Asean foreign ministers adopt draft addendum to facilitate Timor-Leste's membership into bloc
KUALA LUMPUR: Asean foreign ministers have considered and adopted the draft Addendum to the Treaty on the South-East Asia Nuclear Weapon-Free Zone (SEANWFZ), signifying another concrete step in Timor-Leste's path towards full membership in the regional bloc.
According to Wisma Putra, the decision was made during the Asean Foreign Ministers' Meeting (AMM) chaired by Foreign Minister Datuk Seri Mohamad Hasan here on Sunday (May 25) ahead of the 46th Asean Summit.
The ministry said the draft addendum, which had been finalised by the SEANWFZ executive committee during its meeting on April 29, 2025, provides the legal basis to enable Asean member states and Timor-Leste to undertake the necessary domestic procedures for accession.
"Its adoption marks a significant step forward in Timor-Leste's integration into Asean's political and security frameworks," it said in a statement after the meeting.
The meeting also adopted Guidelines to Facilitate Timor-Leste's Accession to Asean Legal Instruments and Agreements, marking continued progress towards the country's full membership in the regional bloc.
Timor-Leste was granted observer status in Asean in 2022 following the 40th and 41st Asean Summit in Phnom Penh, Cambodia and has since been taking part in meetings and capacity-building programmes in preparation for full membership.
Wisma Putra stated that during the meeting, foreign ministers of Asean and Timor-Leste also reaffirmed their collective commitment to regional peace, stability, and prosperity in the face of intensifying geopolitical and economic challenges.
"The discussions centred on strengthening Asean's strategic autonomy, advancing the Asean Community Vision 2045, and enhancing the region's capacity to play a proactive and constructive role in regional and global affairs," it said.
The 46th Asean Summit and its related meetings, which are being held under Malaysia's 2025 chairmanship themed 'Inclusivity and Sustainability', are expected to address a wide range of pressing regional and international issues, with the ongoing crisis in Myanmar remaining a key point of concern for Asean member states.
This year marks Malaysia's fifth time chairing the regional bloc, having previously held the Asean chairmanship in 1977, 1997, 2005, and 2015.
In addition to the Asean-level meetings, two important inter-regional summits – the 2nd Asean-Gulf Cooperation Council (GCC) Summit and the Asean-GCC-China Summit – will also take place on May 26 and 27, signalling the growing engagement between Southeast Asia and its strategic partners in the Gulf and China. – Bernama

(Bernama pic) KUALA LUMPUR : Asia-Pacific Economic Cooperation (Apec) finance ministers will unveil a new roadmap in October to replace the existing Cebu Action Plan, deputy finance minister Lim Hui Ying said today. The five-year plan identifies medium-term initiatives and deliverables aimed at achieving Apec's Putrajaya Vision of 'an open, dynamic, resilient, and peaceful Asia-Pacific community', she said. 'It is critical for Asean members to work together within Apec, to ensure that our common priorities in Southeast Asia are well-embedded in this new Asia Pacific roadmap and that initiatives in Asean and Apec are consistent with each other and mutually supportive,' she said at the Asean-BAC and Asia Pacific Financial Forum here. She said that both Apec and Asean play a critical role in providing platforms for coordinated and collective action among their members, as well as for enhanced government and regulatory engagement with the private sector. She added that new business models and rapid advances in technology could help redesign financing solutions to better serve micro, small and medium-sized enterprises and marginalised consumers. Lim said digital technologies like blockchain, artificial intelligence and quantum computing, as well as new products such as crypto and tokenised assets and digital currencies carried risks that were not yet fully understood. 'Enabling their safe and effective deployment would also require legal, policy and regulatory reforms, changes in industry practices and collaborative efforts to educate consumers, industry practitioners and regulators.' 'Private sector also to blame for Asean policy failures' Separately, Asean-BAC chair Nazir Razak said that while governments often faced scrutiny for policy shortcomings, private companies in the region were also responsible for failures to follow through on initiatives. 'As we contend with tech disruptions amid a backdrop of diminishing trust, the actions of state and regional actors are crucial. Poor execution and follow through will prove very costly.' He also lamented the slowdown in intra-Asean trade and investments and the ability of regional companies to attract investment into the region. However, he highlighted bright spots such as the expanding Asean QR code linkage as a critical milestone towards seamless payment connectivity. 'Digitalisation is the great enabler of financial inclusion but only if we ensure that it lifts all boats, not just the large or connected.'

President Duda: Poland, Malaysia can safeguard multilateralism collective security
MEDIUM-SIZED nations such as Poland and Malaysia could play a more assertive role in shaping a more equitable global order based on collective security and multilateralism amid growing geopolitical tensions, Polish President Andrzej Duda (picture) said. Speaking at a public lecture in Kuala Lumpur on Wednesday, Duda said that while Poland and Malaysia are neither global powers nor small states, both have the responsibility and potential to contribute meaningfully to international affairs. 'Security today is not a choice – it is a necessity. Poland, as a country located on the eastern flank of the European Union and NATO, recognises threats but also sees opportunities from joint actions. 'We oppose a return to the politics of spheres of influence. History shows that this only leads to wars and destabilisation. 'The international system should enable us to fully participate in the global dialogue,' he said, during a public lecture titled 'Poland's Position in the EU: Challenges and Choices' at the Asia-Europe Institute (AEI) of Universiti Malaya (UM) on Wednesday. Duda, who assumed office in August 2015, is on his inaugural three-day official visit to Malaysia from June 9 to 11. Also present during the public lecture were Malaysia's Minister of Health, Datuk Seri Dr Dzulkefly Ahmad representing the Malaysian government, Polish Ambassador to Malaysia Krzysztof Dobrowolski, and UM Deputy Vice-Chancellor (Student Affairs) Professor Dr Zamri Radzi, who represented UM Vice-Chancellor Datuk Seri Ir Dr Noor Azuan Abu Osman. Duda praised Malaysia's leadership as ASEAN Chair, highlighting its role in promoting dialogues, peaceful conflict resolutions, and sustainable development. He said both Poland and Malaysia share common interests in defending sovereignty, advancing diplomacy, and supporting a more inclusive global system. 'Medium-sized states may lack dominant military power or global political reach. But they possess something equally important; the ability to influence international processes through active diplomacy, peace-building initiatives, strengthening multilateralism, and promoting a rules-based order,' he said. Duda added that countries such as Poland and Malaysia can act as 'constructive advocates' for states that reject both domination by major powers and the marginalisation of smaller actors. 'Our agency does not stem from military strength but from activity, responsibility, and consistency in international efforts,' he said. Looking ahead, the president said Poland is eager to expand cooperation with ASEAN countries, particularly Malaysia, in areas such as education, defence, technology, and institutional reform. He also voiced support for reforming global institutions such as the United Nations (UN) to better reflect present-day realities and ensure genuine participation by all countries regardless of size. 'Poland and Europe are open to cooperation with ASEAN countries. I believe this cooperation will bring tangible benefits to both sides – and that today's meeting is yet another step in that direction,' he said.
