SIS Group signs MoU with govt to upskill officers in civil defence

Security and business support services provider SIS Group Enterprises on Wednesday said it has signed an MoU with the government to upskill its personnel and include Civil Defence and Disaster Relief in the training curriculum.
The strategic partnership with the civil defence wing of the Home Affairs Ministry intends to improve internal security preparedness by supporting the upskilling of SIS frontline security officers deployed in 244 districts across India, the group said in a statement.
This collaboration will involve the active participation of SIS teams in Civil Defence drills and the inclusion of Civil Defence and Disaster Relief modules in SIS's training curriculum.
The objective is to enhance response mechanisms and ensure business continuity for SIS clients in the event of emergencies, disasters, or war-like situations.
Rituraj Sinha, Group Managing Director, SIS Group Enterprises, said: By integrating Civil Defence training into our regular modules, we are equipping our frontline personnel to act swiftly and effectively during crises, ensuring the safety of our clients and contributing to India's internal security.

In a major development concerning central government employees and pensioners, the Ministry of Finance has clarified that arrears of dearness allowance (DA) and dearness relief (DR) frozen during the Covid-19 period will not be released. The response came after a query was raised in Parliament, questioning whether the 18-month DA/DR freeze, implemented from January 2020 to June 2021, would be reconsidered in light of the country's economic recovery post-pandemic. Minister of State for Finance Anand Bhadauria, addressing the concern, stated, "The adverse financial impact of the pandemic in 2020 and the financing of welfare measures taken by the government had a fiscal spilloverbeyond FY 2020-21. Therefore, arrears of DA/DR were not considered feasible." Dearness Allowance (DA) is provided to government employees to help offset the impact of inflation, while Dearness Relief (DR) serves the same purpose for pensioners. "The decision to freeze three instalments of dearness allowance (DA) / dearness relief (DR) to Central Government employees / pensioners due from 01.01.2020 (January 1, 2020), 01.07.2020 (July 1, 2020) and 01.01.2021 (January 1, 2021) was taken in the context of Covid-19, which caused economic disruption, so as to ease pressure on government finance," the MoS Finance added. The clarification comes at a time when there's rising speculation about the 8th Pay Commission, which was granted in-principle approval by the Union Cabinet in January. However, the panel is yet to be formally constituted. Once formed, the commission will engage in discussions with stakeholders and submit a detailed report, typically taking more than a year. The report will recommend updates to the fitment factor and overall salary structure for central government employees. Notably, when a new pay commission is implemented, the DA component is reset to zero, as per standard practice. Currently, under the 7th Pay Commission, the DA stands at 55% of the basic pay.

Pune: Umakant Dash, the new vice-chancellor of Gokhale Institute of Politics and Economics (GIPE), said his focus would be on quality, transparency and inclusive governance, after taking charge on Tuesday. "For undergraduates, the focus is on preparing them for higher studies and ensuring the institute's brand value helps them. For the PG students, the plan is to engage with employers and analyse systems to improve their market acceptance," he said. Acknowledging the recent controversies surrounding the institute, Dash said for him, the institute's interests were of priority. Going forward, he would focus on consultation, consensus-building and inclusiveness among all stakeholders, including faculty, staff, students, employers and society. "I plan to look into introspecting and learning from the institute's alumni and historical case studies. We also need to critically analyse international models before adopting them to suit Indian contexts. The quality of students and value in education are very important to me. The quality of teaching as well as the quality of life of students on the campus and various facilities are equally important," said Dash, expressing hope to make the institute a "go-to place" for economics education in India. "It is important to have inclusiveness in decision-making so that there is a collective sense of responsibility. Tomorrow (Wednesday) I plan to meet with students, faculty, staff and committees to understand issues of each stakeholder," said Dash, whose tenure would be five years. Dash has nearly two decades of experience in academia and research with institutes of national and international repute. Before joining IRMA, he was professor and head of the department of humanities and social sciences at the Indian Institute of Technology, Madras, and adjunct professor at the Indian Institute of Management, Tiruchirappalli. GIPE has been without a full-time VC since last year, when questions were raised about the appointment of then VC, Ajit Ranade, culminating in then chancellor Bibek Debroy's resignation. Ranade also resigned, citing personal reasons. Shankar Das from TISS then took over as the interim VC, but controversies didn't leave GIPE. Earlier this year, the Servants of India Society (SIS), the parent body of GIPE, raised questions over alleged irregularities in appointments within GIPE by Das, which then led to SIS removing the chancellor, Sanjeev Sanyal, from his post and then reinstating him. This was followed by both parties — SIS and GIPE — trading allegations against each other. GIPE registered a case in April against SIS for misuse of its funds, resulting in the arrest of the SIS secretary, now out on bail. In June, GIPE wrote to the charity commissioner seeking suspension of SIS and appointment of an administrator.
