Feds trumpet Chicago mass shooting arrests; but suspects haven't been charged in shooting
CHICAGO (WGN) — The press release's headline was clear: 'ICE Chicago captures shooters in December 2024 mass shooting tied to Tren de Aragua gang.'
It gathered local and national media coverage. However, WGN Investigates has found no record the two men named by Homeland Security have actually been charged in the shooting. Instead, they're currently being detained by federal authorities on immigration charges.
It's possible Chicago police issued an alert to other law enforcement about their interest in Venezuelan nationals Ricardo Granadillo Padilla and Edward Martinez Carmeno. A source confirmed both are considered 'persons of interest' in the mass shooting.
A CPD spokesperson declined to comment but confirmed neither man has been charged locally and police consider the case open.
Typically, law enforcement agencies don't publicly accuse people of committing crimes before they're actually charged with the offense. A Homeland Security spokesperson wouldn't provide comment beyond saying 'it's ongoing.'
Three people were killed – and a total of 8 were shot – at a house in Chicago's Gage Park neighborhood where police had also responded to previous disturbances.

'I believe they're Venezuelan and maybe they've been here for a year,' one nearby resident told WGN News after the shooting.
The May 20th press release from ICE announced 'the arrests of the shooters involved in the Dec. 2, 2024 mass shooting at a house party in Chicago predominantly attended by Venezuelan nationals.' It went on to say the shooting was 'perpetrated by members of the Tren de Aragua gang.'
ICE published post-arrest photos of Padilla and Carmeno on its website along with an image of nine high powered weapons, ammunition and drugs agents say were recovered. The press release also included a blurred image of nearly a dozen other people sitting on a curb in Raleigh, NC who ICE labeled as 'suspected TdA members encountered during Padilla's arrest.'
Padilla was arrested on February 8 by ICE Homeland Security Investigations and was sentenced in March for illegally entering the United States in 2022. ICE said multiple firearms, high-capacity magazines, drugs and fraudulent documents were found during a raid of his Chicago home before his arrest in North Carolina.

Cermeno was arrested on January 26 by ICE in Schaumburg and then released by a federal magistrate judge before agents re-arrested him on criminal charges for illegally entering the United States in 2023, according to the press release.
While state and local laws prohibit Chicago police from participating in immigration enforcement they do partner with federal agencies on criminal cases and CPD routinely works with federal task force partners to locate people they view as suspects.
Two sources say local authorities were surprised Homeland Security would trumpet the arrests of the men before charges are ready to be filed.
It's symbolic of a strategy by the Trump Administration to promote high-profile arrests on social media and among friendly news outlets while refusing to provide information that was routinely released in the past.
Homeland Security is now being sued by several groups for allegedly violating federal transparency laws by refusing to release basic information about their arrest and deportation efforts in Chicago and elsewhere, Block Club Chicago reports.
ICE has not responded to a Freedom of Information Act request filed by WGN Investigates in March seeking information about the number of people arrested in Chicago, whether they were deported and how many had criminal backgrounds.

Gov. Gavin Newsom on Saturday evening criticized federal officials' decision to deploy 2,000 members of the California National Guard to the Los Angeles area as 'purposefully inflammatory.' U.S. Immigration and Customs Enforcement agents deployed flash grenades and tear gas to disperse a protest at a Home Depot in Paramount, where people had gathered to protest a series of raids immigration officials had carried out around the city on Friday. SEIU California union president David Huerta, a frequent Newsom ally, was injured while protesting Friday and remained in federal custody over the weekend. 'The federal government is moving to take over the California National Guard and deploy 2,000 soldiers,' Newsom said in a social media post. 'That move is purposefully inflammatory and will only escalate tensions.' In an earlier post announcing he had deployed CHP officers to 'maintain safety on Los Angeles highways to keep the peace.' 'It's not (the CHP's) job to assist in federal immigration enforcement,' Newsom said. 'The federal government is sowing chaos so they can have an excuse to escalate. The Department of Homeland Security said Saturday that recent ICE operations in the south state resulted in the arrest of 118 people, including five individuals the agency identified as gang members. The agency said those arrested included individuals with prior convictions for drug trafficking, assault and other offenses. Federal officials linked the arrests to heightened tensions in the region, and said ICE agents had been targeted during protests. The department reported a '413% increase in assaults' on officers and alleged that some agents' family members had been doxed. Homeland Security officials criticized the Los Angeles Police Department in the statement, saying it took officers more than two hours to respond to a disturbance outside a federal building Friday night. 'The violent targeting of law enforcement in Los Angeles by lawless rioters is despicable and Mayor (Karen) Bass and Governor Newsom must call for it to end,' Assistant Secretary Tricia McLaughlin said in the statement. 'The men and women of ICE put their lives on the line to protect and defend the lives of American citizens.' Trump deploying National Guard over California immigration protests
The National Guard will be deployed in California as protests over immigration raids in Los Angeles continue, the White House said on Saturday. The protests began on Friday after Immigration and Customs Enforcement (ICE) officers executed search warrants across the city. According to the US Department of Homeland Security, around 1,000 protesters attacked ICE officers on Friday. United States Border Patrol chief Michael Banks wrote on X that several arrests had been made on Saturday for alleged assaults on federal agents. US President Donald Trump had signed a memorandum deploying 2,000 National Guardsmen "to address the lawlessness that has been allowed to fester," the White House said. The ICE operations were "essential to halting and reversing the invasion of illegal criminals into the United States," the White House said. "In the wake of this violence, California's feckless Democrat leaders have completely abdicated their responsibility to protect their citizens," the statement said. "The Trump Administration has a zero tolerance policy for criminal behavior and violence, especially when that violence is aimed at law enforcement officers trying to do their jobs. These criminals will be arrested and swiftly brought to justice." US Defense Secretary Pete Hegseth warned in a post on X that the US military may also be deployed. "If violence continues, active duty Marines at Camp Pendleton will also be mobilized — they are on high alert," he wrote. California Governor Gavin Newsom urged people not to use violence. "The federal government is taking over the California National Guard and deploying 2,000 soldiers in Los Angeles — not because there is a shortage of law enforcement, but because they want a spectacle," he wrote on X. "Don't give them one. Never use violence. Speak out peacefully." Moments before Trump's announcement, Newsom wrote on X that any move to deploy the National Guard would escalate tensions. "That move is purposefully inflammatory and will only escalate tensions," he wrote. "The federal government is sowing chaos so they can have an excuse to escalate. That is not the way any civilized country behaves." Los Angeles Mayor Karen Bass said it was a difficult time for the city.
