playing field. There are active entrepreneurs trying to bring more people into the system and integrate them, helping people get into the core tech industry, which is key. DM
